Orthoimagery Project
GENERAL DESCRIPTION OF PROJECT
INTRODUCTION
Klondike Gold Rush National Historical Park (KLGO) requires contemporary imagery to plan and respond to rapid river channel changes and flooding. In the past 3 years, the park has experienced destruction of irreplaceable archeological sites and essential park infrastructure. Accurate imagery is vital for repair and restoration of park resources. This project intends to procure the collection, processing, and related services and materials for new orthometrically corrected aerial imagery (orthoimagery) covering three river drainages near the KLGO; the Nourse River, West Creek and Taiya River. New orthoimagery will assist upcoming land use planning and environmental compliance efforts within KLGO and surrounding areas of Skagway, Alaska, and it will help facilitate cultural resource detection, and assist infrastructure development and restoration. Acquisition of these geospatial datasets will also increase the understanding of geologic and hydrologic dynamics, allow for glacier monitoring and geohazards/landslide risks, and in general provide a geospatial foundation for natural resources and cultural resources management decisions affecting the park.
OBJECTIVE
Four-band (R, G, B, NIR), 15 cm resolution or better orthoimagery are being sought for this project.
Orthoimagery will be collected for the entire funded project area of interest (AOI) which is approximately 45 square miles in size, and comprised of the Nourse River, West Creek and Taiya River drainages near Skagway, Alaska. Attachment A identifies these project areas. Geographic Information Systems (GIS) shape files are also provided in Attachment B of this Performance Work Statement.
SCOPE
The general scope of the contract is to procure current and precise USGS compliant orthorectified digital aerial photography for natural resource inventory and monitoring analysis, and restoration, and park compliance and planning efforts. The Contractor is responsible for furnishing direct digital imagery data collection, data processing services, and supplies in accordance with requirements, specifications, terms, and conditions specified herein.
TYPE OF CONTRACT CONTEMPLATED
The government anticipates awarding a fixed firm price contract.
PERIOD OF PERFORMANCE
The period of performance for this delivery order covers the period required for planning and execution of the requirements of this PWS, as well as time for Government inspection of the deliverables and contractor delivery of remakes, if needed. The approximate period of performance is: July 17, 2023 through December 31, 2023.
If data acquisition cannot be completed during a single season due to unacceptable capture conditions, it is possible that the data could be acquired during the next suitable collection window, which may or may not be in the same calendar year. The Government reserves the right to extend this POP by written notice to the contractor at any time prior to the end of the period, at no increase in price.
PLACE OF PERFORMANCE
All work shall be performed at either the contractor’s facility(ies) or the project site. The project site will be an area of interest (AOI) of approximately 45 square miles in size, located near the community of Skagway, AK and includes river drainages of the Nourse River, West Creek and Taiya River. This AOI also includes the KLGO Chilkoot Trail and park unit. (Attachment A).

Ground Control points and check points Independent check points used for accuracy assessment and image registration shall be included as a deliverable. Surveyed independent check points require a summary report of methodology used in the accuracy assessment and image registration (i.e., Section 2.4.1.9). Coordinates for all check points shall be provided in both Geodetic (Lat/Long DMS) and Projected (UTM, Zone 8, NAD83 (2011) coordinates, with elevation components based on NAVD88, using Geoid12B Alaska expressed in units of meters. Delivery preference is CSV file format with column headers including units (e.g. meters). Check points shall be delivered on portable media, in a nonproprietary format.

For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted through teleconferencing, until such time as in-person meetings are acceptable to all parties. At such time as in-person meetings are determined to be acceptable, a location will be agreed upon by all involved.
Post-Award Kick-Off Meeting Within 10 business days of contract award, the Government will conduct a post-award kickoff meeting. A kick-off meeting shall be held to outline communication procedures that shall be followed for data acquisition with respect to verification of local ground conditions and vegetation phenology requirements. This meeting shall be used as a forum to clarify and resolve collection condition issues. Local contact(s) shall be established to provide ground condition updates. An on-site meeting is not required as a teleconference is sufficient for the Government’s needs.
Intermittent Project Status Reviews At the sole discretion of the Government, intermittent project status reviews may be conducted on an informal basis by telephone or teleconference. The purpose of the review will be to review the progress of the program, identify any risks, issues, or concerns, and provide feedback on the
