About this file

This document is a proposal submitted in response to solicitation number 140P9723Q0063 from the Department of the Interior National Park Service Alaska Region for an orthoimagery project. Dewberry Engineers Inc. proposes to acquire 4-band aerial imagery of three river drainages totaling either 48 or 65 square miles within Klondike, Alaska at a ground sample distance of 15 centimeters. Imagery would be collected under snow free conditions during peak sun angles using a DMC-3 digital mapping camera. Dewberry would perform aerial triangulation using ground control points from an existing lidar project, orthorectify the imagery to remove topographic distortions, conduct radiometric adjustments to harmonize color, and mosaic the tiles with manual seamline reviews. Final deliverables would include GeoTIFF and ECW raster files of the orthorectified imagery, processing and quality control reports, and metadata. The proposal provides fixed prices of $26,803 for the 48 square mile or $28,320 for the 65 square mile project area, with mobilization costs waived if collected during an existing mobilization.

NATIONAL PARK SERVICE: 2023 KLONDIKE IMAGERY

MARKET RESEARCH FOR REFINING GOVERNMENT COST ESTIMATE

Parker Martyn National Park Service

I&M Regional Inventory Program Manager 907-644-3697 parker_martyn@nps.gov

Project Understanding Dewberry appreciates the opportunity to provide the National Park Service with high resolution digital orthoimagery covering three river drainages, Nourse River, West Creek and Taiya River. Dewberry will provide 15-cm orthoimagery assuming the same specifications as SOA DNR’s Imagery & Elevation IDIQ contract.

Imagery

Imagery Collection The Dewberry team will acquire 4-band aerial imagery in snow free conditions, during peak sun angles and under clear conditions with a DMC-3 digital mapping camera mounted in a fixed wing aircraft Piper PA31 (Navajo). The project area will be flown at 60% forward overlap, 30% sidelap, and GSD 15-cm, with a total of 7 lines (6 lines) and 275 (234) images.

Using Leica’s MissionPro flight planning software allows the use of a DTM’s to create a 3D flight plan, taking Skagway’s surrounding terrain into account and ensuring that minimum overlaps and maximum GSD of 15-cm are maintained.

Imagery Processing No orthoimagery project is accurate without a reliable aero triangulation (AT) solution that is tested both within internal block adjustments and tested with independent checkpoints after adjustment. Dewberry always requires imagery collection to be performed with the use of airborne GPS and IMU data thereby reducing the amount of surveyed ground control required for successful aero triangulation and supporting a more consistent and reliable block adjustment.

It is also far more cost effective.

Dewberry’s certified photogrammetrists and remote sensing specialists are highly skilled at establishing criteria for successful AT processes. Our team focuses on

Figure 1: Area of interest for imagery collection mailto:parker_martyn@nps.gov the AT procedures, the quality and strategic location of control points, and the statistical analysis provided by the various AT software programs. AT software will be used to automatically generate tie points and pass points; our AT professionals will interpret the results and ensure data meet the required accuracy specifications. Dewberry will rely on stringent QA/QC of AT results prior to photogrammetric compilation or digital orthophoto production.

The aero-triangulated imagery with the exterior orientation and DTM generated from the bare earth lidar point cloud with the breaklines will be used together to ortho rectify the aerial imagery and produce 15-cm orthoimagery using software such as SimActive Correlator3D, SocetSet GXP, or ImageStation OrthoPro. The ortho rectification process will be performed to remove image displacement due to topographic relief and any angular distortions occurred at the time of aerial imagery. On successful processing of orthoimagery generation, the resultant imagery data will be processed through custom built algorithms for radiometric adjustments for harmonized image color throughout the project area. Imagery will be mosaiced using auto generated seamlines within the orthophoto overlap areas. The seamlines will be thoroughly reviewed and adjusted for any locations where the seamlines pass through above ground structures such as buildings, structures, bridges, etc. to avoid misaligned features in mosaiced imagery. Ortho mosaic and ortho tile generation processes will be carried out within the ortho production software. The ortho tiles will be reviewed thoroughly to correct any mosaic, blemish, or color adjustment issues along seamlines.

Survey Control

Utilizing data from SOA DNR’s current lidar project in Skagway, we will have enough control points to help control Klondike’s imagery with a 30-cm horizontal accuracy.

Quality Control

Dewberry’s QC procedures have been defined and documented within our quality management system (QMS) which details universal quality standards and principles that have been successfully applied to our federal contracts since 1998. Consistent with ANSI/ISO/ASQ 9001:2008 provisions, we make certain that all features of Dewberry’s quality program are implemented for this project. Our internal QC program is led by our quality manager (QM) and final validations are enacted by a team of professionals who are not part of the original production process. Our system of product validations throughout each stage of the project ensures final products will meet the specific project requirements. We use automated techniques to quickly and efficiently validate the overall quality of the data. These automated procedures are backed by manual validations to make sure the process has correctly identified errors within the dataset. This process limits the total amount of time required to perform manual reviews and reduces the overall cost and time associated with the QA/QC process. The results of the procedures and checklists will be documented in our final report.

Deliverables

Dewberry shall deliver one copy of the final project products and documentation of the following:

• One 15 cm 4-band (RGBI) digital orthoimage raster delivered in GeoTIFF raster format with LZW compression.

• One 15 cm 4-band (RGBI) digital orthoimage raster delivered in ECW raster format.

• One data processing report in Adobe PDF format.

• One report containing QC procedures and results in Adobe PDF format.

• One set of NSDI and FGDC Metadata.
