About this file

This is a specifications document for chip sealing chips required by the National Park Service at Yellowstone National Park. The contractor must deliver 8,050 tons of blended and washed chip sealing chips to the Norris Pit (located 21 miles south of Mammoth Hot Springs and one mile east of Norris Junction, Wyoming 82190) during the performance period of May 15 to July 30, 2026. The material must meet strict gradation requirements with 99% passing through 3/8" sieve, 15-30% passing No. 4, 0-5% passing No. 8, and 0-2% passing No. 200. The aggregate must be free of clay films, vegetable matter, and extraneous materials, with no more than 1.5% combined shale, clay, coal, or soft particles, and must demonstrate wear not exceeding 30% at 500 revolutions. A minimum of 70% of coarse aggregate must have at least one fractured face.

Payment is based on actual quantities received as verified by weigh tickets from state-certified scales. The contractor must submit test samples for government suitability evaluation at least two weeks prior to delivery and is responsible for reworking or replacing material that fails specifications. All pit operations must maintain current weed management plans approved by the local county weed board and Yellowstone National Park, with annual inspections required during the growing season (June-August). Material from pits rated "unacceptable" may be used only if heat-treated to 300 degrees Fahrenheit. All equipment must be pressure-washed and inspected at Park entrance stations before use, and deliveries must use dump trucks or approved trailers not exceeding 75 feet in total length, with engine brakes prohibited within a 3-mile radius of Mammoth. The contractor must coordinate delivery dates and times in advance and provide trucking manifests with each delivery to certify tonnage delivered.

· The composite aggregate must not have adherent films of clay, vegetable matter, frozen lumps, or other extraneous matter that prevents thorough coating with bituminous material. Bituminous material must remain adhered to the material upon contact with water. No combination of shale, clay, coal, or soft particles shall exceed 1.5 percent.

· The material shall have a wear not to exceed 30 percent at 500 revolutions.

· A minimum of 70 percent by weight of the coarse aggregate for Grades 1A through 4A must have at least one fractured face. A minimum of 70 percent by weight of the coarse aggregate must have at least one fractured face.

Measurement and Payment:

· The contractor shall furnish weigh tickets from state certified scales for each delivery made.

· Payment will be made on actual quantities received.

Testing:

· The contractor shall have test samples submitted to the Government for suitability evaluation at least two (2) weeks prior to the actual delivery for acceptance of the cover aggregate.

· Government may require additional material testing if specifications are suspect.

· Material must meet the specified gradation at all stages of delivery.

· The awarded contractor will be responsible for reworking or replacing material to meet specifications if it fails testing during the delivery of material.

Vegetation Management:

· The control of noxious weeds shall be achieved through a weed management plan. All parties submitting offers for sand and gravel must have a current weed management plan that has been approved by the local county weed board and Yellowstone National Park (Park).

· All plans require one annual inspection by Park staff during the growing season (June – August) prior to sale of material. Parties submitting offers must provide proof of the most recent weed inspection by Park staff. (Current Pit inspection report from Yellowstone National Park Provided)

· The weed inspection will designate a pit in one of three rating categories: acceptable, conditionally acceptable, or unacceptable. Sand and gravel from a pit designated as unacceptable can be used if the material is heat treated to 300 degrees Fahrenheit and promptly transported from the quarry to the Park or a pre-approved weed free storage area to prevent possible weed contamination.

Hauling:

· All vehicles and equipment to be used in Yellowstone National Park shall be thoroughly pressure washed prior to arrival.

· Equipment shall be inspected at the appropriate Park entrance station by a designated Park employee and only clean equipment shall be permitted into the Park.

· Particular attention must be shown to the under carriage and any surface where soil containing exotic weed seeds may exist.

· All loaded trucks and trailer shall be covered (tarped) when loaded. These efforts are critical to prevent the introduction and establishment of non-native plant species into the Park.

· Equipment inspection will be scheduled by the maintenance office and take place at the Park entrance stations. Inspection records shall be maintained by the Park Service.

· Equipment found operating in the Park that has not been inspected shall be dead lined and subject to a citation.

Delivery:

· All deliveries will be made with dump trucks, dump trucks with pup trailers, side dump and end dump type trailers only.

· Length of any unit delivering within the Park shall not exceed 75 feet in total length of the unit/units.

· The contractor shall adhere to all roadway use regulations and posted speed limits within the Park.

· The use of engine brakes (either compression or exhaust) in a 3-mile radius of Mammoth is prohibited due to housing area and campground in Mammoth.

· The contractor shall deliver chips to the approximate location noted in the line item above.

· The contractor shall coordinate the exact dates and times of delivery with the NPS in advance.

· The contractor shall insure that the total for all amounts ordered and delivered does not exceed the amount noted in the contract line item.

· Violation may result in vehicles being removed from hauling within the Park.

Submittals: At the time of delivery and with each invoice the contractor shall provide trucking manifests which shall serve as contractor certification as to the number of tons delivered.
