Independence National Historical Park FY24 Cyclic Exterior Painting at Multiple INDE Locations
Q&A
1. Will shrubbery be removed by the Park?
Yes, overgrown plant material will be pruned back or removed by NPS prior to commencement of work.
Cleaning of bio-growth on exterior woodwork (ie. moss on sills) is expected to be completed under contract by the contractor as part of surface preparation.
2. Have surfaces been tested for lead paint?
For safety, lead-based paint is assumed on all surfaces included for repainting. Contractor must follow removal and disposal procedures outlined in specifications section 02 83 33 Lead-Based Paint Removal and Disposal.
3. Will trenching for other projects conflict with this project?
No, trenching in the rear courtyards for the park’s upcoming utility project is not scheduled until January 2025, and will not overlap with this project’s award and 90 day period of performance.
4. Is there water and power access?
Yes, COR will work with Contractor to provide access to electric and water on the jobsite. Contractor is responsible for providing hoses and extension cords as needed.
5. Can the window glazing be masked in place and sprayed opposed to removed and hand brushed?
Means and methods are up to the contractor. Specifications require a painting work plan to be submitted 21 days prior to the start of painting for the CO to review and approve. Removal of sashes is not required by contract. Hand brushing is preferred for proper adhesion, even coating, and clean application.
6. Can sills that are only cracked and not rotted be patched instead of replaced?
The COR will work with the contractor to prioritize replacement areas to address the worst/rotted locations over repairable areas. Most sills were not accessible during design phase and may be worse than they visually appear. See project documents for replacement quantities.
7. What is the threshold for the Bond Requirement for this contract?
The Bid Guarantee for this requirement shall be 20% of the bid price. The Performance and Payment Bonds shall be 100% of the contract price.
