Salient Characteristics – Cooled MWIR Camera System

1. Camera

• The detector shall be a cooled InSb sensor operating in the 3–5 µm spectral range.

• The detector shall provide a spatial resolution of at least 1280 pixels horizontal and 720–

1024 pixels vertical.

• The camera shall have a Noise Equivalent Temperature Difference (NETD) of ≤30 mK.

• The system shall provide measurement accuracy of ±1.5 °C when measuring targets below

100 °C.

• The measurement temperature range shall be –20 °C to 100 °C.

• The integration time shall be ≤1 µs.

• The frame rate shall be programmable across the range of 0.5 Hz to ≥40 Hz.

• The camera without lens shall not exceed 10 pounds in weight.

• The camera body shall provide at least two ¼”-20 tapped holes and one 3/8” tapped hole for mounting.

2. Lens

• The vendor shall supply a lens or lenses capable of achieving the specified Ground Sample

Distance (GSD) and Field of View (FOV) requirements in Section 5 when operating at

1000 m AGL.

• The lens system shall provide electronic focus control.

• The optical system shall be calibrated for the 3–5 µm band across the temperature range of

20 °C to 100+ °C.

• The lens f-number shall be between f/2.0 and f/2.5.

3. Electronics & Environmental

• The cooler shall have a Mean Time to Failure (MTTF) greater than 10,000 hours.

• The operating temperature range shall be –20 °C to +50 °C.

• The system shall operate at altitudes of at least 2000 m above sea level (ASL).

• The system shall accept 110–240 V AC input power at 50/60 Hz.

• The system shall meet vibration requirements per IEC 60068-2-6.

• The system shall meet shock requirements per IEC 60068-2-27.

4. Software

• The vendor shall provide a perpetual license for software supporting viewing, conversion, and management of infrared images and sequences.

• The software shall operate on Windows OS.

• The software shall provide full-screen viewing with multiple color palettes and temperature indication at the cursor.

• The software shall enable export of radiometric data to TIFF, JPG, PNG, and MPEG-4 formats.

• The software shall provide analysis tools for spots, lines, boxes, or circles within images.

• The software shall enable recording of single-image snapshots and radiometric infrared movie sequences with per-pixel temperature data.

5. Performance Capabilities (at 1000 m AGL)

• The imaging system shall achieve a Ground Sample Distance (GSD) of less than 75 cm.

• The system shall provide a horizontal field of view greater than 750 m.

• The system shall provide a vertical field of view greater than 400 m.

• The system shall provide accurate image time stamping.

• The system shall provide capability for GPS integration, either by NMEA input from GPS, signal output to GPS, or signal input from GPS.

6. Evaluation Criteria

Vendor proposals shall be evaluated based on the following:

Technical Compliance

• Vendors shall submit manufacturer specification sheets, technical data, or independent test reports demonstrating compliance with each salient characteristic.

• Vendors shall identify the detector type, resolution, NETD, measurement accuracy, and frame rate capabilities.

• Vendors shall provide documentation of compliance with IEC 60068-2-6 (vibration) and

IEC 60068-2-27 (shock).

Lens & Optics

• Vendors shall provide details on lens options, including focal length, f-number, and electronic focus capability.

• Vendors shall provide calculations or documentation demonstrating that supplied optics achieve the required GSD, HFOV, and VFOV at 1000 m AGL.

Environmental & Reliability

• Vendors shall provide documentation of cooler Mean Time to Failure (MTTF).

• Vendors shall provide environmental qualification data demonstrating operation across the required temperature and altitude ranges.

Software

• Vendors shall demonstrate compliance with required software functionality, including image analysis tools, radiometric export formats, and recording features.

• Vendors shall state license type (perpetual) and provide documentation of update and support policy.

Past Performance & Support

• Vendors shall provide evidence of prior delivery of similar systems for aerial acquisition applications.

• Vendors shall describe available technical support, warranty terms, and service options.

2. Delivery

Prices quoted must be FOB Destination

“F.o.b. destination” means --Free of expense to the Government delivered, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and

Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including “piggyback”) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for “heavy or bulky freight.” When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested.

If the contractor uses rail carrier or freight forwarder for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery when required, if transfer to truck is required to complete delivery to consignee.

Contractor responsibilities. The contractor shall -- (1)(i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

Installation:

Prices quoted must include installation. All labor and parts associated with and required for installation are the sole responsibility of the contractor. No assistance or equipment will be provided by the government. Installation shall be completed according to industry standards.

4. Delivery Instructions: NA

No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery. Unloading the product is the sole responsibility of the delivery carrier. No labor or equipment will be provided by the government to unload the supplies.
