The project involves demolition of an existing 19,000-gallon buried concrete storage tank and installation of a new 20,000-gallon storage tank on an existing potable water system located at Fort Howes Fire Station in Ashland, Montana, approximately 22 miles south-southeast of Ashland.
The work encompasses tank demolition, removal of associated overflow, fill, outlet and drain lines and valves; furnishing and installation of new storage tank with ancillary piping and valves; system disinfection and commissioning; trenching and backfilling; pipe installation including ductile iron, PVC, and HDPE piping materials; valve installation; hydrant setup; testing and disinfection per AWWA standards; and site restoration. Construction must occur between September 1, 2026 and April 30, 2027 during normal business hours (6:00 a.m. to 7:00 p.m., Monday-Friday), with weekend work requiring Contracting Officer approval. The specifications reference AWWA standards for water utilities, ASTM standards for materials testing, and OSHA requirements for excavation safety. Key administrative requirements include preconstruction meetings, progress meetings, RFI procedures with seven-day response times, submittal procedures with electronic PDF format requirements, field density testing for backfill compaction at 95% Standard Proctor minimum, hydrostatic pressure testing at 1.5 times normal operating pressure, and bacteriological testing before system commissioning.
