About this file

This document is a set of instructions for documents to be submitted with a proposal in response to Federal Contract Opportunity 140P5324Q0026 for the cleaning of parkway drainage along the Blue Ridge Parkway. The required documents to be submitted include past performance references, a technical approach, a proposed project schedule, and relevant professional certifications.

The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, without any technical tradeoffs. Offerors determined to be technically acceptable will be evaluated solely on price, and award will be made to the lowest priced, technically acceptable offeror. The government reserves the right to award without discussions, so each initial offer should represent the offeror's best terms. The Department of the Interior National Park Service Southeast Region is the procuring agency.

BASIS FOR AWARD

Award will be made on the basis of lowest price technically acceptable.

(a) This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. Awards will be made to the acceptable offerors with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition

Regulation and whose proposals meet all required terms and conditions, meet all technical requirements, conform to and include all required certifications. The Government reserves the right to award without discussions, therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

LPTA EVALUATION METHODOLOGY

Technical acceptability will be evaluated on all offers. Only those offerors determined to be technically acceptable, either initially or as a result of discussions, if discussions are conducted, will be considered for award. Then, price will be evaluated, and the proposals will be listed from lowest to highest price based on the total price including all CLINs. In accordance with FAR 12.602, Streamlined Evaluation of

Offers, the following factors will be evaluated: Technical and Price.
