About this file

This is a Detailed Specifications document for a herbicide application contract managed by the Bureau of Land Management (BLM) Nevada Region covering the O'Neil PPA Roads project near Jackpot, Nevada. The contractor must treat 2,800 acres of noxious weeds across a designated area spanning multiple township and range sections approximately 5 to 45 miles southeast of Jackpot, Nevada. The treatment area consists of 2,708 acres of upland terrain requiring a terrestrial tank mix and 92 acres with potential water presence requiring a water's edge tank mix. Target species include Scotch thistle, Black henbane, Canada thistle, Hoary cress, Russian knapweed, and leafy spurge, with additional susceptible noxious weeds also subject to treatment. The anticipated performance period is June 1st through July 17th, with flexible timing to maximize herbicide effectiveness on target species.

The contractor must supply all equipment, labor, and approved chemicals for application. The terrestrial tank mix requires 2,4-D at 48 ounces per acre plus Chlorsulfuron at 1 ounce per acre with non-ionic surfactant and dye; the water's edge tank mix requires up to 64 ounces per acre of aquatic-formulated 2,4-D with compatible surfactant and dye. All chemicals must be selected from BLM-approved lists, with the contractor providing a list of intended chemicals in their bid package. The colorant/dye must remain visible for three days post-application. Application requires properly maintained and calibrated equipment with drift control as the contractor's responsibility. For sensitive areas, spot spraying of target species is mandatory to prevent harm to non-target native vegetation. Buffers of 10 feet for handgun application and 25 feet for boom equipment must be maintained from water sources. The contractor assumes responsibility for restoring any public or private access roads damaged during operations and must arrange loading facilities at their own discretion and risk. Terrain ranges from 2-5% slope on relatively flat areas to rolling hills at 10-30% slope, with elevations between 5,800 and 6,600 feet.

DETAILED SPECIFICATIONS

HERBICIDE APPLICATION

Fuels Spring Herbicide Contract O'Neil PPA Roads

1. Target Species: Scotch thistle, Black henbane, Canada thistle, Hoary cress, Russian knapweed, leafy spurge

Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.

2. Treatment Area: A total of 2,800 acres including: 2,708 acres of upland where no water will be present and therefore will require the terrestrial tank mix, and 92 acres that have the potential for water to be present and will require the use of the water’s edge tank mix. Treatment areas vary in the density of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.

3. Location of Work Site: Project area is located approximately 5 to 45 miles southeast of Jackpot, NV. The Legal Description for the treatment area is: T47N R64E, T47N R65E, T47N R66E, T47N R67E, T47N R68E, T46N R67E, T46N R68E, T45N R67E, T44N R65E, T44N R66E, T44N R67E, T44N R69E, T44N R70E, T43N R65E, T43N R66E, T43N R67E, T43N R69E, T43N R70E, T42N R69E, 42N R70E & T41N R69E. See Attached Location Maps.

Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.

4. Approximate Performance Period: Period of performance is estimated, and timing of treatments will need to be flexible to maximize the effects on target weed species. The anticipated treatment window for this project is June 1st to July 17th. The Contractor must be available during that period.

5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.

6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.

7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.

8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.

9. Kind of Chemical: 2,4-D + Chlorsulfuron + non-ionic surfactant + dye AND up to water’s edge approved 2,4-D + up to water’s edge approved non-ionic surfactant+ dye

Contractor must provide a list of chemicals intended for use with their bid package.

10. Rate of Application:

· Terrestrial Tank Mix: 2,4-D at 48 ounces/acre (1.425 lb. ae/acre) + Chlorsulfuron at 1 ounces/acre (0.0375lb AI/acre) + non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

· Water’s Edge Tank Mix: Up to water’s edge approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces/acre (1.9 lb. ae/acre) + up to water’s edge approved non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator. If there is potential for harm to non-target native species due to broadcast spraying certain areas the contractor MUST spot spray the target species in those given areas.

The O’Neil herbicide weed treatment area consists predominately of roadside application. To the best of the Government’s knowledge known access issues related to private landowner permissions or washed-out roads were avoided. However, the Government cannot guarantee additional issues may not arise due to previously undocumented or changing conditions (i.e. fire activity, previously unreported washouts, or overgrown roads) and access restrictions (i.e. locked gates), especially in the “checkerboard ownership” areas. Even if access is limited, contractor is expected to travel these areas for treatment. Terrain varies from relatively flat 2-5% slope to rolling hills ranging from 10-30% slope. Soils are a shallow clay loam. Elevation ranges from 5800 to 6600 feet. Vegetation consists of dense patches of Utah Juniper, Wyoming sage, and mountain big sagebrush. Mixed perennial bunchgrasses, native forbs, annual invasive grasses and forbs are widespread throughout. Portions of the contract area have recent burned so dense patches of downed/burnt Utah Juniper are also present.

For areas where water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic formulated herbicide and surfactant.
