2024 Cleaning BLRI Drainage Devices – BLRI May 16, 2024
Scope of Work 2024 Cyclic Cleaning and Maintenance of Roadway Drainage Devices
BLRI
• This scope of work will provide funding for cyclic cleaning of roadway drainage devices.
The project will include the cleaning and minor repair of all types of drainage devices located along the Parkway motor road. The Parkway drainage devices need regular cyclic cleaning and maintenance to restore them to a functional condition and to mitigate ongoing deterioration.
• The Blue Ridge Parkway (BLRI) has four maintenance districts along the Parkway, where the drainage devices shall be cleaned under this project. The sites are located between Mile Post (MP) 0.0 to MP 216.90 in Virginia (Ridge and Plateau Districts), and MP 305 to MP 468 in North Carolina (Highlands and Pisgah).
• The work will include the removal of debris, and sediment blocking or improperly directing surface waters from roadside drainage systems that run parallel to the Parkway pavement.
This can be accomplished by mechanical clearing or hand clearing of the drainage structures.
The dirt, rocks, and/or vegetation will be removed and disposed of at sites along the parkway that will be designated by a point of contact in each district. Any damage before starting clearing will be noted and photos will be taken by the contractor, to document this damage.
Care shall be taken by the contractor to NOT cause any further damaged to any these sites.
No drainage structure repairs will occur under this project, but damaged sites will be identified for future projects. The approximate location of the beginning of the drainage structures shall be identified by a Mile Post (MP) on the attached documents.
• The work will also include the cleaning and unclogging of side drainage drop inlets. These inlets are the above ground entrances to underground drainage pipes/culverts that run perpendicular to the Parkway. This can be accomplished by mechanical clearing or hand clearing of the drop inlet structures. The dirt, rocks, and/or vegetation that is removed shall be disposed of at designated sites along the parkway that will be identified by the point of contact in each district. Any damage before starting clearing will be noted and photos will be taken by the contractor. Care shall be taken by the contractor to NOT cause any further damaged to these sites. The approximate location of the drop inlets and culverts shall be identified by MP on the attached documents. Identified broken drop-inlet covers will be collected by the contractor. No drop inlet covers will be replaced under this project. The information will be used for future projects.
• All MP’s identified will be as if the driver is heading south on the Parkway. “Right” would be the west side of the Parkway, and Left will be on the eastern side of the Parkway.
• No culvert/inlet stone headwall repairs will occur under this project, but damaged sites will be identified for future projects by the contractor.
• No repairs of stone lined ditches will occur under this project. See “Special Note” below for securing the stones dislodged from the ditches prior to this project.
• All drainage pipes identified in the attached documents will be cleaning out and left free of obstructions.
• The removal of small woody vegetation in and around the entrance and exit points of all drainage devices will be cut, removed from the site, and disposed of as required in the attached documents.
• The removal of woody vegetation that inhibit the natural flow, in and out of the drainage devices, will be cut and removed from the job site as directed in the attached documents.
There are specific times of the year that trees larger than 3-inches can be cut. (See Special Instructions attached)
• All cut vegetation, tree branches, limbs, and larger debris will be disposed of as required in the attached documents. Any debris that is removed from the job sites and disposed of will be deposited at a legal state or local disposal site.
• A list of each work site, by mile posts, will be provided with this scope.
• Each site is to be left cleared of woody vegetation and shrubs as per attached spreadsheet.
• All tree stumps will be cut parallel to ground surface, and to within 2-inches of the ground.
• All work will be done under a single contract.
• All materials and equipment will be supplied by the Contractor. Materials and methods used should meet all Federal and State laws.
• No heavy equipment is allowed off road unless it is approved by the park point-of-contact prior to use.
• Protection of the Public: The Contractor shall always conduct his/her work as to assure the safety and convenience of the visiting public and to assure the protection of persons and property. Care shall always be taken to regulate the operations to protect visitors on the Parkway. The Contractor shall provide, erect, and maintain all necessary barricades. Take the necessary precautions for protection and safety of the public and park property.
• When possible one lane of the parkway will remain open to traffic and the contractor will provide flagmen, and signage to control traffic as per Federal Highway Standards.
• Any permits required to complete the proposed work will be acquired by the contractor.
• Contractor shall provide a safety plan for this project as per contracting requirements.
• The period of performance for this project is one year from the time of award. The contractor will not be allowed to work on Federal Holidays, and weekends. There are also specific dates when work is RESTRICTED for the times and locations (MP’s) identified in the Special Notes: Rare, Threatened & Endangered Species section provided below.
There are four districts along the BLRI Parkway where this work will be completed. The work will consist of removing sod, dirt, gravel and rocks from the open drainage devices that parallel the Parkway, and removing any obstructions that block the culverts that run perpendicular to the Parkway. The locations of these sites are listed on the attached spreadsheets that will be included as an attachment to this project document. The work will be broken up into one base bid and six different bid options. The work will be completed depending as to which options we have funding for.
1. Virginia Base Bid 1 with 107 asphalt drainage ditches (16.5 miles), and 32 culvert inlets between MP 145.3 to MP 216.9.
2. Virginia Bid Option 1 with 94 asphalt drainage ditches (16.8), and 59 culvert inlets between MP 75.3 to MP 105.6.
3. North Carolina Bid Option 2 with 55 asphalt drainage ditches (5.7 miles), and 53 culvert inlets between MP 325.7 to MP 467.5.
4. North Carolina Bid Option 3 with 14 culvert inlets between MP 292.0 to MP 305.0.
5. Virginia Bid Option 4 with 52 dirt drainage ditches (8.1 miles), and 50 Drop inlets between MP 71.2 to MP 80.0.
6. Virginia Bid Option 5 with 56 drop inlets between MP 80.05 to 89.8.
7. Virginia Bid Option 6 with 76 drop inlets between MP 90.7 to MP 105.62.
SPECIAL NOTES:
Rare, Threatened & Endangered Species:
1. No work should be done in the areas described by mileposts below between April 1 - Sept 30th, any emergency within that time should be evaluated independently.
•Any ditch in the following locations is potential bog turtle habitat (MP 148 181, MP 192-198, MP 207-226, 229-232.5, 238-242, MP 245-249, MP 295-298 - generally these areas are Plateau and Northern Highlands District)
2. While ditches are being cleaned, it is important that workers are observant for turtles in the ditches and if they are encountered the turtle needs to be avoided. In the unlikely event a turtle is found, the local biologist shall be contacted immediately so the turtle can be collected, processed and relocated, if necessary.
Disposal of Debris:
1. To maintain the integrity of fill slopes, large amounts of rock debris should be removed from the ditches and disposed of in spoil piles off the mainline in an approved storage area, as directed by the point of contact in each area.
Assessment of Effect - Cultural Landscapes:
1. It is possible that some of the debris accumulated in these ditches is in fact dislodged stonework from the rock lined constructed ditches themselves. Workers should be prepared and aware of this potential. Where the debris includes historic material (the dislodged stonework from historic stone-lined ditches), it should be collected and used for preservation of the ditches they were washed out of.
