About this file
This document is a Technical Specifications file for the Melstone Dam Livestock Water System project prepared by the Bureau of Land Management (BLM) Montana State Office in April 2026.
The project involves installing a livestock water system at Melstone Dam in Musselshell County, Montana. Major work includes: (1) installing an inlet structure below normal reservoir water elevation when the dam has been drained for reconstruction; (2) installing an 18-inch annular Corrugated Metal Pipe (CMP) riser with a pitless adapter, solar pump (Grundfos SQFlex model 35 SQF-2 or approved equal), and 800W solar photovoltaic array; (3) installing 4-inch and 1.5-inch HDPE pipeline from inlet to pump and pump to outlet; and (4) reclaiming all disturbed areas including construction staging areas and temporary roads through soil preparation for seeding. The contractor must provide a Site Access Plan, furnish all materials and labor, obtain necessary permits including Montana Pollutant Discharge Elimination System (MPDES) General Permit for construction stormwater discharge, provide quality control testing, and submit detailed submittals for materials, product data, and system operation/maintenance instructions. Payment is structured as lump-sum items for mobilization, inlet structure, riser/pump/solar array, tank/outlet, and pipeline installation. The contractor is solely responsible for protecting existing utilities and structures, managing livestock exclusion during construction, and restoring disturbed areas upon project completion. All work must comply with applicable federal, state, and local laws, including water quality standards and OSHA excavation requirements.

E. Backfill unauthorized excavations, excessive soil excavations, and excavations for
CONTRACTOR convenience with approved materials as determined by the GOVERNMENT, at no additional cost to GOVERNMENT.
F. Take precautions to preserve, in a sound condition, the material below and beyond the lines of all excavations.

H. Excavated materials shall be stockpiled and moisture-conditioned in temporary stockpiles prior to being placed in the embankment.
I. Water-condition materials that are too dry for immediate compaction. Use water and equipment to water condition materials directly in borrow areas and in temporary stockpiles prior to their being transported to fill areas. Water conditioning is incidental to the work.
J. Level and trim waste piles to reasonably regular lines and slope to drain. Finished slopes shall be no more than 3H:1V.
3.02 PLACEMENT
A. Compacted Backfill
1. Distribute water uniformly throughout each lift of material prior to and during compaction.
2. Water-condition Compacted Backfill material in stockpiles and borrow areas to a water content between optimum and 2% above optimum for compaction before transporting.
Add supplemental water to the material prior to compaction by uniform sprinkling followed by uniform mixing.
3. Spread materials in uniform layers not to exceed 8 inches in loose thickness, and compact by rolling with approved compaction equipment.
4. Place at a water content between 2% below and 3% above optimum for compaction
(ASTM D698). Compact to not less than 97% of the laboratory maximum dry density
(ASTM D698).
B. Filter Sand and Drain Gravel
1. Control and conduct all transporting, stockpiling, excavation, production, and placement operations to minimize contamination, segregation, and particle breakdown.
2. Prevent soils from adjacent embankment from being tracked onto the filter sand.
3. Place drain material in continuous, horizontal lifts not to exceed 12 inches in loose thickness on the filter blanket and chimney drain, free from segregation and contamination.
4. Thoroughly wet filter-drain material during placement and compaction. Clean, potable
Print Date: April 2026 02300-7 water, from a source approved by the GOVERNMENT, shall be used to wet filter zones to avoid contamination from clay fines.
5. Compact each lift of the filter sand blanket with 2 passes of the approved vibratory roller operated in vibratory mode. A combination of static mode vs. vibratory mode, or compaction by spreading equipment may be utilized to control particle breakdown, subject to testing and review by the GOVERNMENT.
6. Carry out coverages of compaction equipment so the compactive effort is distributed uniformly and in a systematic manner over the entire lift.
3.03 FIELD QUALITY CONTROL
A. The CONTRACTOR is responsible for adequate quality control and to develop and submit a quality control plan describing how the WORK will be performed in compliance with these specifications. The CONTRACTOR must conduct inspections to document that their process control is achieving the specification requirements.
B. The Government will provide onsite quality control tests.
C. Testing
1. Testing will generally use the standard test methods listed in Table 02300-4 Standards for Testing for determining conformance with specification requirements.
2. The Government will perform tests as required to demonstrate that type of material used, material placement, and material compaction conform to contract requirements.
3. Notify the GOVERNMENT 48 hours before compaction work begins and before significant changes in compaction operations (major change in equipment or procedure used).
4. Notify the GOVERNMENT immediately of equipment change due to breakdown, or re-deployment.
