SUNDANCE RECREATION AREA SHADE STRUCTURE

SPECIFICATIONS

PART 1: GENERAL INFORMATION

1.1 PURPOSE

Contractor shall deliver an all‐steel 40 foot by 25 foot Poligon Kokomo Amphitheater shade structure or equivalent for the Bureau of Land Management (BLM). The Bid Value Schedule will provide one lump sum price for the supply and delivery of the shade structure to the BLM wareyard located at 5001 Southgate Drive, Billings, MT 59101. At the BLM site, BLM will provide forklift and operator for off‐ loading materials. A two‐week notification to the BLM will be required to ensure BLM personnel will be available to offload the shade structure materials.

1.2 BACKGROUND

The BLM has a need to install a shade structure suited for picnic tables at the Sundance Recreation Area near Billings, Montana. The shade structure will provide cover for the visitors during inclement weather and relief from the sun during the summer season.

1.3 SCOPE

Contractor shall submit plans for the all‐steel shade structure prior to purchasing to confirm correct design, colors, options, and materials with the BLM. Contractor shall supply all materials for the all‐ steel shade structure and deliver to the BLM wareyard located in Billings, MT. The shade structure to be supplied shall be an all‐steel 40 foot by 25 foot Poligon Kokomo Amphitheater shade structure or equivalent. Slight variations in the style and design of the shade structure may be considered and accepted at the approval of the Contracting Officer’s Representative (COR).

PART 2: TECHNICAL REQUIREMENTS

2.1 SUBMITTALS

A. Submittal Processing: Allow 10 business days for review and approval by the BLM. Resubmittals shall restart the 10 business days for review and approval. Approval shall be documented on the “Submittal‐Bureau of Land Management” cover sheet only. The cover sheet to be provided to Contractor upon award of project.

B. Summary of Required Submittals:

1. Part 2.2.A – Certificates of Conformance

2. Part 2.4.A.5 – Color Selection

3. Part 2.4.B.1 – Plans and Specifications.

4. Part 2.7.A – Warranty

C. Submittal Procedures:

1. Electronic submittals: Contractor shall email electronic copies of the submittals to the BLM.

Submittals shall be neatly organized in file tree structure according to specification reference. The cut sheets and product data shall have titles specific to the submittal.

2. Cover Sheet: Use standard form “Submittal‐Bureau of Land Management” cover sheet which will be provided in electronic form to Contractor.

Ensure that the cover sheet includes the following information:

a. Submittal number. Note whether the submittal is an original submittal or re‐submittal.

b. Contract number and project name.

c. Specification section number and title, paragraph, and complete description of item being submitted. Be specific and clearly identify what is being submitted. When appropriate, reference a specific sheet and detail of the drawings. Note multiple items individually.

d. Signature and date.

e. Name, address, and telephone number of individual to contact for further information, if other than Contractor.

3. Submitted Information:

a. Link submittal to cover sheet by contract number, project name, and submittal number.

Stamp is recommended but may be hand‐written on each copy; ensure submittal stamp includes project name and contract number and blank space in which to write submittal number. Stamp or write this information on all copies.

b. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

2.2 CERTIFICATES OF CONFORMANCE

A. Contractor shall supply applicable Certificate of Conformance for the shade structure materials.

Contractor shall supply manufacturer literature on products being supplied to the BLM.

1. Submittal: Submit all Certificates of Conformance or manufacturer literature and manufacturer specifications related to the components of the all‐steel shade structure or other materials used on the project to the COR. The Certificate of Conformance submittals shall include structural & nonstructural steel, metal roofing materials, bolts, anchors, base plates, reinforcing steel, primer, powder coating, and any other materials to be installed on the project. All steel shall be certified as product of the USA – American Made.

B. Format: The Certificate of Conformance provided by the supplier shall:

1. State that the named product conforms to the Contract requirements.

2. Either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the COR upon request.

3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. Set forth the means of identification, which will permit field determination of the product delivered as being the product covered by the certification.

2.3 QUALITY CONTROL

A. Contractor shall ensure the manufacturer complies with the appropriate quality program for the manufacturing and fabrication of the all‐steel shade structure. Contractor shall review material test reports and manufacturing processes to ensure the materials will meet the requirements in this contract and state, federal, and local requirements. The foundation and structural shade structure plans shall be stamped by a Professional Engineer licensed by the state of Montana.

2.4 MATERIALS AND DESIGN

A. Materials: Contractor shall properly design the structure to meet the local and Montana building code requirements or the latest IBC requirements, whichever is more stringent.

1. Steel Frame: The steel frame shall have a Poli‐5000 powder coated finish with surrey beige/ brown earth tone color to be approved by the BLM. Final color selection shall be approved by the COR. Substitutions shall be approved by the COR.

2. Roofing Material: The primary roof shall be tongue and groove. The secondary roof shall be a multi‐rib metal roofing shall be 24 gauge at minimum, galvalume coated, and painted with evergreen colored Kylnar 500 paint. Final color selection and rib style shall be approved by the COR. Substitutions shall approved by the COR.

3. Hardware: All hardware, such as bolts, screws, anchors, etc., necessary for installation shall be included in this contract. Any requirements for torque, tightening patterns, etc. shall be provided in the plans and specifications. Final color selection shall be approved by the COR.

4. Color Selection (all): Final color selection shall be reviewed, selected, and approved by the COR prior to Contractor selecting roofing color material, priming, painting, and powder coating any of the all‐steel shade structure components.

a. Submittal: Submittal of the surrey beige frame and evergreen colored roof shall be sent to the COR for final approval. The COR may request a specific color (a color outside of provided color options) be matched by the Contractor in order for the BLM to comply with the Visual Resource Management requirements. Contractor shall submit a plan for the final colors selected for each component.

5. The shade structure to be supplied shall be an all‐steel Poligon Kokomo Amphitheater shade structure or equivalent. Slight variations in material specifications may be accepted at the approval of the COR.

B. Design: Contractor shall properly design the structure to meet the local and Montana building code requirements or the latest IBC requirements, whichever is more stringent.

1. Plans and Specifications: The plans shall be designed and stamped by a Professional Engineer licensed by the state of Montana. Contractor shall submit stamped plans and allow 10 days for the BLM review and approve.

a. Submittal: Submit stamped plans and specifications that include all‐steel shade structure, structural & nonstructural steel, roof, hardware & connections, assembly information & details, foundation preparation, base preparation, and column foundation and reinforcement sizing.

2. Clearance: roof clearance shall be minimum 12 foot above finish floor/ground.

3. Size: The edge‐to‐edge distance of the roof outside edges shall be a minimum of 40 foot by 25 foot.

4. Roof: The roof pitch shall be a minimum of 4:12 side to side and 1.25:12 front to back and have a minimum clearance height of 12 feet.

5. Dead Load, Live Load, Wind Load, & Snow Load: Contractor shall properly design the structure to meet the local and Montana building code requirements or the latest IBC requirements, whichever is more stringent. At a minimum, the structure shall be designed to a wind speed of 115 mph, ground snow load of 35 lb./ft².

6. Slight variations in the design may be accepted at the approval of the COR.

C. Assembly

1. Plans shall include assembly guide, as needed, in order for BLM employees to properly assemble and install. BLM employees shall be responsible for assembly.

2.5 DELIVERY AND HANDLING

A. Contractor shall be responsible for proper care during delivery and handling. Contractor shall inspect the materials for damage, missing parts, or other issues.

B. The Contractor shall be responsible for the delivery of the shade structure to the BLM wareyard located at 5001 Southgate Drive, Billings, MT 59101. At the BLM site, BLM will provide forklift and operator for off‐loading materials. A two‐week notification to the BLM will be required to ensure BLM personnel will be available to offload the shade structure materials.

2.6 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the BLM by other clauses of this Contract.

Submittal: Submit all warranty information and documentation to the COR.

With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the contract the Contractor shall:

1. Obtain warranties that would be given in normal commercial practices.

2. Require warranties to be executed, in writing, for the benefit of the Government.

PART 3: MEASUREMENT OF PAYMENT

3.1 METHOD OF PAYMENT

A. Units: This contract shall be paid as a firm fixed price. Payment shall be made after the BLM has accepted all criteria have been met.

a. Pay Item 1 – All‐Steel Shade Structure shall be measured and paid for by lump sum for the supply and delivery of the shade structure. Pay Item 1 – supply and delivery of an All‐Steel Shade Structure (40 foot by 25 foot) shall include the cost of all materials for all‐steel shade structure (bolts, screws, roofing, steel, etc.), manufacturing, fabrication, all labor for engineering & design, stamped plans, incidentals for design work, shipping, etc.

3.2 BASIS OF PAYMENT

A. Payment: Payment will be made under the following items, and the Contractor shall include all requirements within these pay items:
