This is a Performance Work Statement for commercial dumpster rental and nonhazardous solid-waste collection services at the Shotgun Creek Recreation Site Administrative Yard operated by the Bureau of Land Management (BLM) Northwest Oregon District Office in Marcola, Oregon. The contract is a non-personnel services agreement with a five-year period of performance from October 1, 2026 through September 30, 2031.

The contractor must provide two service levels: low-use on-call service from October 1 through February 28 requiring one 4-cubic-yard dumpster with an estimated seven pickups completed within seven calendar days of request, and high-use scheduled weekly service from March 1 through September 30 requiring a minimum of eight cubic yards total usable capacity with approximately 31 weekly collections on Wednesday (or an alternative weekday approved by the Contracting Officer's Representative). The contractor may propose an alternative weekday collection schedule and has one business day of flexibility with prior notice. Additional services include seasonal container configuration changes, on-call cleaning or container exchange (estimated two occurrences), unscheduled overflow pickups (estimated four occurrences), and removal of contractor-owned equipment at contract end. Acceptable waste consists of ordinary nonhazardous municipal solid waste and occasional oversized site-maintenance materials such as damaged signs and wooden posts up to 6 inches by 6 inches and 8 feet long, provided items fit safely within containers. Prohibited materials include hazardous waste, batteries, propane cylinders, tires, electronics, appliances, mattresses, sewage, and any material prohibited by law or regulation. All waste must be transported to legally authorized transfer stations or permitted disposal facilities. The contractor must obtain and maintain all required licenses, permits, and disposal agreements, and is responsible for preventing and cleaning up spills caused by contractor personnel, vehicles, or equipment, with all cleanup costs borne by the contractor. Contractors must perform only between 9:00 AM and 5:00 PM, Monday through Friday, unless prior approval is granted by the Contracting Officer's Representative. A pre-work conference must be scheduled within seven days of contract award, and the contractor must provide routine communication including service visit reports within one business day of each collection and incident reports for spills, accidents, or property damage within 24 hours.
