1. BACKGROUND:

• Obed Wild and Scenic River (OBRI): Situated near Wartburg, Tennessee, OBRI spans about 5,000 acres with 45 miles of unspoiled, free-flowing streams. Created by Congress on October 12, 1976, its primary goal is to maintain the Obed River System's natural flow and water quality, along with protecting the area's cultural and natural resources. OBRI is renowned for its rugged landscapes, appealing to outdoor enthusiasts with activities such as climbing, hiking, whitewater sports, and fishing. The park plays a crucial role in conserving environmental and cultural heritage and offers diverse recreational opportunities, enhancing its value to the region.

This project supports the rehabilitation of the Lily Bluff Overlook Boardwalk by replacing approximately 4,200 square feet of deteriorated recycled plastic decking. All demolition, framing, and installation will be performed in-house by non-permanent National Park Service Day Labor Staff. Contracting will be responsible solely for the supply and delivery of new high-performance composite decking and all associated manufacturer-recommended fasteners.

2. PROJECT IDENTIFIERS:

3. PLACE OF PERFORMANCE:

Materials shall be delivered to the Lilly Bluff Overlook parking area. Awarded contractors shall establish exact delivery location and time with COR no less than 3 business days prior.

4. PERIOD OF PERFORMANCE:

• The contractor shall complete delivery within 30 calendar days following receipt of the Notice to Proceed.

• Exceptions to this timeline are limited to unforeseen events beyond the control of the contractor, such as natural disasters or other force majeure occurrences. In such cases, the contractor shall promptly notify the National Park Service and provide an estimated delay period.

• Delays caused by actions or requirements of the National Park Service will be addressed separately. In these instances, the contractor shall provide a revised delivery timeline for approval by the National Park Service.

• Note: The contractor is advised to incorporate a reasonable buffer within their internal scheduling to accommodate potential minor delays and ensure timely delivery.

5. SCOPE:

• The contractor shall furnish and deliver materials required for the replacement of approximately 4,200 square feet of decking at the Lily Bluff Overlook Boardwalk, located within Obed Wild and Scenic River (OBRI).

• The contractor shall furnish and deliver the following composite decking products and related installation materials:

• Composite deck boards o Quantity: 800 units o Dimensions: 12 feet (length) × 5.5 inches (width) × 1 inch (thickness) o Application: Primary walking surface o Material shall be high-performance wood-alternative composite decking suitable for high-traffic outdoor boardwalk use.

o Material shall meet or exceed ASTM E84 Class A fire rating (flame spread index of 25 or less).

o Material shall be resistant to UV exposure, moisture, microbial growth, insect damage, and general outdoor weathering.

o Boards shall not splinter, crack, or deform under normal use and environmental conditions.

o Boards shall be uniform in appearance, color, and size.

o Color shall be a neutral gray tone, consistent with the existing decking material to ensure visual continuity with the current structure.

o Boards shall be compatible with hidden fastener systems and installation over standard wood framing.

• Composite kickboards (skirt boards) o Quantity: 200 units o Dimensions: 8 feet (length) × 5.25 inches (width) × 0.75–1 inch (thickness) o Application: Vertical trim at deck edges o Material shall meet the same durability and ASTM E84 Class A fire-resistance requirements as deck boards.

o Boards shall be straight, uniform, and suitable for visible installations.

o Color shall match or closely coordinate with the specified gray decking boards to maintain visual consistency.

• Hidden fastener system o Quantity: No fewer than 8,600 hidden fasteners o Packaged in approximately 10 buckets, each covering a minimum of 500 square feet o Fasteners shall be manufacturer-approved for use with the supplied decking and pressure-treated wood framing.

• Starter clip system o Quantity: No fewer than 150 starter clips o Packaged in no fewer than 4 boxes o Clips shall be compatible with the hidden fastener system and decking profile.

• 316 stainless steel security screws o Quantity: No fewer than 1,000 screws o Length: 2.5 inches o Head type: Trim head or flat head o Drive type: Security Torx (pin-in T25) o Screws shall be compatible with composite decking and pressure-treated wood framing.

o All fasteners shall be corrosion-resistant and rated for exposed outdoor use in public settings.

• Accessory items o The contractor shall furnish the following minimum accessory items:

No fewer than 8 reciprocating saw blades compatible with composite decking No fewer than 4 drive bit kits compatible with supplied fasteners No fewer than 20 tubes of end sealer compatible with the supplied composite materials o All accessory items shall be suitable for exterior use and recommended for use with composite materials and treated wood framing.

• The contractor shall ensure that all materials are new, unused, and free from defects or damage at the time of delivery.

• The contractor shall ensure that all materials are packaged to prevent damage during transport, handling, and offloading.

• The contractor shall coordinate delivery logistics with the Contracting Officer’s Representative (COR) prior to delivery and provide advance notice for inspection and receipt.

• The contractor shall be responsible for offloading all materials at the designated staging area unless otherwise approved in writing by the COR.

• The National Park Service will designate the final delivery location and ensure access is available for the delivery vehicle.

• The contractor shall provide manufacturer product data sheets or technical specifications for the decking, kickboards, fasteners, and accessories at the time of delivery for NPS review and record.

• The contractor shall submit material and/or color samples for all deliverable items for NPS approval prior to shipment.

• The contractor shall provide a minimum 10-year limited material warranty on all composite decking and kickboards, covering defects in material, structural integrity, and resistance to rot, decay, insect damage, and splitting under normal use. Longer manufacturer warranties may be accepted and are encouraged.

6. TASK:

• General Requirements

• The contractor shall furnish and deliver all materials listed in the scope of work to a staging area designated by the National Park Service.

• The contractor shall coordinate delivery logistics, including timing and site access, with the Contracting Officer’s Representative (COR) at least five (5) business days prior to delivery.

• The contractor shall ensure that all materials are clearly labeled and packaged to prevent damage during transport, handling, and offloading.

• The contractor shall ensure all materials are delivered in a single shipment unless otherwise approved in writing by the COR.

• Offloading and Inspection

• The contractor shall be responsible for offloading all materials at the designated staging area unless prior arrangements are made and approved in writing by the COR.

• The contractor shall provide manufacturer product data sheets and technical documentation for all delivered items at the time of delivery.

• The contractor shall submit material and/or color samples for decking, kickboards, and fasteners for approval prior to shipment.

• The National Park Service will inspect delivered materials for conformance to specifications and to confirm quantities.

• Substitutions and Deficiencies

• The contractor shall not substitute any product, brand, material, or component without prior written approval from the COR.

• The contractor shall replace, at no additional cost to the government, any materials that are damaged, missing, or do not meet the required specifications.

• The contractor shall respond to deficiency notifications within two (2) business days of written notice by the COR.

• Warranty and Documentation

• The contractor shall provide a minimum 10-year limited material warranty on all decking and kickboards.

• The contractor shall provide warranty documentation and manufacturer contact information to the COR upon delivery.

• The National Park Service will retain all warranty documents as part of the project record.

7. INSPECTION:

• Inspection Process: Upon completion of the contracted services, the government will conduct a thorough inspection to evaluate the quality and completeness of the product.

This inspection will be carried out by designated government representatives.

• Criteria for Evaluation: The inspection will assess whether all contract performance and administrative requirements have been met satisfactorily. The evaluation criteria will include adherence to project specifications, quality of workmanship, and compliance with all relevant regulations and standards.

• Deficiency Correction: In cases where deficiencies or non-compliant work are identified during the inspection, the contractor shall make the necessary corrections in a timely manner. The government will provide specific feedback and a timeframe for addressing these issues.

• Final Payment: Final payment for the contracted services will be processed only after the government confirms that all requirements have been satisfactorily completed and any identified deficiencies have been corrected.
