About this file
This document is Addendum #1 for Invitation to Bid (ITB) S-63500-00013567 issued by the Oregon Department of Fish and Wildlife (ODFW) for the E.E. Wilson Wildlife Area Shotgun Field Improvements project. The addendum, dated June 4, 2025, modifies the original ITB documents and provides clarifications and answers to potential bidders' questions. Key modifications include replacing Sheet 5 of 9 in the project plans, and prospective bidders have until June 5, 2025, to submit written questions or protests. The project involves comprehensive improvements to the wildlife area, including installing new ADA parking, concrete paths, picnic and shotgun pole structures, a steel kiosk station, and an automatic gate opener.
The addendum includes critical information for bidders, such as insurance requirements, Built in America (BABA) compliance specifications, and clarifications about site preparation. ODFW will handle archaeological survey, vegetation removal, and fencing removal in coordination with the project manager. Contractors are required to provide manufacturer certification for BABA compliance and are responsible for obtaining all necessary permits. The project requires $4 million in Excess/Umbrella Insurance, with bidders advised to consult their insurance agents to ensure coverage meets the requirements. The truss and sheet metal manufacturers must also comply with BABA requirements, and all materials and products should be domestically sourced.

QUESTIONS AND ANSWERS:
Following are questions asked from Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.
1. QUESTION: I have some questions regarding the design and specifications for the access gate. Is the design of the gate flexible or strictly by spec and plan, etc?
ANSWER: ODFW outlined the minimum gate requirements on the plans, with some of the final gate intended to be designed by the Contractor. Specific questions regarding design can be submitted.
2. QUESTION: Please confirm that there is no rock being called out for under the concrete footings, pads and walkways. The plans do not show any.
ANSWER: ODFW is not requiring rock under any concrete with the exception of the ADA parking slab. See Amendment section for additional information.
3. QUESTION: Do Contractors need to get the permits?
ANSWER: Yes, the Contractor is responsible for obtaining and paying for all permits.
4. QUESTION: Is the decorative steel on the kiosks Owner provided?
ANSWER: No. ODFW will provide a digital file for the Contractor to obtain the decorative steel.
5. QUESTION: Where is the nearest water source?
ANSWER: Water is available at the EE Wilson office or at a spicket approximately 1/2 mile down the road to the east.
6. QUESTION: Is there a CADD file available for the survey data?
ANSWER: ODFW will stake out the project prior to commencement.
7. QUESTION: Can the excavated material be disposed of onsite?
ANSWER: Yes. Material can be disposed of onsite as directed by the Owner’s Authorized Representative.
8. QUESTION: Are there any power requirements?
ANSWER: There is no power requirement for this project. Gate is to be solar powered.
ADDENDUM #1 ITB S-63500-00013567 3
9. QUESTION: Could you please provide more detail about the umbrella/excess insurance requirements? I currently have $2 million in auto insurance, $1 million in liability coverage, and $1 million in workers' compensation, totaling $4 million in coverage.
Would this satisfy the $4 million requirement, or is it necessary to have $4 million in each category (auto, liability, and workers' compensation)? Alternatively, would $4 million in general liability coverage alone meet this requirement?
ANSWER: Excess/Umbrella Insurance is to provide additional coverage on the existing liability policies. It is recommended that Bidders contact their insurance agent to determine if the Bidder’s coverages meet the requirements.
10. QUESTION: Regarding the Built in America requirement, what documentation would be needed to demonstrate compliance? Would keeping invoices and material sheets for submission be sufficient?
ANSWER: Contractor must provide certification from the product manufacturer that the product is BABA compliant
11. QUESTION: For the truss and sheet metal manufacturer, do their materials also need to be domestically sourced to meet the Built in America requirement?
ANSWER: Yes, they should be bid so they are complaint with BABA requirements.
