About this file

This is an Amendment No. 01 to a Cottonwood Mine Closure Project bid document issued by the Colorado Division of Reclamation, Mining and Safety (DRMS) on August 13, 2026, following a pre-bid meeting. The amendment revises the original bid schedule and Appendix A specifications for mine closure work in Clear Creek and Gilpin Counties, Colorado. Key modifications include increasing sediment control requirements from 225 linear feet to 250 linear feet of excelsior wattles for slope protection (Item 3.0), adding polyurethane foam installation specifications for Feature GC049 (Item 4.0), and adding trash removal requirements for Feature CCC137 (Item 5.0). The amendment removes Feature GC053 from the project scope due to landownership and consent issues and eliminates Feature 245-113 from maintenance work. For Feature 258-114, rock fill requirements were reduced from 20 cubic yards to 10 cubic yards, with the addition of a new monument installation requirement.

The amendment addresses fire restriction protocols for both Clear Creek and Gilpin Counties, clarifying that while open burn permits are not required from either county, hot work activities including metal cutting and welding are prohibited during Stage 1 Fire Restrictions in Clear Creek County without a valid permit, and the project schedule will not be extended due to these restrictions. In Gilpin County, no permit is required for hot work during Stage 1 restrictions. If Stage 2 Fire Restrictions are implemented in either county after all other project activities are completed, work will be suspended until restrictions are lowered to Stage 1. All original terms and conditions of the documented quote remain in effect except as modified by this amendment, with contractor acknowledgment required through submission of the revised bid schedule.

Thank you for attending the Cottonwood Mine Closure Project Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:

1. The Bid Schedule and Appendix A attached to the original bid have been replaced with a Revised Bid Schedule and a revised Appendix A attachment named “A#1 Revised Bid Schedule” and “A#1 Revised Appendix A”. All references to Appendix A in the original bid are updated and replaced with references to A#1 Revised Appendix A.

2. ITEM 3.0 – Sediment Control (Page 23)

REMOVE: “CONTRACTOR shall install two hundred twenty-five (225) linear feet of excelsior wattles (or pre-approved equivalent) along the down slope side of all slopes being disturbed by construction.”

REPLACE WITH: “CONTRACTOR shall install two hundred fifty (250) linear feet of excelsior wattles (or pre-approved equivalent) along the down slope side of all slopes disturbed by construction.”

3. ITEM 4.0 – Safeguard Hazardous Mine Openings

ADD: Feature GC049 – Install twenty (20) cubic yards of polyurethane foam

(PUF). PUF will be installed in the bottom of the opening and allowed to cure for three (3) days. Then backfill the remaining opening in accordance with Section 2.0 Backfill Closure Specifications with onsite materials.

Storm water and sediment control measures shall be implemented prior to work on the closure. Twenty-five (25) feet of excelsior wattles shall be installed downgradient of the work area.

4. ITEM 5.0 – Safeguard Hazardous Mine Openings – NOT GUARANTEED

Feature CCC137 ADDED to Work Description: Remove all trash in and immediately surrounding the mine opening and properly dispose of the material offsite.

5. ITEM 5.0 – Safeguard Hazardous Mine Openings – NOT GUARANTEED

REMOVE: Feature GC053 shall be removed from the Project due to landownership issues. Consent to perform the closure has not been granted.

6. ITEM 6.0 – Maintenance Features – NOT GUARANTEED

REMOVE: Feature 245-113 shall be removed from the Project.

7. ITEM 6.0 – Maintenance Features – NOT GUARANTEED

Feature 258-114 REMOVE from Work Description: “Twenty (20) cubic yards of rock fill are required”.

Feature 258-114 REPLACED Work Description: Ten (10) cubic yards of rock fill are required. Install new monument in accordance with Section 2.0 Backfill Closure Specifications.

8. QUESTION:

Is an open burn permit required for Clear Creek County?

DRMS RESPONSE:

While an Open Burn Permit from Clear Creek County is not required, no hot work including metal cutting, welding or any other spark producing activities will be allowed if Stage 1 Fire Restrictions are in effect for Clear Creek County without a valid open burn permit. THE JOB CLOCK WILL NOT BE STOPPED DUE TO STAGE 1 FIRE

RESTRICTIONS.

If Stage 2 Fire restrictions are in effect for Clear Creek County and ALL other Project activities have been completed, then the Project will be suspended until the fire restrictions are lowered to Stage 1.

9. QUESTION:

Is an open burn permit required for Gilpin County?

DRMS RESPONSE:

No. Currently Gilpin County does not require a permit to conduct “hot work” during Stage 1 Fire Restrictions.

If Stage 2 Fire restrictions are in effect for the Gilpin County and ALL other Project activities have been completed, then the Project will be suspended until the fire restrictions are lowered to Stage 1.

All terms and conditions of the Documented Quote other than as changed by this amendment remain the same.

Receipt and acceptance of this amendment shall be acknowledged on the bid schedule where noted and by submitting the Revised Bid Schedule.
