About this file
This is a Questions and Responses document from a site visit for the Melstone Dam Livestock Water System project. The contract is structured as Firm Fixed Price, with contractors bearing all cost and schedule risk, including any expenses if the project extends into 2027. The government will cover costs for additional groundwater management measures, such as sand point wells, if excessive groundwater is encountered during construction. This work must be completed while the Melstone Dam Reconstruction reservoir is drained, which is expected to occur for at least two months during the construction season; costs for work completed after the reservoir refills will not be reimbursable.
The project requires installation of a 1,300-gallon livestock watering tank constructed from recycled rubber off-the-road mining tire material, approximately 12 feet in diameter, designed to withstand physical impact, freezing, and heavy livestock use. The tank must receive government approval before purchase and installation, with approved vendors including Lyle Stenberg (Big Timber, Montana) and HP Cattle Supply. The Melstone Dam Reconstruction contractor, CK May (contact: Zach Liley), will upgrade and maintain access roads and staging areas that the Livestock Water System contractor may utilize. Survey files and CAD drawings are available for contractor use, with field fit adjustments permitted to ensure system functionality during low reservoir conditions. No Bid Bond is required for this project.

Melstone Dam Livestock Water System Site Visit Questions and Responses:
• Should the project extend into 2027 and associated costs rise, are there provisions for permissible adjustments? The resulting contract is Firm Fixed Price. Contractors hold the risk.
o
• What if there is excessive groundwater?
o The project assumes typical groundwater can be pumped from the excavations. If additional measures such as sand point wells are needed for lowering groundwater, those costs will be covered by the government.
o The reservoir will be completely drained for the Melstone Dam Reconstruction project, which must take place during this period.
o This should be completed during the reservoir being drained, otherwise the increased costs will not be considered, the reservoir is expected to be drained for at least 2 months during construction season.
• What are the 1300 Gallon Tank Requirements?
o The tank is a tire tank and must be approved by the government before purchase and installation. Equivalent tanks can be sourced from either provider or any contractor preferred source:
Lyle Stenberg 700 E 1st Ave Big Timber, MT 59011 406-932-5231 neal@nemontel.com https://hpcattlesupply.com/product/12-rubber-tire-tank/ o Requirement: A heavy-duty, high-capacity livestock watering tank constructed from a recycled rubber off-the-road (OTR) mining tire or equivalent, measuring approximately 12 feet in diameter with a minimum storage capacity of 1,300 gallons, designed to withstand physical impact, freezing, and heavy livestock use.
• Will the access roads be upgraded for the project? What about staging areas?
o The Melstone Dam Reconstruction contractor will upgrade and maintain access roads for equipment mobilization to the dam. The Livestock Water System contractor can use these improved roads to complete their project. The Livestock Water System contractor can also use the staging areas for the Melstone Dam Reconstruction within reason.
• Who has the Melstone Dam Reconstruction project?
o CK May was awarded the Melstone Dam Reconstruction project. Zach Liley is the contact for CK May, please contact the CO for additional contact information regarding CK May.
• Survey details o Coordinate with the Government for extra survey staking and Quality Control as needed.
CAD and survey files are available for contractor use. Field fit adjustments may be required; the provided elevations ensure system functionality during low reservoir water conditions.
• Is a Bid Bond required for this project? No.
