About this file

This document contains a set of Questions and Answers related to Solicitation #140P8424Q0Q110 for the fabrication of interpretive exhibits at Tule Lake National Monument. The key details are:

The solicitation requires the fabrication of several exhibit components, including seven 24" x 36" wall-mounted panels made of 1/8" thick DuraReader material, two 70" x 42" window scrim photo prints on translucent fabric, a layered photo cutout exhibit, and a spinning installation of 6-9 12" x 12" interpretive text blocks. The Government does not require Pantone color matching. Shipping and delivery should be coordinated with the site to allow for use of a forklift or delivery directly to the Tule Lake visitor center. This is a Small Business Set-Aside acquisition with a NAICS code of 238390. Award will be made as a firm-fixed-price purchase order to the responsible quoter whose quote is most advantageous to the Government, price and other factors considered.

Questions and Answers

Solicitation #140P8424Q0Q110

Exhibit Fabrication

Tule Lake National Monument

1. There is expected to be seven (7) 24in x 36in wall-mounted panels - what is the substrate? Plexiglass, high density foam? Fastening method to wall, standoffs, mechanical fastener?

ANSWER: Based off of what we have at Lava Beds and the amount of light coming into the room another contractor recommended do 1/8th in thick DuraReader (exterior CHPL) for the panels. We would like them to be mounted where, if needed, we could remove them, so maybe sitting on cleats, or something like that.

2. Two (2) window scrim photo prints - what is the size? Is this vinyl transparency applied to glass? Is this a perforated, one-way graphic vinyl like those used on city buses? Translucent fabric print?

ANSWER: These would be black and white photo prints on translucent fabric. They will hang inside the window frame and the dimensions inside the frame are 70in wide x 42 in tall.

3. Free-standing layered photo cutout - Dimensions? Number of layers? Substrate? Self illumination?

ANSWER: To cut down on layers, we would like to add a wallpaper photo print that could adhere to the wall. The print would be about 8ft x 8ft. Then in front of that, attached to the floor would be one cut out of people that will be about 5-6ft wide and 3-

4ft tall. The second cut out would be of a guard tower and would be about 2-3ft wide and up to 8ft tall. For substrate, I am good with going with the vendors recommendation of whatever would allow for a nice image print on it and be able to stand up with only being attached at the floor. The cutouts would also only sit about 3-5 inches away from the wall, so there is no need for additional lighting and there would be no room for people to walk behind them.

I've also attached an image (3 images starting on page 3) of a similar exhibit at Minidoka which is where we got the idea. The biggest difference in what we want vs Minidoka, is where they have a fabric print, we would like something that would adhere to the wall and our cutout can be attached to the floor or wall.

4. Spinning installation of 6-9 12 x 12-inch blocks with interpretive texts - Is this freestanding or wall-mounted? Are the spinning “blocks” actually cubes rotating around a vertical axis, or just thick panels that spin? Two sided? Do people manually rotate them or are they mechanically powered?

ANSWER: The blocks can fully attached to the wall or the base can attach to the floor.

We are ok with either option. We would like to have 3 sets of 3 bocks coming down vertically. Double sided is fine. I've attached photos of both options that we are ok with.

They would be manually spun by visitors.

5. What is the need for color accuracy for Pantone matching?

ANSWER: I don't think this is needed. The images we will have, are primarily black and white, so the only real colors are the background colors on the panels, and we aren't hard set on any of those colors.

6. What are the shipping/receiving facilities at the job site? There will not be a very large amount of freight to be shipped, but there obviously will be more than can be carried by hand. So can a shipment be received by Park Service staff using a forklift or similar, or would the shipment need to be sent in a lift gate vehicle?

ANSWER: At Tule Lake NM we have a standalone visitor center that is separated from where we usually accept freight. It will be easier to deliver straight to the Tule Lake site with a truck with a lift gate. If we need to get a forklift, we can probably make arrangements to get one down to the site from our maintenance facility. That being said, we would need a heads up to make those arrangements. It takes half a day to get the forklift down to Tule if you need one. If the items are heavy and difficult, we can also have them delivered to our maintenance facility and then move them on our maintenance vehicles to the site. All that being said, it seems more appropriate to have it delivered on site.
