Sol. No. 12970224R0041 - Trabuco Canyon AOP #2 – Questions
1. Section 109.02 states “Contract quantities will be adjusted only when there are errors in the original design of 15% or more”. This seems to conflict with how unit-priced items will be measured for payment. Could you please confirm that items will be measured and paid for at the final quantities installed for items that are not Lump Sum? As an example, if 1310 CY of Embankment Construction is placed, will the contractor be paid for all 1310 CY even though the overrun is less than 15%? Or will the contractor get paid for 1300 CY for any quantity placed between 1105 CY and 1,495 CY?

If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party.
2. During the site visit, it was suggested that Trabuco Creek Picnic Site would be available as a potential staging and laydown site. Could you please confirm this. Confirmed, existing facility and resources protection required.
3. Have any other sites been identified for use for staging and laydown? No other sites available.
4. Plan sheet G-02, note 1 in Dewatering and Soil Erosion Control. This note references “project permits”. Please provide these permits. Also, please define any other required permits the successful contractor may need to pursue following award.
Regional Water Quality Control Board permit 401 will be handled by the government. The contractor is responsible to obtain Oversize/Overweight permit on public roads (State and Counties) and on forest road Trabuco Canyon Creek 6S13 when crossing bridge(s) on forest road (weight, size, and load/tractor configuration are required in the application for load analysis by regional bridge engineer).
5. Plan sheet B-02, section B-B. Structural backfill is called out on the back side of the abutment. What classification of embankment material is required on the stream side under the rip rap?
FP-14 Section 208.09 Backfill calls out… “Place structural backfill layers evenly on all sides of the structure as appropriate. Extend each layer to the limits of the excavation or to natural ground.” Also note that Section 208.12 Measurement calls out…. “When measuring foundation fill and structural backfill by the cubic yard (cubic meter) in place; measure the volume placed inside the vertical planes located 18 inches (450 millimeters) outside and parallel to the limits of the footings or foundations.”
6. Will a single closure or delay be allowed for setting the box beams? We anticipate this being a one-day event, and the most cost-effective way of offloading and setting these elements would be to utilize the temporary bypass.
During proposed single one-day event which shall be scheduled and approved in advance for public notice, the contractor is still responsible for providing prompt access in case of emergency and/or fire.
7. If an 11x17 page size is allowable for a Gannt Chart Project Schedule, will it count as one (1) or two (2) pages towards the 20-page total?
This was a boiler template. I will alter for future projects a bit better. The 20 page limit is a guideline. If a few pages over that is fine. Please do not send a ton of pages but if 20-25 that is fine.
8. Solicitation - 452.215-71 (a) (4) states that the technical proposal should be 8 ½ x 11 pages.
Would an 11x17 page size be allowed for a Gantt chart project schedule?
This was boiler template. I will alter for future projects a bit better. The page size does not matter. Everything is being submitted electronically as well.
9. Solicitation - 452.215-71 (a) (4) states that the technical proposal should be Twenty pages.
Does this include a Table of Contents, Tabs, Cover Sheets, or any other navigation pages that do not include scorable content?

10. Solicitation - 452.215-71 (b) (i) asks to submit a list of relevant past work the offeror has performed within the past 5 years. This list is stated to include descriptions of work and other information that may lend more to project write-ups as opposed to a list format. Could you please clarify what sort of format you would like us to use to present the relevant past work? May we present these projects in a project profile/write-up format accompanied by a summary list?
Whatever format you feel best outlines your past work in a way that we can review it is acceptable.
11. FSSS - Section 156.05 , Table 156-1 Temporary Road Closures does not seem to have been populated. Please provide the number of road closures allowed for this project.
This was not populated as the project calls for a bypass and not a road closure.
