Warehouse Site Visit Questions

Warehouse Site Visit Question

Warehouse Site Visit Question

The warehouses in NJ and CA had both individual offices and cubicles for staff. At each location were uniformed gun and badge officers. How many spaces in the existing warehouses are used by government personnel? How many of the government personnel are gun and badge officers? Is the number of government personnel at the warehouses expected to change during the life of the new contract?

The discussion of this information is not relevant to any offeror proposed Contractor-furnished Facilities (CFF). While Government Personnel may be housed at Government-leased facilities, Government personnel will not be housed at any CFF resulting from this RFP.

Warehouse Site Visit Question

Warehouse Site Visit Question

The existing warehouses (especially in California) had a large amount of inventory labeled “Destruction” and in California it was so massive that this inventory destined for destruction was blocking isles and stacked floor to ceiling in at least one isle. What issues are preventing the existing inventory destined for destruction to move out of the warehouses, rather than having it stacking up in the isles? Is the government looking for us to propose better and more efficient means for handling destruction that the incumbent contract has implemented?

The current way that inventory is maintained (a.k.a., any inventory blocking isles and stacked floor to ceiling in at least one isle) is not applicable to this RFP. Each offeror is expected to address property management and disposition as outlined within the RFP. We are not aware of any Government issues preventing the existing inventory destined for destruction to move out of the warehouses.

Warehouse Site Visit Question

Warehouse Site Visit Question

Walking through the warehouse, I observed labels on sized property that listed “Destruction” and “Donation” but no labels denoting any of the property to be sent for recycling.

How much of the inventory in the warehouses today is destined for recycling?

The current recycling activity is not applicable to the RFP. Please see the RFP for the requirements related to dispositions, including but not limited to recycling, and the attachments to the RFP for historical data for informational purposes.

Warehouse Site Visit Question

Warehouse Site Visit Question

What is the square footage of space allocated for the live auctions in the existing warehouses? Does the government anticipate that the space allocated to live auctions will be sufficient for auctions over the 10 year life of the contract?

The square footage of space for auctions is based upon availability and fluctuates due to anticipated auction activity. In their proposals, Offerors should bid sufficient space in any proposed CFF for auctions, if applicable in accordance with the RFP, for the duration of any period of performance where the Government may exercise an option for such CFF. See the attachments to the RFP for historical sales data for informational purposes.

Warehouse Site Visit Question

Warehouse Site Visit Question

During the California warehouse site visit, I observed rows of blue barrels stored inside the warehouse that appeared to contain liquids. I understand that the warehouses are not to mix Hazardous Waste with General Property. Can the government tell us: 1) what was in the barrels, 2) if the contents of the barrels (example: motor oil, industrial waste, etc.), and 3) if the contents of those barrels could be recycled when the winning contractor takes over the contract from the incumbent.

The barrels contain non-hazardous material. The disposition of the barrels vary and may or may not still exist as General Property at the time of any contract award resulting from this RFP.

Warehouse Site Visit Question

Warehouse Site Visit Question

At the California warehouse site, there were large unused gated areas outside that the warehouse that appear to be part of the warehouse grounds (and therefore costs) for the warehouse. Please confirm that the existing outside gated space is part of the existing warehouse property under lease.

All information on the current leased facilities is proprietary to the incumbent.

Warehouse Site Visit Question

Warehouse Site Visit Question

Assuming that the outside gated area surrounding the California warehouse is part of the current lease that the incumbent is charging back to the government, it appears that this space is not being utilized (i.e. it is empty). Are there restrictions for storage of certain property that can be protected from the weather in the outside space not being utilized?

Please see the RFP for the requirements related to storage.

All General Property must be stored securely and safely to prevent deterioration from the time it is seized or blocked until fully dispositioned.

Warehouse Site Visit Question

Warehouse Site Visit Question

During the NJ and California warehouse site visits, I did not see any refrigerated space for seized property that would need to be climate controlled. Is there refrigerated space in either the California or NJ warehouses the incumbent is using? Is there any government restriction to having refrigerated space in the existing warehouses?

All information on the current leased facilities is proprietary to the incumbent.

The RFP does not have a specific requirement for, or prohibition against or restriction to having, such storage within any centralized storage facility..

Warehouse Site Visit Question

Warehouse Site Visit Question

During the California and New Jersey warehouse site visits we were restricted from taking photographs of the inside of the facility. Yet, the RFP requires vendors to submit photographs of our proposed facilities. If a contractor were to propose taking over the existing leases from VSE and leave the property in place, we would not be able to provide the required RFP photos – based on the restrictions that were placed on us during the site visits. This provides an unfair advantage to the incumbent contractor (the ability to provide photo’s of the existing facility that competitors would not be able to provide).

The restriction on photography was specific to the site visit. If an offeror were propose the existing incumbent contractor-furnished locations in their proposal the offeror would have to coordinate any photography with the incumbent. Any photographs submitted shall not show or identify any General Property stored under the current contract.

Question # Page # Section and Para

# or Attachment Question/Comment Response from Treasury

Warehouse Site Visit Question

Warehouse Site Visit Question

The existing Treasury contract supports multiple agencies including ATF and FDA which will not be directly supported under this new solicitation. Is there any property that was seized by either ATF or FDA under the existing Treasury contract and is stored in the NJ and California warehouses? I was not able to determine this based on the limited access to the property stored in those warehouses during the walk-through restrictions.

Property belonging to ATF or FDA is not stored in the California or New Jersey facilities. Additionally, ATF and FDA seized property are not a requirement of this RFP; ATF and FDA seized property is not within the scope of this RFP.

Warehouse Site Visit Question

Warehouse Site Visit Question

The existing warehouse spaces did not appear to be very cost effective for the storage of property. For a vendor to bid different space that would be more cost effective that the existing warehouses in California and NJ, we would incur a cost of moving the property to the new warehouse locations (which a CLIN provides for in Section B). Is the cost for moving to a new site from the existing sites going to be evaluated separately? If not, the incumbent would have an unfair advantage over the competition.

Prices will be evaluated in accordance with Section M of the

RFP.
