About this file
This document is a specification for minimum salient characteristics of backflow-prevention assemblies required by Marine Corps Air Station's Installation, Logistics and Environmental Department to comply with Arizona Department of Environmental Quality (ADEQ) cross-connection-control and backflow-prevention requirements under Arizona Administrative Code R18-4-215.
The contractor must provide backflow-prevention assemblies that meet four key requirements: (1) regulatory compliance with ADEQ standards; (2) appropriate protection levels based on cross-connection hazard type, including Reduced Pressure Principle (RP) assemblies for health hazards, Pressure Vacuum Breaker (PVB) assemblies for irrigation systems without chemical injection, and Double Check Valve (DC) assemblies where hazard levels permit; (3) proper sizing and connections matching existing piping and flow requirements; and (4) corrosion-resistant materials suitable for outdoor installation and potable-water service, with components meeting safe-drinking-water material requirements. The specification includes 19 specific assembly configurations ranging from ½ inch to 6 inches in diameter, with approved manufacturers including Zurn-Wilkins, Apollo, FEBCO, and Watts, each with designated dimension types (A through J) referenced in attachments.

Minimum Salient Characteristics — Backflow-Prevention Assemblies
Marine Corps Air Station, Installation, Logistics and Environmental Department has a requirement to replace Backflow Preventers to comply with Arizona Department of Environmental Quality (ADEQ) cross-connection-control and backflow-prevention requirements under Arizona Administrative Code R18-4-215.
The contractor shall provide backflow-prevention assemblies that meet the following minimum salient characteristics:
1. Regulatory Compliance: Assemblies shall comply with applicable Arizona Department of Environmental Quality (ADEQ) cross-connection-control and backflow-prevention requirements under Arizona Administrative Code R18-4-215.
2. Required Protection Level: The assembly type shall provide the level of protection required for the identified cross-connection hazard and installation location:
• Reduced Pressure Principle (RP) Assembly: Required where the downstream system presents an actual or potential health hazard, including chemical, biological-process-water, or other contamination hazards.
• Pressure Vacuum Breaker (PVB) Assembly: Permitted only for irrigation systems that cannot create backpressure and do not use chemical injection or chemigation.
• Double Check Valve (DC) Assembly: Permitted only where the assessed hazard level and applicable water-system requirements allow its use.
3. Size and Connections: Assemblies shall be sized to match the existing piping and system flow requirements: [insert pipe diameter, connection type, flow rate, and pressure rating]. The assembly shall be compatible with the existing potable-water distribution system without requiring unplanned adapters or modifications:
