1. BACKGROUND

Cumberland Gap National Historical Park (CUGA) is a unit of the National Park Service and is head quartered in Middlesboro, KY. Two buildings located in the Bartlett Park area of CUGA situated in the main park area of Middlesboro, KY and one building is near the adjacent town of Cumberland Gap, TN. All three buildings need complete asphalt shingle roof replacement. The utilization of these buildings varies, such as, the main park Headquarters Building with multiple office spaces, an IT building housing multiple server units with no occupants, and a brick house with no occupants used for storage. All three buildings are not historic structures and do not fall under the protection of The Secretary of Interior’s Standards for Rehabilitation.

2. OBJECTIVES:

The work of this contract consists of providing all labor, equipment, supervision, and materials to accomplish the removal and installation of the asphalt shingles, including but not limited to:

• Removal and disposal of the existing asphalt shingles and underlayment.

• Repair and or replacement of any damaged or rotted sections of wood sheathing.

• Installation of roofing underlayment (such as 30 lb. felt paper: equivalent or better)

• Installation of new asphalt shingles (roofing will be replaced with architect style asphalt shingles), Color shall match as close as possible to existing shingles and to be approved by COR.

• Install a continuous shingle-over ridge vent with louvered sides along the spine of the main roof ridge line.

• Remove existing drip edge and install new aluminum drip edge, color will be approved by park COR.

• Install new flashing around existing vent pipes, chimneys, and all roof penetrations.

3. PLACE OF PERFORMANCE:

Cumberland Gap National Historical Park, Middlesboro KY. The address of the buildings associated with this contract is:

• HQ’s Building and IT building are in the Bartlett Park Area – 91 Bartlett Park Rd, Middlesboro KY 40965

• O’Dell House – 256 N Cumberland Dr, Ewing VA 24248

4. PERIOD OF PERFORMANCE:

All work specified herein shall commence after the notice to proceed is received from the Contracting Officer and completed with-in a 6-month (180 day) period.

5. SCOPE:

In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the National Park Service (NPS).

The contractor will complete the following items:

• Contractor will provide all material, equipment, parts, and labor required to perform all of the work of this contract.

• Contractor shall verify the quantity of materials needed to complete the task identified in this SOW.

• All work will be performed Monday through Friday from 7:00 am until 3:30 pm. No work will be performed on weekends or federal holidays without prior approval.

• Contractors will notify NPS staff of scheduled site visits to ensure access to secure areas.

• The Davis-Bacon Act applies for this contract.

6. CONTRACTOR USE OF SITE:

a. General: Contractor shall have full use of worksite for work operations within limitations set by COR to be determined during site visit. Do not disturb portions of the project site beyond areas in which the work is indicated.

• Limit site disturbance, to 10 feet beyond surface walkways, patios, surface parking, and utilities less than 12 inches in diameter; 15 feet beyond primary roadway curbs and main utility branch trenches; and 25 feet beyond areas with permeable surfaces (such as pervious paving areas, storm water detention facilities, and fields) that require additional staging areas in order to limit compaction in the constructed area. No tree trimming or excavations without prior coordination with COR and park Natural and Cultural Resources officers.

b. Confine deliveries and storage of materials to the parking area behind the Headquarters’ Building for HQ and IT buildings, and to the driveway of the O’Dell House. The Contractor is liable for any damages to Federal property. The Contractor is solely responsible for the security of any equipment or materials left at the worksite unintended. The Contractor is responsible for keeping all areas clean and free of any hazards while off the worksite.

c. The Contractor shall limit parking to the parking lot at the front of Headquarters’ Building for HQ and IT buildings, and to the driveway of the O’Dell House.

d. Preservation of Natural Features:

• Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

• Provide temporary barriers to protect existing trees and plants and root zones.

• Do not remove, injure, or destroy trees or other plants without prior approval.

Consult with COR or CO and remove agreed-on roots and branches that interfere with construction.

• Do not fasten ropes, cables, or guys to existing trees.

• Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

e. Driveways, Roadways and Entrances: Keep driveways, roadways, and entrances clear and available to Government employees, and emergency vehicles at all times.

Do not use for parking or storage of materials.

• Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

f. Hauling Restrictions: Comply with legal load restrictions in hauling of materials. Load restrictions on park roads are identical to State load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

7. SAFETY:

All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, and local regulations, and requirements. Prior to starting work on government property, the contractor will submit to Cumberland Gap National Historical Park, for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:

1) Heavy equipment operations (if required)

2) Fall Protection

3) Public/visitor safety (barriers/signage, etc…)

4) Traffic safety plan (if required)

5) Scaffold safety plan (if required)

6) Personal protective equipment to be used

7) Hazardous materials (HAZMAT) to be used

• Copies of Safety Data Sheets (SDS) must be provided to the Park

• Storage of HAZMAT

8) Emergency response protocols

9) Personnel training requirements

10) OSHA DART rate

• OSHA 300A Summary for last three years

Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the CUGA Zone Safety Officer. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

8. TASKS:

COMMUNICATION

A). Contractor shall notify the Contracting Officer’s Representative (COR) between 7:00 and 7:15 am on the morning work will be performed or inform the COR why services cannot be performed that day. The COR is Tony King, office number: 606-246-1100, cell phone: 606-896- 0039.

B). Work shall be performed during daylight hours between 7:00 am and 3:30 pm Monday through Friday. Weekend and holiday work will not be permitted unless prior approval by the park Contracting Specialist.

C). Schedule changes MUST be cleared through the Contracting Officer

SPECIFIC REQUIREMENTS

• The material installation methods will be consistent with the material manufacturer’s requirements and construction industry standards.

• The asphalt shingles shall be architectural style shingles.

• Roof drip edge will be aluminum.

• Shingle and drip edge color will be approved by the COR.

GERERAL PROVISIONS

1. Headquarters Building – roof square footage = 5,000 square feet

2. IT Building – roof square footage = 210 square feet

3. O’Dell House – roof square footage = 2,500 square feet

WEATHER

Contractor shall notify the COR by 7:30 am of any intention to cancel work for the day due to weather.

9. DELIVERY:

All deliverables required to complete this project will be delivered by the contractor.

• Asphalt shingle cut sheets.

• Roofing underlayment cut sheets.

• Safety plan

• Proof of Insurance

10. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR

INFORMATION (GFP, GFM, GFE, OR GFI):

None

11. SECURITY:

The information developed under this Statement of Work is the property of the U.S. government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract information CDs unless otherwise approved in writing by the Contracting Specialist.

12. MATERIAL REQUIREMENTS:

A. The Contractor shall provide all material for this work and shall determine and verify square footage of roof to be rehabilitated.

• Flashing: Aluminum, color approved by Contracting Officer.

• Roofing Nails: Roofing nails shall be stainless steel. The length and size of the nails will be as approved by the Contracting Officer.

• Asphalt 3-tab Architectural Shingle: Architectural 3-tab asphalt Shingles, color matching as close as possible to original, or approved equal by Contracting Officer .

• Roof Felt: 30lb Roof Felt Shingle-Mate by GAF or equivalent to and approved by Contract Officer.

• Roof Deck Repair Material (If required): Pressure treated Plywood.

• Caulking: Silicon, with 30 yr. life.

B. The Contractor shall present submittals for all materials and wait for the Contracting Officer’s approval prior to purchase.

13. OTHER UNIQUE REQUIREMENTS:

None

14. QUALITY ASSURANCE REQUIREMENT:

The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR the following items (Electronic submission in PDF or MS Office format is acceptable):

• Safety plan

• Proof of Insurance
