PERFORMANCE WORK STATEMENT

IN SUPPORT OF

MARINE CORPS JUNIOR RESERVE OFFICER TRAINING CORPS

NATIONAL RAIDER COMPETITION

Part 1 General Information

1. General: This is a non-personal services contract to provide a Nations Raider Competition that includes facilities, lodging, meals, training areas, training activities, logistical, Transportation and competition support for 180 MCJROTC cadets and 45 MCJROTC instructors. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the specified facilities, lodging, logistical support, meals, training areas, and activities as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.

1.2. Objectives: The contractor shall establish a National Raider Competition Venue site encumbering no less than 50 acres of wooded mountain terrain for the purpose of developing cadet orienteering skills through competitive physical competition here after addressed as Raider Competition. The Raider Competition will use a multitude of leadership exercises in an unfamiliar environment using specialized apparatus, equipment, and techniques to impart these qualities on the cadets in an outdoor environment. Additionally, the competition shall provide cadets an opportunity to live with, and interact with, cadets from other schools; provide an opportunity for physical fitness; and provide in depth exposure and practice in the art of leadership and teamwork not normally available to the cadets.

1.3. Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final attendee count and which schools have been authorized what quantity of participants.

2. Scope

2.1 The Contractor shall provide facilities, lodging, logistical support, meals, training areas, and event activities in accordance with the Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) National Raider Standing Operational Procedures (SOP) (provided) and the US Army Cadet Command SOP for the conduct of a National Raider Competition (provided). Should the US Army Cadet Command SOP and the Marine Corps Junior Reserve Officers’ Training Corps SOP for National Raider competition conflict, the MCJROTC SOP shall be the competition standard. This event is for 180 JROTC cadets and 45 MCJROTC instructors . The Period of Performance (POP) is 25 April – 28 April 2024In addition, the Contractor will provide ground transportation from/to the Pittsburgh (PIT) airport to the competition site which must be within 100 miles of the Pittsburgh Airport

2.1.1 Lodging specifics: The contractor shall provide billeting for cadets and MCJROTC instructors that may be a combination of bunkhouses, or cabins. Cots, beds, or other forms of beds are required for everyone. Billeting must provide adequate bathroom facilities to include clean, working showers and sinks with hot and cold running water; toilets or toilets with urinals with running water. Shower curtains or some other form of shower barrier is required. Lodging must be heated to a temperature no lower then 68 degrees Fahrenheit.

2.1.2 Meals specifics: Contractor shall provide 1,620 meals for cadets and 432 meals for JROTC instructors during the training cycle by the date and quantity listed below. Meals and beverages shall be based on contractor’s established menu cycle. Meals will primarily held in a dining hall that can seat no less 50 percent (50%) of the total group at each seating, seating time is 30 minutes per meal., with the exception of noon meal. Noon meal may be a bag meal based upon competition times and events Meal times shall be: 0700-0800 for breakfast, 1200-1300 for lunch, and 1730-1830 for dinner.

2.1.3 Meals shall be served in the dining hall and provided starting with the lunch meal on 25 April 2024, followed by, lunch than dinner through breakfast on 28 April 2024 . Each participant will consume three breakfast meals, three lunch meals, and three dinner meals during the competition.

2.1.4 The contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable or china plates, cups, napkins, and utensils for requested meal. Furthermore, food handlers must be aware of all food safety requirements for preparing and serving food for indoor and outdoor dining events. The dinning hall must be heated to a temperature no less than 68 degrees Fahrenheit.

2.1.5 Reserved. Menu.

3.0 Staff

3.1. As this is a youth event, the contractor shall provide a by name list of all staff facilitating this event . The list must contain full name (First, Middle, Last) and duties. All contracted staff must have a criminal background check. The background check can be no older than 90 days from the first day of the POP. The background check must include a National Crime Information Check (NCIC). Staff member cannot have felony arrest nor any conviction involving assault, child endangerment or domestic violence, nor can they have any court action pending that has not been fully adjudicated.

3.2 The contractor is responsible for providing a Competition Execution Staff (CES). The CES must have expertise in managing Raider style competitions. The CES must have in-depth knowledge of both source documents listed in paragraph 3.1 of this PWS.

3.2.1 The CES is responsible for managing all aspects of the competition. This includes team briefings of the conduct of the event, event scoring procedure, team and individual equipment checks and safety protocols.

3.2.2 The CES will consist of a Head Judge (1) Station Judges (5) and Exercises Control (14). The CES staff must be physically capable on exercising control of the competitor teams throughout the competition. This includes hiking and running in mountainous terrain, demonstration of all events, maintaining route location (8-digit grad) and radio communication procedures.

4 Operations

4.1 The Contractor shall provide all items needed to conduct this competition to include course construction. safety teams, competition judges and facilitators.

5. Competition schedule

5.1 The the contractor shall conduct the Raider Competition in accordance with the following schedules

5.1.2 April 25th schedule. The contractor shall conduct rolling pick-ups at Pittsburgh airport. No traveler will wait longer than 1.5 hours for transport to the host sight . The contractor shall provide a staff member at the airport to receive travelers. The contractor shall provide a staff member on each bus to provide supervision during travel from the airport to the host sight. Upon contract award the government shall provide the contractor with a list of all travelers along with flight times for detailed coordination. The contractor shall coordinate the billeting of all attendees, both adult and youth. Billing shall be based on a billeting list provided by the government upon awarding of the contract.

5.1.6 April 28 schedule. The contractor shall arrange retrograde for all travelers back to Pittsburgh airport via Charter Buses. Travelers will arrive at the airport no sooner than 3 hours before flight time and no later than two hours before flight time. The contractor shall provide supervision at the airport until the last travelers flight has taken off.

6. Transportation

6.1 The transportation to and from PITT must be via charter bus with seating for no less than 55 passengers per bus. Each charter bus must have onboard bathrooms in operational order, the bus must also have Wi-Fi access for all passengers use.

6.2 The contractor also must provide transportation to and from the National flight 93 Memorial.

The contractor may use 44 passenger school busses for this required movement. This movement must be conducted in accordance with the schedule for April 27th.

7. Equipment

7.1 The contractor shall conduct the competition using the following events and providing the required equipment as listed.

MCJROTC Raider Nationals – Day 1

1. Team 5k. Team 5K will start at the main camp area; this will be the first event. The route will follow the unimproved road to the site designated as the “crash site”. Teams will turn around and follow the course until all members cross the finish line, co-located with the start. All teams will wear utility trousers and running shoes (boots optional).

0. Physical Team Test (PTT). The PTT will be conducted along the perimeter of the main field. It will consist of an approximately 400-meter course with obstacles that the team must complete.

0. Marine Corps Combat Fitness Test. The final event of the MCJROTC National Raider Challenge will be the USMC CFT. Each member will run and the cumulative points scored will determine the winner of the event. To expedite the course, the MUF will have 5 lanes.

9 Hours of Operation:

9.1 The contractor shall conduct business between the hours of 11:00 a.m. 25 April 2024 through 1200 a.m. 28 April 2024.

10. Type of Contract: The government will award a firm fixed price contract.

11. Security Requirements: Contractor shall be required to establish adequate security measures to ensure a safe competition experience for the MCJROTC Cadets in attendance.

12. . Government Furnished Items and Services. The Government shall provide a copy of Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) National Raider Standing Operational Procedures (SOP) and the US Army Cadet Command SOP for the conduct of a National Raider Competition upon request.

13. Services: The government will not be required to offer any support for the conduct of this competition.

14. The contractor shall provide no less than 50 wooded mountain acres for the conduct of this competition.

15. Provide all obstacles and equipment needed for the competition above the individual competitor level. Reference US Army Cadet Command SOP for National Raider Competition.

16. Provide cadets with detailed safety training for each challenge presented on the competition course.

17. All administrative actions must meet or exceed the standards listed in Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) National Raider Standing Operational Procedures (SOP) (provided) and the US Army Cadet Command SOP for the conduct of a National Raider Competition (provided).

18. Every reasonable effort must be made and procedures in place to assure the safety and well-being of cadets throughout all aspects of this competition.
