Specifications
PROJECT DESCRIPTION
a. Description of Work Work includes, but is not limited to, mobilization, clearing and grubbing, erosion control, traffic control, structure excavation, disposal of existing concrete ford structure, installation of concrete abutments and foundations, backfill, design and installation of superstructure and bearings, installation of stream bed material, embankment construction, installation of bridge and approach railing, signage, placement of surface aggregates and asphalt pavement, and turf establishment and site restoration.
b. Demolition Work Demolition work includes, but is not limited to clearing and grubbing, structure excavation and disposal of existing ford structure.
c. New Construction New construction includes, but is not limited to, installation of concrete abutments and foundations, backfill, design and installation of superstructure and bearings, installation of stream bed material, embankment construction, installation of bridge and approach railing, signage, placement of surface aggregates and asphalt pavement, and turf establishment and site restoration.
d. Optional Items None.
The Contractor shall refer to the Schedule of Items, Project Area Map, Contract Drawings, and referenced Specifications when making estimates for quantities of work.
PROJECT LOCATION
The Trabuco 1, 2, and 4 project sites are located within the Cleveland NF Trabuco Ranger District on Trabuco Creek Road FSR-6S13 at approximately 2.8, 3.6, and 4.4 miles from the intersection of Trabuco Creek and Trabuco Canyon roads.

CONTRACT TIME
Construction season is considered year round. The contract duration shall be 365 calendar days. Contract duration includes delays for weather, locating and transporting supplies and materials, and final site cleanup.
SITE INFORMATION AND LIMITATIONS
The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:
1. Physical Conditions. The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys performed by the Government.
2. Existing Structures. The existing fords at each site are concrete.
3. Excavation Plan. Due to the proximity and/or limitations of existing structures, and the limited workspace, the Contractor shall submit a comprehensive excavation plan that outlines the proposed methodology for excavating down to the required depth, and any proposed shoring to protect workers. The Contractor is solely responsible for the development and execution of their Bridge Excavation Plan.
4. Dewatering Plan. Due to the proximity of water, the Contractor shall submit a Dewatering Plan, for the purpose of protecting the abutment and wingwall foundations. The Contractor is solely responsible for the development and execution of their dewatering plan.
5. Weather. Low temperatures at the project sites range from less than 40 ºF from December and January to lows around 65 ºF in July and August. High temperatures range from 45 ºF in December and January to high 90 ºF in July and August. The annual precipitation at the project sites varies from less than 12 inches per year including snow fall. While rare, winter snowstorms and freezing temperatures may occur during the winter months could result in a project shutdown at higher elevations. Icy conditions on local roads may occur during the winter. Roads in shaded areas may be covered with ice or frost.
6. Typical Work Hours, Weekends and Holiday Hours. Work hours are between 7:00 am to 5:00 pm Monday through Friday except Federal Holidays and the weeks of Thanksgiving and Christmas. Weekend equipment work is not allowed at any time during the Work.
7. Safety, Emergency Communications and Evacuation. Contractor is responsible for the safety of the Contractor’s employees including Subcontractors employees, Government employees associated with the project, and any visitors to the site both Government and private. The Contractor shall submit a Project Safety Plan to the Contracting Officer for review prior to commencement of Work. The project safety plan shall comply with the appropriate California OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan.
8. Staging Areas. The contractor shall provide the necessary site investigation of the project area and any adjacent areas, and propose staging areas for approval by the Contracting Officer.
9. Highway Permits. Contractor is responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The Contractor is responsible for conducting a thorough reconnaissance of all routes leading to the site.
10. Fuel Storage. The contractor shall propose fuel storage areas for approval by the Contracting Officer. The fuel storage tank shall be set inside a fuel containment basin. The containment basin shall be large enough to hold 110% of the tank’s capacity. Provide spill plan in accordance to the specifications for review and approval by the Contracting Officer.
11. Toilets. No toilet or shower facilities are available on site. Contractor shall provide portable toilet facilities for its employees.
12. Camping. Contractor may use a self-contained travel trailer or recreational vehicle to camp on National Forest System lands near the project site subject to the approval of the Contracting Officer. All waste material must be transported off-site to a station equipped to handle such waste.
13. Water. No water drafting for construction use. Contractor is responsible for water. Dewatering pump shall have properly designed screen intake box to prevent small aquatic organism from being pulled into the pump. Use appropriate procedures to prevent sediment and other debris from entering the creek.
14. Security. Contractor is responsible for the Contractor’s equipment and materials owned or supplied to the site. Lost, damaged, or stolen equipment or materials shall be replaced at the contractor’s expense. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day.
All hand tools and other equipment shall be secured at the end of each working day. The contractor shall be responsible for signing, limiting public access, and safety of the public and/or government employees at the site. All refuse shall be properly stored or removed from the site at the end of each day.
15. Coordination with other Contracts. The Contractor shall coordinate with other Contractors preforming work on Trabuco Creek Road to allow for passage of vehicles and materials. This includes, but not limited to, contractors working at the Trabuco 1 and Trabuco 4 bridge sites.
16. Traffic Control. Contractor shall submit a Traffic Control and Signage Plan for review and approval, 10 days prior to the start of operations. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). Traffic control signs shall be placed in areas with adequate turnaround space for a public truck pulling a fifth wheel trailer. Traffic Control Plan shall include construction bypass location(s) and supporting documentation. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items. Bypass is mandatory. There is work being done on Bridge #4 further down the road. The bypass must be able to support construction needs similar to Bridge #2 requirements for traffic.
17. Burning Permits. No burning allowed. Limited amount of small tree branches and chips may be scattered at areas as directed and approved in advance by the Contracting Officer.
18. Protection of Resources. Contractor shall thoroughly clean all equipment prior to delivery to the project site, to remove weeds, seeds, mud, grease and oil buildup from all equipment surfaces. Contractor shall schedule an equipment inspection with the COR 36 hours prior to mobilization. Spills of petroleum products and other hazardous substances shall be reported, contained, and removed in accordance with all applicable rules, regulations and laws.
Contractor shall submit a project spill response plan at the pre-work meeting for review by the Contracting Officer.
19. Animals. Dogs and pets are not allowed on the project site at any time.
EQUIPMENT CLEANING & NOXIOUS WEED-FREE CERTIFICATION
Unless the entire project area is already infected with noxious weeds, the contractor shall ensure that prior to moving from one on forest location to another part of the project area all off-road equipment, which last operated in areas known by Forest Service to be infected with noxious weeds, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall certify in writing to the CO that off-road equipment is free of noxious weeds prior to each start-up of operations and for subsequent moves of equipment to other project areas. Measures taken to ensure that off-road equipment is free of noxious weeds will be identified. “Off-road equipment” includes all equipment operating off of paved roadways. A Current list of noxious weeds of concern to Forest Service is available at the Forest Supervisor’s Office and can be obtained by the contractor upon request. Contractor shall clean off-road equipment prior to moving between project areas with known infestations with noxious weeds and other project areas, if any, which are free of such weeds. Contractor shall employ whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds, and other such debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools is not required.
The Contractor shall notify Forest Service at least 24 hours prior to beginning of work in area designated as a noxious weed area, unless otherwise approved by CO. Notification shall include the location of the equipment’s most recent operations. If the prior location of the off-road equipment cannot be identified, Forest Service may assume that it was infested with noxious weed seeds. Upon request of Forest Service, Contractor must arrange with CO for Forest Service to inspect each piece of off-road equipment prior to it being placed into service. If Contractor desires to clean off-road equipment on National forest land, such as at the end of a project or prior to moving to a new unit that is free from noxious weeds, Contractor and Forest Service CO shall agree on methods of cleaning, locations for the cleaning, and control of off-site impacts, if any. New infestations of noxious weeds, of concern to Forest Service and identified by either Contractor or Forest Service, within the project area or on the haul route, shall be promptly reported to the other party.
BARRICADES, WARNING SIGNS, AND OTHER DEVICES
The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Roads closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during the hours of darkness. Suitable warning signs shall be provided to properly control and direct traffic.
The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail. All road barricades, warning signs, lights, temporary signals, flagmen and pilot car operators and equipment, and other protective devices, except for special devices, shall conform to Part VI of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the Federal Highway Administration and applicable safety codes.
The Contractor shall furnish, erect, maintain, and remove when notified, four project information signs. Sign details and installation shall conform to the (MUTCD) standards for temporary signs on a rural highway. A sign plan shall be submitted to the CO for approval prior to fabrication or installation of the signs. Specific locations shall be designated by the COR prior to installation. All signs shall be installed prior to commencing on-site work.
Trenches and other hazards will be signed and flagged in such a way that the public will be aware of the hazard.
