SECTION 01 01 10 SUMMARY OF WORK
PART 1- GENERAL
1.1 SUMMARY
A. The Contractor shall provide all labor, materials, tools and equipment necessary for the successful execution and completion of the work. The project is to be bid as a base bid with four options. The contractor should carefully review the construction documents (drawings and specifications) in developing their bid. The work of INDE 314545 – FY24 USA250 Cyclic Exterior Painting at Multiple INDE Locations shall include, but is not limited, to the following:
For the base bid, at 311 through 317 Walnut Street,
1. Carpentry Repairs: inspect existing windowsills, muntins, sashes, and doors, including frames and trim. Report on the condition of exterior woodwork of the entire perimeter of the building. Identify conditions and/or quantities different from that shown on the drawings and notify the CO in writing. Carry out carpentry repairs as defined in the specifications and drawings after consulting with the COR on priorities for replacement, including filling holes and splits and re-securing loose sections or pieces. Replace existing deteriorated material with new decay-resistant wood materials that matches the size, shape, profile, and grain orientation of the material being replaced. Epoxy fill small, isolated areas of decay and sand smooth to flush with adjacent material. Document the conditions with photographs and show deficiencies on marked up plans. See drawings for known locations of work.
a. Basis of bid quantity for replacement of exterior wood sills at entire perimeter
– 14 sills.
b. Basis of bid quantity for dutchman repairs to window frames or shutters using scarf joints and matching detailing. Locations to be determined by Contractor and confirmed by COR following inspection – 30 L.F.
c. Basis of bid quantity for custom-corner of sill repairs, matching original shape, with new Honduran Mahogany wood (no substitute). Construction shall match the existing in terms of section/dimensions, no glued-up sections or pieces will be allowed as replacements for solid wood sections or pieces. – 10 corners of windowsills
d. Basis of bid quantity for door repairs, matching original shape, with new Honduran Mahogany wood (no substitute). Construction shall match the existing in terms of section/dimensions, no glued-up sections or pieces will be allowed as replacements for solid wood sections or pieces. – 8 style moldings, 1 bottom rail and 2 dutchman repairs at bottom of door frame (2 L.F.)
e. Basis of bid quantity for window accessory repairs, epoxy areas of decay, sand smooth. Replace covers or screens and their frames severely damaged. Match original shape, with new Honduran Mahogany wood (no substitute) in terms of section/dimensions; no glued-up sections or pieces will be allowed as replacements for solid wood sections or pieces. Clean all window wells and under bulkhead doors and inspect for deterioration. – 2 new screens and frames

2. Hardware. Remove failing paint and rust from all exterior metal work as defined in the drawings and specifications. Hardware is included, unless otherwise notes, at all doors, shutters, railings, downspouts, window grills and accessory covers and bulkhead doors. Paint with rust inhibiting primer and 2 coats of approved exterior finish.
a. Replacement hardware. Replace damaged or missing hardware as indicated in the drawings. Match adjacent in size, shape, profile, and as approved by the COR. Notify the COR of quantities in excess of the base bid. – 4 bulkhead door straps and 2 window accessory cover straps
3. Reglazing and new putty. If a window is removed for work offsite and not reinstalled in the same day, temporary security enclosures must be installed at the masonry opening until window is properly reinstalled. See detail in drawings.
a. Basis of bid quantity for reglazing. Confirm dimensions in the field, drawings are approximate. Remove failed putty at exterior for reglazing. Secure glass glazing in place with new putty. - 3 panes
b. Basis of bid quantity for replacement of failed putty. See drawings for locations. Confirm locations with COR following inspection. – 60 windows
4. Sealant at changes of material. Replace failed sealant at all masonry openings, doors, windows, etc. in accordance with specifications.
5. Wood & Metal Painting. After exterior woodwork and metalwork repairs are complete, perform all required work to clean and fully prepare all surfaces and for painting. Prime the exterior woodwork and metalwork in its entirety according to specifications with approved exterior primer after submission to the CO. Apply two coats of primer on new wood. Paint all wood and metal surfaces once completely dry with approved exterior paint. Match colors to existing and through selection of the COR.
6. Provide lifts or ladders including all accessories as specified or required to provide access to the work areas. Provide clear access at all times to all buildings exterior doors and paths of travel as delineated on the Drawings.
7. Provide protection for the existing buildings and building systems during the work of this contract.
8. Protect the existing plantings, plants, trees, and landscape features during the work of this contract.
For option 1, at 309 Walnut Street, Bishop White House, comply with base bid items 4-8, as well as:

c. Basis of bid quantity for door & frame repairs, matching original shape, with new Honduran Mahogany wood (no substitute). Construction shall match the existing in terms of section/dimensions, no glued-up sections or pieces will be allowed as replacements for solid wood sections or pieces. Clean under bulkhead doors and inspect for deterioration. – 6 L.F. of trim, 6 L.F. for head and jamb repair.
13. Hardware. Remove failing paint and rust from all exterior metal work as defined in the drawings and specifications. Hardware is included, unless otherwise notes, at all doors, shutters, railings, downspouts, window grills and accessory covers and bulkhead doors. Paint with rust inhibiting primer and 2 coats of approved exterior finish.
14. Reglazing and new putty. If a window is removed for work offsite and not reinstalled in the same day, temporary security enclosures must be installed at the masonry opening until window is properly reinstalled. See detail in drawings.
a. Basis of bid quantity for replacement of failed putty. See drawings for locations. Confirm locations with COR following inspection. – 7 windows
For option 3, at 323-325 Walnut Street, comply with base bid items 4-8, as well as:
15. Carpentry Repairs: inspect existing windowsills, muntins, sashes, and doors, including frames and trim. Report on the condition of exterior woodwork of the entire perimeter of the building. Identify conditions and/or quantities different from that shown on the drawings and notify the CO in writing. Carry out carpentry repairs as defined in the specifications and drawings after consulting with the COR on priorities for replacement, including filling holes and splits and re-securing loose sections or pieces. For option 4, at 319-321 Walnut Street Shed & Greenhouse, comply with base bid items 4- 8, as well as:

Identify conditions and/or quantities different from that shown on the drawings and notify the CO in writing. B. The primary goal of the project is to minimize future repairs and preserve the historic fabric of the Walnut Street Houses. The work requires putting into good repair and painting the exterior woodwork and metalwork on each of these buildings. The contractor should note any needed repairs not called out or indicated for repair and report the same to the CO. Do not perform any repairs that are not called out or indicated as part of the work without written authorization from the COR.

C. All work will be performed under a single contract.
D. The contractor shall submit phasing schedule as appropriate to maintain access to the buildings for review and approval by COR prior to a Notice to Proceed.
1.2 DURATION OF THE CONTRACT
A. All work shall be completed within ninety (90) days from the Notice to Proceed, given normal weather conditions. Fair and reasonable extensions may be granted for unforeseen circumstances at the desecration of the COR.
1.3 LOCATION: This project, located at Independence National Historical Park in Philadelphia, 19106, is located at 309-325 Walnut Street.
1.4 CONTRACTOR'S USE OF PREMISES
A. The site will remain open to NPS personnel and the public during construction.
Contractor will maintain access to the building entrances as shown on the drawings throughout the construction phase to permit staff access. If closure of the building is required for a limited period, then Contractor shall notify COR no less than 72 hours prior to closure. No building entry shall be closed without prior approval by COR.
1. The buildings will not be emptied of its contents during the duration of the contract and must remain safe and accessible throughout the period of construction. The Park must have access to the building interior at all times unless otherwise noted.
2. The Contractor’s construction activities shall not interfere with building access for employee use throughout the construction phase. The NPS reserves the right to reschedule work that causes excess fumes or noise which interrupts normal work.
3. Sidewalks and walkways adjacent to the building shall remain open to pedestrians throughout construction. The Contractor will protect pedestrians from falling overhead debris, with debris netting, yellow warning caution tape, guardrails, and fences. A minimum of two rolls of warning tape will be kept on site at all times.
4. The National Park Service (NPS) will not tolerate any deviation from the specifications noted for the safety of the park's staff or visitors at all times.
B. The Contractor shall notify the CO of the proposed work schedule, i.e., typical workday, prior to mobilization on site. This is to aid NPS Protection staff in monitoring the site.
The Contractor shall notify the CO whenever work will take place on the site, so that the work can be monitored and to allow for coordination with Park operations.
1. The Contractor shall at all times conduct their operations to ensure the least inconvenience to the occupants and disruption to visiting public.
a. No loud radios or other forms of music shall be permitted.
b. Loud noise shall be kept to a minimum.
c. No loud, inappropriate language toward or around any Park staff, visitors or other members of the public.
C. Contractor is prohibited from using interior of building for access to the work or for storage.

D. Use of Site: Limit use of premises to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine construction operations to areas indicated on the Drawings.
E. Nonsmoking Policy: Smoking is not permitted on NPS Property at any time.
F. Work and storage of materials shall take place in the work area prescribed by the COR and in accordance with NFPA 241 Standard for Safeguarding Construction, Alteration, and Demolition Operations.
1.5 WORK RESTRICTIONS
A. Delivery of material:
1. Vehicular Restrictions: It is important that the historic scene in the Park be preserved for the enjoyment of the Park’s visitors. For that reason, onsite parking is in designated locations only for active work vehicles required in the prosecution of the work and for the loading and unloading of Contractor vehicles. For a possible street parking permit, which allows free parking at legal metered spaces, contact Philadelphia Parking Authority. Permit is good for 6 months.
B. The Contractor will be permitted to work Monday through Friday between 7:00 a.m. and 5:00 p.m. Work performed at any other time or on Federal Holidays may be done only with prior approval of the COR and the Park.
1. Contractor shall request permission from the COR one week in advance to work on Federal Holidays, weekends or outside of the normal 7:00 a.m. to 5:00 p.m.

2. The CO may, with at least 2 weeks written notice, designate “no work days” due to special events at the site.
1.6 SPECIAL CONSTRUCTION REQUIREMENTS
A. Historic Status and Review Notice:
1. The Walnut Street Houses are contributing resources to Independence National Historical Park National Register District. These houses are a mixture of original and replica buildings. Together, they interpret life in Philadelphia in the late 18th and early 19th century, and act as historic viewshed to four adjacent National Historic Landmarks.
The Contractor is advised of the following:
a. The work to be performed on this building will meet the highest standards of preservation and building craftsmanship.
b. The Contractor will be intimately familiar with the Secretary of the Interior Standards for the Treatment of Historic Properties, specifically standards for restoration and rehabilitation.
c. Proper attention shall be given during construction to ensure that there is no loss of significant or historic fabric during construction activities.
d. Maintain existing building in a weather-tight condition throughout construction period. Repair damage caused by construction operations.

Protect building and its occupants during construction period.
B. Preservation of Natural Features: Confine all operations to work limits of the project.
Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the NPS.
1. Provide temporary barriers to protect existing trees and plants and root zones.
2. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with the COR and remove agreed-on roots and branches that interfere with construction (only after written approval).
3. Do not fasten ropes, cables, or guys to trees.
C. Prior to start of work, the Contractor shall examine work site with CO or designated representative to determine exact limits of work and the conditions under which this work will be performed.
D. All vehicles including lifts, operating on paved areas shall comply with the following requirements:
1. All vehicles are required to use pneumatic tires.
2. The Contractor will be held responsible for the protection of the brick, slate, and cobblestone sidewalks and will be held accountable for any damage that occurs as a direct result of the work. Any vehicles that exceed a gross weight of 10,000 pounds must use the protection described below. Using this method does not relieve the Contractor of responsibility to protect the walkways from damage.
a. Two layers of ¾” plywood, with a layer of 2” Styrofoam paneling in between, laid in such a manner that the surface of the paved area is covered to all extents of its surface.
b. When the styrofoam has compressed to a height that is less than half its original thickness, or to an extent that the styrofoam is not protecting the paving, it is to be replaced as described above.
3. Post signage to route pedestrians around construction as recommended by the CO or designated representative.
4. Protect pedestrian traffic by guardrails or fences.
5. Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edge boards.
6. Removal: Completely remove barriers no longer needed and when approved by CO or designated representative.
E. Temporary Controls:
1. Housekeeping:
a. Keep project work site neat, orderly, and in a safe condition at all times.
b. Provide enough refuse containers for collecting construction debris and have them removed from the site or emptied daily.
c. Wet down dry materials and rubbish to prevent blowing dust.

d. Keep volatile wastes in covered containers.
2. Proposed dumpster and/or refuse container location shall be submitted to COR for review and approval prior to dumpster/refuse containers being brought to the site.
F. Air and Water Pollution Control:
1. Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.
2. Do not dispose of volatile wastes or oils in storm or sanitary drains.
G. Provide constant protection against rain, wind, storms, frost, and heat so as to keep work and materials free from damage. At the end of each day's work, cover work likely to be damaged. During cold weather, protect work from damage by freezing.
1.7 FIELD VERIFICATION: Field verify all new and existing dimensions affecting the work of this contract before fabricating work.
1.8 QUALITY CONTROL
A. The Contractor’s designated quality control supervisor shall be employed full time at the project site whenever contract work is in progress.
B. Methods of monitoring and controlling environmental pollution and contamination shall be used as required by regulations and laws.
C. The Contractor shall submit worker qualifications documenting the required experience for the following firms and/or personnel:

1.2 SUBMITTALS

1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Government’s responsive action.
B. Informational Submittals: Written information that does not require Government’s responsive action. Submittals may be rejected for not complying with requirements.
1.3 GENERAL SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Review them for legibility, accuracy, completeness, and compliance with contract documents.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. CO reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on CO’s receipt of submittal.
No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including re-submittals.

a. Initial Review: Allow 15 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required.

D. Approved Equals:
1. For each item proposed as an "approved equal," submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.
e. Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that Contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Will provide the same warranties for the proposed item as for the item specified.
c. Has determined that the proposed item is compatible with interfacing items.
d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
e. Waives all claims for additional expenses that may be incurred as a result of the substitution
E. Additional Copies: Unless additional copies are required for final submittal, and unless CO observes noncompliance with provisions in the Contract Documents, initial submittal may serve as final submittal.
F. Transmittal: Package each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form. COR will return submittals, without review, received from sources other than Contractor.
1. Transmittal Form: All material submittals shall be transmitted using National Park Service form CM-16. (A copy of the form is included in the Appendix). No action will be taken on a material submittal item unless accompanied by the transmittal form.
2. Documents required in Division 1 are to be delivered under separate cover letter. Do not use the CM-16 Transmittal form for these documents.
G. Identification: Properly label submittal for identification with the following:
1. Project name, Park, Contract number.

3. Submittal number or other unique identifier, including revision identifier.

H. Re-submittals: Make re-submittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
3. Re-submit submittals until they are marked “Approved” or “Approved with notations.”
I. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
J. Use for Construction: Use only final submittals with mark indicating “Approved” or “Approved with notations.”
K. Copies of Manufacturer’s product literature, specifications, Safety Data Sheets and similar information when available electronic format may be emailed along with a properly filled out copy of the transmittal form as a submittal to the COR assigned to the project. In such cases only one copy of each submission is required. Color samples or selection submittals must be submitted in their original form as supplied by the manufacturer or material supplier; electronic copies of color charts are not acceptable.
PART 2 - PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
1. CO reserves the right to require submittals in addition to those called for in individual sections. If the Contractor intends on supplying materials that differ from the salient characteristics specified in the individual sections, than a submittal will be required.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.

2. Mark each copy of each submittal to show which products and options are applicable. Submittal data sheets containing multiple similar products or optional features where the product and/or options proposed for the work are not indicated by the contractor will be returned as incomplete.

a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. When compliance is required with manufacturer's printed installation instructions, provide one complete set of instructions to CO and keep another complete set of instructions at the project site until substantial completion.
d. Manufacturer's catalog cuts: Submit only pertinent pages; identify specific products proposed for use.
e. Compliance with specified referenced standards.
f. Testing by recognized testing agency.
C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale.
Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.
1. Preparation: Fully illustrate requirements in the Contract Documents.
Include the following information, as applicable:
a. Dimensions.
b. Identification of products.
c. Fabrication and installation drawings.
d. Roughing-in and setting diagrams.
e. Shop work manufacturing instructions.
g. Templates and patterns.
h. Schedules.
i. Notation of coordination requirements.
j. Notation of dimensions established by field measurement.
k. Relationship to adjoining construction clearly indicated.
l. Seal and signature of professional engineer if specified.
2. Sheet Size: Except for templates, patterns, and similar full-size drawings, submit Shop Drawings on sheets at least 8-1/2 by 11 inches but no larger than 30 by 40 inches.
3. Number of Copies: Submit four opaque (bond) copies of each submittal.
CO will return one copy.
D. Samples: Submit Samples for review of kind, color, pattern, and texture for a check of these characteristics with other elements and for a comparison of these characteristics between submittal and actual component as delivered and installed.
1. Transmit Samples that contain multiple, related components such as accessories together in one submittal package.
2. Identification: Attach label on unexposed side of Samples that includes generic description of sample, product name and name of manufacturer, and

4. Samples for Initial Selection: Submit two manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available. CO will return submittal with options selected.
5. Samples may be delivered to the site once the contractor begun work or mailed to the designated CO at the following address:

6. Samples for Verification: Submit full-size units or Samples of size indicated, prepared from same material to be used for the Work, cured and finished in manner specified, and physically identical with material or product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials;
swatches showing color, texture, and pattern; color range sets; and components used for independent testing and inspection.
a. Number of Samples: Submit four sets of Samples. CO will retain three Sample sets; remainder will be returned.
b. Retain Sample set as a Project Record Sample on site.
E. Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material. Every effort will be made by the National Park Service to approve these materials.
F. Subcontractor List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. List must include, at a minimum, the Subcontractors shown in your original proposal.
2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by other Specification Sections.
2. Certificates and Certifications: Provide a notarized statement that includes signature of entity responsible for preparing certification and authorized to sign documents on behalf of that entity.
3. Informational submittals that do not comply with the requirements specified in the contract documents will be rejected and one copy will be returned.

B. Contractor's Construction Schedule: Comply with requirements specified in Division 01 Section "Construction Schedule."
C. Qualification Data: Prepare written information that demonstrates capabilities and experience of firm or person. Include lists of completed projects with project names and addresses, names and contact information for owners.
D. Installer Certificates: Prepare written statements on manufacturer's letterhead certifying that Installer complies with requirements in the Contract Documents and, where required, is authorized by manufacturer for this specific Project.
E. Manufacturer Certificates: Prepare written statements on manufacturer's letterhead certifying that manufacturer complies with requirements in the Contract Documents. Include evidence of manufacturing experience where required.
F. Product Certificates: Prepare written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.
G. Material Certificates: Prepare written statements on manufacturer's letterhead certifying that material complies with requirements in the Contract Documents.
H. Product Test Reports: Prepare written reports indicating current product produced by manufacturer complies with requirements in the Contract Documents. Base reports on evaluation of tests performed by manufacturer and witnessed by a qualified testing agency, or on comprehensive tests performed by a qualified testing agency.
I. Research/Evaluation Reports: Prepare written evidence, from a model code organization acceptable to authorities having jurisdiction, that product complies with building code in effect for Project.
J. Preconstruction Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of tests performed before installation of product, for compliance with performance requirements in the Contract Documents.
K. Compatibility Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of compatibility tests performed before installation of product. Include written recommendations for primers and substrate preparation needed for adhesion.
L. Field Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements in the Contract Documents.
M. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment. Comply with requirements specified in Division 01 Section "Closeout Operation & Maintenance Requirements."
N. Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.

O. Manufacturer's Field Reports: Prepare written information documenting factory-authorized service representative's tests and inspections. P. Results of operational and other tests and a statement of whether observed performance complies with requirements.
Q. Insurance Certificates and Bonds: Prepare written information indicating current status of insurance or bonding coverage. Include name of entity covered by insurance or bond, limits of coverage, amounts of deductibles, if any, and term of the coverage.
PART 3 - EXECUTION
3.1 CONTRACTOR'S REVIEW
A. Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions.
3.2 CO’S ACTION
A. General: Submittals will be returned disapproved without technical review if:
identification information is missing or placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or if submittals do not show evidence of Contractor's approval.
1. Any work done or orders for materials or services placed before approval shall be at the Contractor's own risk.
B. Action Submittals: CO will review each submittal, make marks to indicate corrections or modifications required, and return one copy. CO will indicate action taken, as follows:
1. The returned submittal will be marked in one of three ways as defined below:
a. APPROVED: Acceptable with no corrections.
b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required.
The Contractor shall address all review comments when proceeding with the work.
c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The CO will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified.
C. Informational Submittals: CO will review each submittal and will not return it or will reject and return one copy if it does not comply with requirements. CO will forward each submittal to appropriate party.
