STATEMENT OF WORK

MUSEUM INTERPRETIVE EXHIBIT FABRICATION

TULE LAKE NATIONAL MONUNMENT

I. BACKGROUND AND PURPOSE

Tule Lake National Monument includes both Tule Lake Segregation Center, the largest and most controversial of the sites where Japanese Americans were incarcerated during World War

II, and Camp Tulelake, which was first a Civilian Conservation Corps camp, then an additional facility to detain Japanese Americans, and finally a prisoner of war camp. The historic sites encompass the segregation center's stockade, the War Relocation Authority Motor Pool, the

Post Engineer's Yard and Motor Pool, a small part of the Military Police Compound, several historic structures used to imprison Japanese Americans and to detain German and Italian prisoners of war at Camp Tulelake, and the sprawling landscape that forms the historic setting.

Until the park’s permanent visitor center is built, the park has renovated a historic structure as a visitor center. It serves as the primary contact station for the monument. For the moment, the park is open from Memorial to Labor Day and hosts approximately 2,000 people a year. The exhibits will provide visitors a broad overview of the story and will be in place until the permanent visitor center is built.

As such, TULE has a requirement for fabrication services to provide overall exhibit fabrication at the TULE contact station. This requirement includes labor, materials, facilities, and travel necessary to detail, fabricate, and transport new exhibits to the site, in accordance with the specifications as detailed in this statement of work and attachments.

II. SCOPE AND OBJECTIVES

The project shall be the fabrication of new exhibits for the Visitor Center for Tule Lake

National Monument, Newell, California. The project includes coordination with park interpretation and facility staff.

The contractor shall provide all services including labor, materials, facilities, and travel necessary to detail, fabricate, and transport to the site all exhibit elements in accordance with the specifications as detailed in this contract and its attachments.

A. Specifications

New Exhibit Panels

The contractor shall finalize design of and produce new exhibit panels. There is expected to be seven (7) 24in x 36in wall mounted panels, two (2) window scrim photo prints, a free-standing layered photo cutout and a spinning installation of 6-9 12in x

12in blocks with interpretive texts. The contractor shall fabricate the panels required for the exhibit. Content planning information and themes have already been completed by the park’s interpretive staff. The park’s interpretive staff has already written the text and selected the graphics based on themes developed by park staff. The contractor shall be responsible for final text editing before production. The words in the new graphic layouts shall be English only.

All photographic images for the new graphics shall be government furnished.

B. Order Of Precedence

All work under this contract shall be in accordance with the following order of precedence:

1. Statement of Work, Fabrication of Exhibits;

2. All other attachments, as outlined in Section XVIII, List of Documents, Exhibits, and Other Attachments;

3. Floor Plan of Visitor Center

C. General Requirements

1. Attachments Outlining NPS Exhibit Standards

All work under this contract shall be completed in accordance with the most recent version of the following attachments:

a. Attachment 1, Exhibit Planning, Design, and Fabrication Specifications, February 2019. This can also be found on-line at https://www.nps.gov/subjects/hfc/upload/NPS-Exhibit-Planning-Design-and-Fabrication-Specifications-2019.pdf

2. Project Management

The contractor shall refer to Attachment 1, Exhibit Planning, Design, and

Fabrication Specifications - Section 2: Project Management, for project management requirements, with the following additions and clarifications:

a. The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include site visits, installation activities, and closeout submittals.

The contractor shall submit a preliminary project schedule to the

Contracting Officer’s Representative (COR) for review and approval seven working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three working days prior to every project status meeting for the life of the project.

b. The contractor shall conduct all travel, meetings, and presentations in accordance with Attachment 1, Exhibit Planning, Design, and Fabrication

Specifications - Section 4, Travel, Meetings, and Presentations, and as outlined below.

c. The contractor shall provide all submittals in accordance with Attachment

1, Exhibit Planning, Design, and Fabrication Specifications - Section 5, Submittals and Reviews, and as outlined below.

d. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

e. The Project manager shall schedule, host, and facilitate all conference calls and virtual meetings.

f. After all scheduled meetings and conference calls, the contractor’s

Project Manager shall prepare and provide written documentation to the

COR enumerating all issues discussed and decisions made relative to the project. The contractor’s Project Manager shall provide project updates to the COR on a weekly basis.

3. Exhibit Planning, Design, and Fabrication Process

The contractor shall refer to Attachment 1, Exhibit Planning, Design, and

Fabrication Specifications - Section 3: Exhibit Planning, Design, and Fabrication

Process, for fabrication process requirements, with the following additions, deletions, and clarifications:

3.1: Introduction

No additions, deletions, or clarifications.

3.2: Pre-Design

Not required under this contract.

3.3: Schematic Design

Not required under this contract.

3.4: Design Development

Not required under this contract.

3.5: Production Design

Not required under this contract.

3.6: Production Support

Not required under this contract.

3.7: Production

Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures, in accordance with Attachment 1, Exhibit Planning, Design, and Fabrication

Specifications - Section 4.5, Specific Requirements for Exhibit

Fabrication Meetings.

In addition, the contractor shall perform all work as specified in

Attachment 1, Exhibit Planning, Design, and Fabrication Specifications -

Section 3.7, Production, with the following additions, deletions, and clarifications:

A. Pre-Fabrication Submittals

1. Post Award Site Visit and Content Meetings:

The contractor shall submit a meeting agenda to the COR for review and approval not later than seven (7) days prior to the post award meeting.

The Project Manager and graphic detailer shall either travel to the TULE Visitor Center or commit to a conference call for a Post-award Meeting to meet with the

COR and park personnel to review conditions prior to detail and fabrication of the exhibits. The project manager shall participate in a meeting concerning the developing and detailing of new graphic layout panels The contractor shall take detailed measurements of the exhibit spaces to ensure proper fit of all exhibit elements. The contractor shall bring a Pantone color book or a paint chip fan deck to the site visit, if any color decisions are required during the meeting. The date of the Post-award Meeting shall be determined within two weeks of contract award.

The contractor shall provide a written report to the COR enumerating all issues discussed and decisions made relative to the project and the understanding of all decisions made during the site visit. The trip report shall be a combination of written text and photos of exhibit spaces with any important callouts or arrows shown. The trip report shall be sent to the COR as a pdf file.

The contractor and appropriate staff shall participate in regular telephone conference meetings with representatives the COR, National Park Service representatives, and subcontractors. The purpose of these meetings shall be to coordinate, expedite, and schedule all work and reviews with the NPS activities. The contractor and COR shall ensure that the required personnel participate in the scheduled progress meetings as outlined in contractor-provided meeting agendas.

The contractor shall write and submit to the COR an electronic copy of all meetings minutes and telephone conference minutes within five working days of the meeting. The meeting minutes shall document all issues discussed and decisions made, and the responsibilities of parties for providing information, and time frame for response.

2. Exhibit Production Plan:

No additions, deletions, or clarifications.

3. Fabrication Shop Drawings:

a. The Contractor shall provide Fabrication

Drawings as a PDF file. A set of Revised

Fabrication Drawings shall incorporate all corrections, changes, modifications, or deficiencies identified by COR and provided as a

PDF file.

b. The contractor shall provide catalog cuts for any item or product that the Contractor proposes to use. The contractor shall provide a PDF file of each catalog cut to the COR.

4. Electronic Equipment submittals:

5. Material Sample Board:

One material and finish sample board. These shall have color Pantone Matching System chips affixed representing flat colors of the new graphic layouts.

B. Fabrication

1. Content Specialties:

No additions, deletions or clarifications.

2. Mock-ups and Prototypes:

In addition to the requirements described in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications -

Section 24, Mock-ups and Prototypes requirements, the contractor shall provide:

(i) One set of wall graphic layout inkjet proofs, printed on coated paper at full size.

(ii) Upon review and approval by the COR, and receipt of the inkjets with markups, the contractor shall provide one set of revised wall graphic layout inkjet proofs, printed on coated paper at full size, showing required changes. The contractor shall only print and provide those inkjets of graphic layouts that require changes.

(iii) One sample of the final graphic finish output product with a design from the project. Sample shall be a minimum size of 14” by 12” required.

3. Exhibit Structures, Cabinetry, and Casework:

Not required by contract.

4. Exhibit Graphics:

In addition to the requirements described in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications -

Section 15, Two-Dimensional Exhibit Graphics requirements, the contractor shall provide:

(1) Content planning information and themes will be developed in collaboration with the park’s interpretive staff. The park’s interpretive staff shall write the text for the new graphics, based on themes and direction provided by the contractor. The Contractor shall be responsible for final text editing before production.

4. Travel, Meetings, and Presentations

The contractor shall perform all work as specified in Attachment 1, Exhibit

Planning, Design, and Fabrication Specifications - Section 4, Travel, Meetings, and Presentations, with the following additions, deletions, and clarifications:

4.1: Introduction

4.3: Specific Requirements for Design Charettes, Exhibit Planning

Workshops, and Public Meetings

Not required under this contract.

4.4: Specific Requirements for Value Analysis

4.6: Travel During Exhibit Fabrication and Installation

A. Post Award Conference:

The Project Manager and graphic detailer shall travel to Tule Lake

National Monument to attend a Post-award Meeting and Site Visit to meet with the COR and park personnel to review conditions prior to fabrication of the exhibits. The meeting shall be no more than one 8-hour working day. The contractor shall take detailed measurements of the exhibit spaces to ensure proper fit of all exhibit elements. The contractor shall bring a Pantone color book or a paint chip fan deck to the site visit, if any color decisions are required during the meeting. The date of the Post-award Meeting shall be determined within two weeks of contract award.

The contractor shall provide a written trip report to the COR enumerating all issues discussed and decisions made relative to the project and the understanding of all decisions made during the site visit. The trip report shall be a combination of written text and photos of exhibit spaces with any important callouts or arrows shown. The trip report shall be sent to the COR as a pdf file.

The contractor shall participate in regular telephone conference meetings with representatives the COR, National Park Service representatives, and subcontractors. The purpose of these meetings shall be to coordinate, expedite, and schedule all work and reviews with the NPS activities. III. PERIOD OF PERFORMANCE

The NPS anticipates a period of performance period starting on September 1, 2024.

A. All work, including punch list items and review and approval, shall be completed on or before March 1, 2025.

IV. TRAVEL

Travel to the site is required but costs should be quoted as incorporated into the offered lump sum pricing. The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. No Federal travel authorizations are to be issued.

V. DELIVERABLES AND DESTINATION POINT

All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

A. Deliverables Shall Include The Following:

1. Project schedule and exhibit production plan.

2. Meeting minutes and trip report from each project meeting or conference call.

3. Catalog Cuts

4. Graphic proofs and graphic production samples including full size inkjet proofs of new graphics and revised full size inkjet proofs of new graphics.

5. Graphic finish output product samples

6. Completed Exhibit Graphic Panels

7. Delivery of final exhibit panels

8. Closeout package

VI. GOVERNMENT-FURNISHED PROPERTY

The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the exhibit.

The following listed government-furnished property shall be furnished at the post award meeting:

-Images to be reproduced within the new graphic layouts will be provided by the park staff.

-Dedicated visitor Wi-Fi within this visitor center area

VII. ADDITIONAL WORK

Any additional work not detailed in this contract shall be approved, in writing, by the Contracting

Officer via a bilateral modification.

VIII. LOSS OR DAMAGE

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.

IX. FACILITY SECURITY POLICY

Contractors attending meetings or accomplishing work within the buildings or real property of the

National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.

X. WARRANTY

The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.

If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.

Action may include but is not limited to:

A. Placing all work into satisfactory condition;

B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and

C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.

Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.

In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract because of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.

If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.

The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
