Offerors are encouraged to perform site visits at any time. Questions must be submitted by April 7, 2023 and proposals are due by April 21, 2023. Blue Ridge Parkway Vista Clearing
140P5323R0017 (VA) and 140P5323R0017 (NC)
Questions and Answers
Amendment 1
1. Question: On the price sheet it has a note about the options may or may not be funded, so should our bid only include the base? Or should the bid include those as well and if they are not funded will they still be required to be serviced?
Answer: The proposal should include the base and all option. If the park does not have enough funding for the base and all options, the contractor will only be required to complete the funded parts of the contract.
2. Question: Is there a way to get an average land area that would be serviced? For example:
each will be an average of 10-20 acres something along those lines to help aid in the bidding process?
Answer: A data base was provided with the lengths and depths of each vista. It is the contractor’s responsibility to estimate each area.
3. Question: What are the percentages to the right side of the work description for the vista clearing on the Blue Ridge Parkway. Some are 33, some are 66 and some are 100?
Answer: The numbers to the right of the spreadsheet, 33, 66, 100, are the percentages of the depth of the cuts into the vista. If the vista is 150 ft deep, and the number is 33 to the right side of the spreadsheet, the contractor would cut vegetation in the first 50 ft depth of the vista or 33%.
He would cut 100 ft depth at 66% and would do a full depth cut (150 ft) at 100%.
4. Question: The VA PWS and Price Schedule list all vista depths at 100%. The VA Vista
Logsheet lists some at 100%, some at 66%, and some at 33%. Which is correct?
Answer: The PWS and the spreadsheet don't match. Revised the PWS to reflect correct amount.
5. On both the VA and NC Vista Logsheets, there are discrepancies between the cut depth listed in the "Special Instructions 2022" column and the cut depth calculated with the 33% and 66% listed in the "2023" column. Which is correct?
Answer: The PWS and the spreadsheet don't match. Revised the PWS to reflect correct amount.
6. Question: Could you please let me know if there are any site visits scheduled and if not, whom we should contact to schedule a visit?
Answer: There are no site visits scheduled. The areas are open to the public and vendors can access them for a site visit at any time.
7. Question: You have option 1-5 with a breakdown of each set of mileposts. For bidding purposes, I need to know whether one contractor is awarded the whole project or if you are going to divide it up between each section for the lowest bidder per section?
Answer: If there are five total sections (1-base plus 4-additives) these sections will be awarded to the contractor that has the lowest total bid for all sections. One project - one awarded contractor -for as many of the base and options we have funding for. We will not split the project up for multiple contractors.
8. Question: Is there an existing incumbent?
Answer: No
9. Question: What was the previous award number?
Answer: This scope is different than previous awards.
10. Question: A debriefing of the previous contract.
Answer: We cannot debrief another contractor’s proposal.
11. Question: What were the total numbers for the previous award?
Answer: This scope is different than previous awards.
