Statement of Objectives

Basic Program

PICASSO

Physics-based and In-situ Composite Analysis and Simulation Solutions

1.0 OBJECTIVES:

The contractor shall perform research in the area of advanced materials, processing science, and process modeling development focused on polymer matrix composite materials. The goal of this effort is to develop materials and processing methodologies that are vital to create advanced materials and systems that will accelerate innovation and technology for future Air Force assets and weapon systems applications.

Research shall be provided in the capability area of Polymer Matrix Composite Materials & Processes in support of the Composites Branch (AFRL/RXCC) The contractor shall conduct RD&T which includes but is not limited to the following Air Force needs: composite and non-traditional composite processing and fabrication techniques, composite material synthesis, material evaluation, characterization and analysis, artificial intelligence/machine learning (AI/ML), in-operando and multiscale physics-based modeling, and in-situ processing monitoring and control.

2.0 PROGRAM MANGEMENT/REVIEWS:

The contractor shall exercise program, administrative, and financial management functions at the task order level, including establishing activities and milestones; tracking performance, costs, and schedule; overseeing quality performance; planning; forecasting, and reporting funding and funding changes; and preparing appropriate documentation.

Program reviews will be an informal, ongoing activity due to the nature of the on-site research work. More-specific review will occur during the weekly Research Group (RG) meeting held between the Government and contractor personnel. The contractor shall actively participate in both the informal meetings and the formal RG meetings.

3.0 SECURITY REQUIREMENTS:

All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

Program Protection Plan (PPP) – Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP, or to be included as part of an existing PPP.
