The terrestrial mix shall contain 2,4-D at 32 ounces per acre (0.95 lb. ae/acre) plus chlorsulfuron at 1 ounce per acre (0.0375 lb AI/acre), non-ionic surfactant, and visible dye. The water's edge tank mix shall use aquatic-approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces per acre (1.9 lb. ae/acre) with approved non-ionic surfactant and dye. All chemicals must be selected from BLM-approved lists with a pre-work conference submission required. Critical operational restrictions include no mobilization or application between 6 p.m. and 9 a.m. until after May 15 due to sage grouse habitat value. If sage grouse are flushed on site, the contractor must maintain a 0.25-mile no-application buffer with backpack-only application permitted between 0.25 and 0.5 miles. Water buffer requirements of 10 feet for handgun and 25 feet for boom equipment apply for non-aquatic formulations. The contractor is responsible for equipment calibration, drift control, and restoration of any access roads damaged during performance.

DETAILED SPECIFICATIONS
HERBICIDE APPLICATION
2026 Tuscarora Herbicide Weed Treatment
1. Target Species: Hoary Cress, Scotch thistle, and spotted knapweed Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.
2. Treatment Area: A total of 2,498 acres including: 2,425 acres of upland where no water will be present and therefore will require the terrestrial tank mix, and 73 acres that have the potential for water to be present and will require the use of the water’s edge tank mix. Treatment areas vary in the density of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.
3. Location of Work Site: Project area is located approximately 0.5 miles outside of Tuscarora, Nevada. Legal description of the treatment area: T40N, R51E and T39N, R51E. See Attached Location Maps.
Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.
4. Approximate Performance Period: Period of performance is estimated, and timing of treatments will need to be flexible in order to maximize the effects on target weed species. The anticipated treatment window for this project is May 18th to June 19th, and the Contractor must be available during that time period.
5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.
6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.
7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.
8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.
9. Kind of Chemical: 2,4-D + Chlorsulfuron + non-ionic surfactant + dye AND up to water’s edge approved 2,4-D + up to water’s edge approved non-ionic surfactant+ dye
Contractor must provide a list of chemicals intended for use prior to pre-work conference.
10. Rate of Application:
· Terrestrial Mix: 2,4-D at 32 ounces/acre (0.95 lb. ae/acre) + Chlorsulfuron at 1 ounces/acre (0.0375lb AI/acre) + non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.
· Water’s edge tank mix: Up to water’s edge approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces/acre (1.9 lb. ae/acre) + up to water’s edge approved non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.
11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.
Due to the high sage grouse value of the treatment area, mobilization to or from the site, and application of chemical will not occur between 6pm and 9am until after May 15th. In the event a sage grouse is flushed on site the contractor must apply a 0.25-mile buffer around the area where the sage grouse was observed for the duration of the performance schedule. No application will occur within that 0.25 buffer; backpack application only is allowed within the 0.25-0.5-mile buffer around the area where the sage grouse was observed.
If water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic herbicide formulation and surfactant.
