Clearing Scenic Vistas in North Carolina Page 2 Performance Work Statement (PWS)
Blue Ridge Parkway FY2023
1. Background
The Blue Ridge Parkway is a 469-mile scenic highway that provides views from the many scenic vistas of the mountain ranges in Virginia and North Carolina. Most vistas are located on remote, steep, vegetated, and or rocky mountain slopes at various elevations. The services to be provided within this Performance Work Statement (PWS) consist of clearing scenic vistas along the Blue Ridge Parkway at designated locations in Virginia and North Carolina.
These services include cutting trees, shrubs, brush, briars, and vines within specified depths of designated vistas, along with some application of herbicide in specified areas, to provide vistas with clear and unobstructed views.
The requirements in this PWS continue the vista maintenance cycle begun in 2011 to lessen the impact on native species, the Northern Flying Squirrel, and reduce or slow down the growth of invasive plants at vista sites. The new approach also provides latitude in reshaping and redirecting visitor views to enhance the scenic experience and reduce degraded views adjacent development that may be impacting the view shed.
There are three basic types of scenic vistas along the Blue Ridge Parkway:
• Parking Vistas (Overlooks) (PV): Views from roadside parking areas often referred to as overlooks. These vistas may include the roadside areas on either or both sides of the parking area or the area across the Parkway from the parking area.
• Roadside Vistas (RSV): Views from the roadside that are areas immediately behind the grass shoulder, guardrails and rock walls and are primarily viewed through the windshield of a moving vehicle.
• Canopy/Axial Vistas (CAV): Roadside views through stands of trees and shrubs. May also be views from a parking overlook or utilized to enhance a shrub or grass bay area.
2. Key Government Personnel
• Contracting Officer (CO): the only person with authority to enter in, administer, modify and/or terminate the contract.
• The Contracting Officer’s Representative (COR): a program official designated by the
CO to assist in administering technical aspects of the contract. The COR cannot modify the contract.
• Project Inspector (PI): a program official designated by the CO to assist the COR with day-to-day documentation of contract activities and other contract administration activities. The PI cannot modify the contract.
3. Location and Access
Location: Approximate vista locations are listed on the attached Vista Log Sheets by Parkway milepost to the nearest tenth. Contractor must verify all locations prior to starting work and confirm with COR as needed.
Access: Access to the work sites shall be via the nearest state road intersecting the Blue Ridge Parkway. Access is subject to variable road conditions, Parkway road closures and the ability to access the sites safely.

c. Staging in grassy bays or paved overlooks, away from road shoulder, does not require signage.
3. Traffic Delays: No traffic delays will be permitted without a request submitted for approval by the COR at least five days in advance.
D. CLEARING:
1. Vista Log Sheets:
a. The vistas to be cleared are specified on the Vista Log Sheets which is attached to these contract requirements. The Vista Log Sheets identifies each vista by an identification number, milepost number, vista type, location on the Parkway (left or right side of Parkway from a parkway north to south orientation), cut length and depth.
b. In addition to the following general and vista type clearing standards, there is information for each vista relating to cutting standards, clearing limitations and specific instructions given in the Special Instructions column of the Vista Log Sheets.
The Special Instructions provide information on the extent of clearing, depth of clearing and type of vegetation to clear for each site.
c. Please note that rows marked in pink in the Vista Log Sheets are informational in nature.
d. As listed in the Vista Log sheet – Vistas from Milepost 218.5 to Milepost 468.4 are all located in North Carolina. All vistas will be cut to 100% in depth from the mowed areas.
E. REQUIRED COMPLIANCE MITIGATIONS:
1. Conservation Measure for Vistas within the CNFS AOI: Thinning of conifers will be the minimum necessary to restore views while still allowing for CNFS movement.
2. Conservation Measure for Vistas 558, 560, 561, 570, 842, 843, 846, 848, and 851: Trees will not be cut within 100 feet of bryophyte covered rock outcrops.
3. An annual monitoring report indicating work done each year will be provided by January 30 of the following year.
4. If evidence of any animal suspected to be a CNFS or bat is seen or if flushing from a site during work occurs, all work in the area will stop and the BLRI or contractor will notify the U.S. Fish and Wildlife Service (Service) immediately for further guidance.
5. Seasonal Vista Clearing Limitations: Due to environmental compliance regulations affecting Park resources, the following must be adhered to by the Contractor for
Clearing Scenic Vistas in North Carolina Page 5
Blue Ridge Parkway FY2023 successful completion of the required work. No vista clearing work shall be performed in the time periods listed as follows:
a. North Carolina- May 1st and August 15th
b. Sites with indicated wetlands and/or T&E species safe dates must be cut during the available timeframe. Restrictions due to the available work window shall be considered in the estimates.
6. Vista Site Work Limits:
a. Each vista width has been marked using PK-nails driven flush in the outer edge of the Parkway motor road, however some nails may have been displaced or are difficult to find.
b. Depth of cut perpendicular to the width for each vista is listed in the attached Vista Log Sheets. Most vistas have been previously cut and are identifiable by the open spaces along the Parkway that match the distance noted in the Vista Log Sheets.
c. If requested by the Contractor, assistance will be available to determine the start point and end point (width) for specific vistas. These work limits can be reestablished by the Government at the Contractor’s request.
7. Vista Clearing Shape:
a. Generally, vistas are to be tapered on each end from the markers to the full depth of the vista to prolong the view and provide a natural appearance.
b. Long vistas may have an established mature tree line that runs the full cut depth approximately parallel to the roadway between the ends of the tapers.
c. Smaller vistas may have a “v”, semi-elliptical, or irregular shape.
d. The limits of clearing lines should not be perfectly straight but slightly staggered to produce a varied and natural appearance. No vistas will be expanded in size beyond the existing footprint.
8. General Vista Clearing Standards:
a. No night work will occur (between dusk and dawn).
b. No trees greater than 3 inches DBH will be cut.
c. All vegetation cuts shall be left on site to decompose.
d. All vegetation within the limits of the contract shall be cut, de-limbed, and made to lay flat and parallel to the ground unless otherwise specified. Fallen trees and woody debris will be left on site as aesthetics and safety allows.
e. Final cuts shall be at grade level or no higher than 3 inches above the grade.
f. Lying flat requires that all vegetation be within 12 inches of the existing grade or brush currently covering the ground except tree trunks and limbs 6 inches in diameter or larger.
g. At vistas where it is noted to retain certain trees or shrubs, the Contractor shall remove all vines from the retained vegetation and then treat any cut vines with herbicide.
h. Where Vista Log Sheets calls for retention of specimen trees and dogwood, contractor shall visually inspect tree trunks for vines growing up into trees. If vines are present cut out a 12” to 18” section of vine and treat the vine stem with herbicide.
Remove vines from vegetation only where specified in the Vista Log Sheets from rhododendron and Mt. Laurel.
Clearing Scenic Vistas in North Carolina Page 6
Blue Ridge Parkway FY2023
i. All small trees, brush, vines, and other vegetation shall be cut to grade level or no greater than 3 inches above grade level and laid flat and parallel to the ground. Large vegetation may require additional cuts and de-limbing after falling to meet this requirement.
j. Vegetation should remain where it falls after cutting unless otherwise specified. All fallen vegetation must lie flat. Brush falling on trails or plants shall be removed and randomly placed a minimum of 10 feet below the road shoulder or trail, and flat and parallel to the ground as described above.
k. When brush must be removed, the Contractor has the option of chipping and spreading the brush evenly below the road shoulder or trail at a depth no greater than 4 inches or hauling the brush off-site for proper disposal.
l. Species to remain include:
• Beech
• Chestnut
• Cucumber magnolia
• Flowering dogwood
• Mountain ash
• Service-berry
• Silver bell
• Deciduous azaleas (example: pinxter flower, swamp azalea, azalea vaseyi, flame azalea)
• All evergreen species (example: mountain laurel, rhododendron, pieris or fetter-bush, leucothoe, fir, spruce, balsam, or holly) other than pine unless otherwise directed in the Vista Log Sheets.
m. Refer to the Vista Log Sheets for each site’s details. Specific instructions to the contractor require removal of evergreen shrubs and conifer species where the view has been blocked by shrubs and flowering trees. In those locations, instructions state the length and depth of shrubs to be removed. Rhododendron and laurel to be cut shall be chipped and broadcast downslope into the vista or chipped and removed from park lands. The Government can supply assistance with species identification upon receiving a proper advanced request from the Contractor.
9. Specific Type of Vista Clearing Standards:
a. Parking and Roadside Vistas (Standard Cut):
i. Cut all vegetation in accordance with work limits and the general vista clearing standards of the contract.
ii. In designated sites, treat all cut stubs except rhododendron and laurel with the approved herbicide. Check the Vista Log sheets for sites designated to receive herbicide.
iii. The maximum vista area to be cut is defined by the cut length (area between pavement nails) and cut depth (measured perpendicular to the Parkway from the mowed grass edge at the deepest point) shown on the attached Vista Log Sheets.
Follow the existing tree line and taper cuts from the road shoulder to the deepest point or to where the tree line is parallel to the Parkway.
