The contractor must complete installation within 60 calendar days after Notice to Proceed during normal duty hours (Monday–Friday, 8:00 a.m. – 4:30 p.m.) and is solely responsible for all installation labor, parts, material handling equipment, old unit removal and disposal, and site restoration. The contractor must be a licensed HVAC contractor, verify existing electrical compatibility prior to installation, comply with manufacturer instructions and local building codes, protect existing property and landscaping, comply with OSHA requirements, and provide startup testing and system verification in the presence of the Contracting Officer's Representative. Equipment includes manufacturer's standard parts warranty and contractor provides minimum one-year labor warranty. SPECIFICATIONS WITH INSTALLATION
Barton Springs Building Air Conditioning Replacement
San Marcos Aquatic Resources Center
1. Purpose
The contractor shall provide and install a packaged HVAC unit to replace the existing system.
The replacement unit shall match or exceed the performance, capacity, and physical compatibility of the existing system while integrating with existing building infrastructure.
Existing system characteristics are provided for reference only to ensure compatibility. Proposed equipment shall meet or exceed these characteristics.
2. Minimum Performance Requirements
The replacement unit shall meet or exceed the following:
• Cooling capacity: nominal 5-ton packaged unit
• Efficiency: minimum 13.4 SEER or current federal efficiency standard, whichever is greater
• Heating: electric heat kit approximately 15 kW
• Airflow: approximately 1,970 CFM ±10%
• Refrigerant shall comply with current EPA regulations. Contractor shall provide all components required for compatibility with the proposed system.
• Voltage: 208–230V, 3-phase
• Configuration: convertible horizontal/downflow
• Heating capacity: equivalent or greater than existing unit
3. Compatibility Requirements
The proposed unit shall:
• Fit within existing footprint or curb with minimal modification
• Connect to existing ductwork without major structural alteration
• Be compatible with existing electrical service
• Interface with existing condensate drainage
• Maintain existing airflow configuration
Any required modifications shall be identified prior to installation and approved by the COR and
Contracting Officer. Electrical upgrades outside the equipment connection point require COR and Contracting Officer approval prior to execution.
4. General Construction Requirements
The unit shall:
• Be factory assembled, charged, and tested
• Be UL listed and labeled
• Include weather-resistant cabinet construction suitable for outdoor installation
• Include access panels for maintenance
• Include internal insulation suitable for HVAC use
• Include manufacturer standard safety protections
• Include manufacturer standard refrigerant controls
• Operate in ambient cooling conditions from 55°F to 115°F
• Cooling performance shall comply with AHRI standards.
5. Controls & Accessories
The unit shall include:
• Manufacturer standard system controls
• Programmable digital thermostat
• Outside air damper capability up to 25%
• Return air filtration compatible with existing opening
6. Installation:
Prices quoted must include installation. All labor and parts associated with installation are the sole responsibility of the contractor. No assistance or equipment will be provided by the
Government.
Installation shall comply with manufacturer installation instructions, local building codes, ASHRAE standards, and applicable state and federal regulations.
Contractor shall be a licensed HVAC contractor authorized to install the proposed equipment.
Contractor shall verify compatibility of existing electrical infrastructure prior to installation and notify the COR of any deficiencies.

Contractor shall coordinate delivery, staging, and site access with the Technical Point of Contact prior to arrival.
7. Existing Site Conditions
• Contractor is responsible for verifying site access, lifting requirements, and staging constraints prior to installation.
• Contractor shall comply with OSHA safety requirements during all work.
• Work areas shall be roped off to alert unauthorized personnel to work in progress.
• The jobsite is located within a controlled work environment.
• A brief will be provided by staff to prevent outside contamination from entering the lab space.
• Contractor shall supply their own material handling equipment.
• Contractor shall be responsible for the removal and proper disposal of old unit.
• All trash generated by installation shall be removed from the property at the contractor’s expense.
• Existing property not indicated for demolition, shall be protected.
• All damage by contractor’s activities shall be repaired by the contractor at no additional cost to the Government.
• Work area shall be cleaned and restored to original condition upon completion.
8. Landscape Protection:
• Protect all vegetation and existing equipment inside and outside work limits.
• All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas.
• Areas damaged by Contractor activities shall be repaired.
9. Period of Performance
Work shall be completed within 60 calendar days after Notice to Proceed.
Work shall be performed during normal duty hours unless otherwise approved by the COR.
Normal duty hours: Monday–Friday, 8:00 a.m. – 4:30 p.m.
Non-duty hours include weeknights, weekends, and Government holidays (New Year’s
Day, Martin Luther King JR.s’s Birthday, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
10. Technical Point of Contact (POC):
Only the Contracting Officer may modify contract terms or authorize additional work.

11. Inspection/Acceptance
Inspection and acceptance will be carried out in accordance with FAR 52.212-4(a) by the
USFWS Contracting Officer’s Representative (COR) or an authorized designee. Contractor shall perform startup, operational testing, and system verification in the presence of the COR. Final acceptance constitutes successful system startup, operational demonstration, and handoff documentation. Contractor shall provide manufacturer operating and maintenance manuals and equipment registration documentation at project completion.
12. Warranty:
Equipment shall include manufacturer’s standard parts warranty. Contractor shall provide a minimum one-year labor warranty covering installation.
