YELLOWSTONE NATIONAL PARK
DESCRIPTION/SPECIFICATIONS
ALFALFA PELLETS
Note to vendors: See Instructions to Offeror page in solicitation document to provide your quotation via the price schedule.
A. Requirement
The pellets furnished under this solicitation shall contain sun-cured alfalfa only from the 2023 or 2024 season- first or second cutting, containing 100% alfalfa, >17% crude protein.
B. Pellet Specifications
1. Contains minimum of 17% crude protein content (15% is NOT acceptable)
2. Relative Feed Value around 115 or higher
3. Acid Detergent Fiber between 30 and 45
4. 1/4"preferred, max of 3/8”inch pellet size, 1/2" not accepted
5. Made of 100% alfalfa content
6. Zero waste - pellet 100% consumable
7. Does not contain grain, corn, pea, or other supplements
8. Supports weight maintenance in bison
9. Alfalfa cubes are NOT acceptable.
10. Yellowstone National Park requires documented testing results from the manufacturer and manufacturer must make reports available upon request
11. Source hay does not require weed-free certification
C. Quantity
60 tons of specified pellets delivered in minimum of 27-ton increments. Must confirm deliveries greater than 30-ton with NPS. Smaller deliveries only allowable for contract close-out. The solicitation and quotes shall contain 5 additional 60-ton deliveries, as Option Items, to be delivered weekly to monthly June through September and less regularly through December; the government will choose to award these after evaluation of quotes and exercise them depending on consumption during the POP.
DELIVERIES/PERFORMANCE
A. Delivery Schedule / Period of Performance
The initial delivery shall be between May 1st and May 21st and Yellowstone anticipates deliveries every 1-4 weeks during period of performance depending on consumption. Yellowstone requires that individual subsequent orders be delivered within 1 week of the call/order. The Period of Performance for the contract will be May 1st to December 31st, 2024. The solicitation includes 5 additional (optional) deliveries between June and December 31st, and these shall be included in quote submittal.
B. Place of Delivery
Delivered F.O.B. Destination to:
Bison Conservation and Transfer Program Facility, 256 Stephens Creek Road, Yellowstone National Park, Gardiner, MT, 59030.
Approximately five miles north of Yellowstone National Park.
Deliveries shall be made between 8:00 a.m. and 5:00 p.m., Monday-Friday. No deliveries will be made on an official Government holiday or weekends. A designated Government Inspector may check each load of alfalfa pellets for specification requirements.
C. Notification of Delivery
The contractor shall provide Yellowstone National Park Bison Quarantine Program Manager (contact to be provided upon award) with minimum one-week advance notice of the first delivery. All deliveries must be coordinated through this Program Manager.
D. Delivery Details
1. Deliveries approximately once every 1-4 weeks during the period of performance
2. Vendor shall provide their own semi-truck with rear dump trailer.
3. Vendor shall work with NPS staff to use on-site auger with swing-away hopper to transfer feed from the truck to the overhead feed bin.
4. Vendor’s semi-truck must be able to dump directly into the swing away hopper of a Brandt
1070HP auger. The hopper Length x Width x Height is 70"x40"x10".Vendor’s semi-truck must have their own motor to unload. 220v power is not available on-site.
5. Vendor’s semi-truck will be able to transfer 27 or more tons of feed per load. Split deliveries not acceptable.
6. Deliveries are made to areas closed to the public and secured by Government. The contractor must coordinate arrival and be escorted to the site with Government. No park entrance fees are required.
7. Equipment shall be inspected at the appropriate Park entrance station by a designated Park employee and only clean equipment shall be permitted into the Park. Particular attention must be shown to the under carriage and any surface where soil containing exotic weed seeds may exist.
8. All loaded trucks and trailer shall be covered (tarped) when loaded. These efforts are critical to prevent the introduction and establishment of non-native plant species into the Park.
E. Annual Minimum and Maximum Amounts
Minimum order of 60 tons of pellets per specifications. Maximum order of 360 tons of pellets if options are exercised and awarded.
