About this file

This document is an Addendum to Invitation to Bid (ITB) S-63400-00008389 issued by the Oregon Parks and Recreation Department for hazard tree removal operations at the Ona Beach Day Use Area in Brian Booth State Park located in Lincoln County, Oregon. The addendum modifies the solicitation by extending the closing date and time to November 16, 2023, at 3:30 PM, and revising specifications related to the treatment of designated trees, the area of operations, and the designated trees. Approximately 50 trees within the 50-acre area of operations, ranging from 8 to 38 inches in diameter, are to be removed, with 13 trees specifically marked for conversion to snags and downed wood. Prospective bidders have until November 14, 2023, to submit written questions or protests regarding this addendum.

The contract requires the successful bidder to remove all cut designated trees to a designated chipping location, chip all designated trees, and transport the chip material to a staging area at South Beach State Park. Bidders are permitted to use logs on-site as ground protection, but logs are not to be transported to the chip stockpile location. A minimal amount of chipping debris may be broadcast throughout the area of operations, but it cannot accumulate in piles or cover existing vegetation.

The following provides OPRD’s answers to questions received from prospective Offerors. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

1. QUESTION: How many trees are there, I only count 36, 13 of which are marked blue?

RESPONSE: There are 50 trees within the area of operations ranging from 8" to 38" at DBH.

Forty-nine trees are within the paved path and one is just outside of the paved path at the west end of the operation area.

2. QUESTION: The contract states that all of the trees are marked with blue paint but they are not all marked?

RESPONSE: Only trees identified as available to use as downed wood and to create snags have been identified with blue paint. See Addendum section for ITB clarification.

3. QUESTION: Can I use logs onsite as ground protection for falling debris?

RESPONSE: Yes, this is acceptable.

4. QUESTION: Do logs go to the chip stockpile location at South Beach SP?

RESPONSE: No. Per specifications, logs that are to be ‘downed trees’ shall remain and logs to be chipped shall be processed at the designated chipping location identified on Exhibit B Maps.
