DIVISION 01 PROJECT SPECIFICATIONS
GENERAL REQUIREMENTS
PART 1 – SUMMARY OF WORK (SECTION 01 11 00)
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. General: All work outlined below will be performed under a single contract.
B. Project Location: This project is located at 585-573 Kober Street, Sausalito, California 94965 at Fort Baker in the Golden Gate Natural Recreation Area, California. (Coordinates: 37.83861, -122.48111)
C. Project Background: Increased sewer flow and velocity from the Baker/Barry tunnel project has resulted in the Cavallo Lodge area being vulnerable to sewer system overflows. The manhole identified in this project fills when the Capehart lift station pumps. The manhole is not draining fast enough for the incoming flow to exit, and the temporary handicaps placed on the pumps is not a permanent solution. This section of the sewage collection system captures all flow from Rodeo Beach to Fort Baker approximately 20,000 gallons daily in a normal summer condition and winter flows can reach over 80,000 gallons daily. The project location is near public water ways and a spill would affect natural resources immediately.
D. Project Scope of Work: The Fort Baker Sewer Line & Manhole Upgrade will upsize the existing approximately 120 linear feet of 6-inch sewer main with a 10-inch section of c-900 sewer pipe between manholes EFB-DO1 to EFB-DO2. The new sewer main shall be at the same elevation and grade as the existing sewer main. This project will also replace the two manholes that will be connecting this section of pipe. The replacement manholes shall be of no less capacity than the existing manholes and at the same invert elevations. The contractor is responsible for determining elevations and setting controls at the job site. The existing manhole covers shall be used to cap the new manholes. Work will consist of demolition of existing manhole bench and reshape. Bypass pumping will be required as this is the main sewer line that captures all sewage west of its location including Fort Cronkhite, Fort Barry, and Capehart housing and offices. Trenching through asphalt in the roadway east of Building 533 Fort Baker will be necessary to install the underground sewer pipe. Excavation and patching of asphalt and base will be completed after a sand base and compaction of subgrade. Trench will taper from about 4 feet deep on upslope to about 8 feet deep at second tie in manhole.
Shoring will be needed throughout the length of the trench.
E. Measurement and Payment: Payment will be by lump sum. No measurement will be made of quantities for payment. Payment shall include all labor, materials, and incidentals necessary to complete the work. Payment will be made when all work is complete and in place, work site is clean, and all required submittals have been made.

1.3 GOVERNMENT-FURNISHED ITEMS
A. The Government is not providing any Government furnished items.
1.4 PUBLIC / STAFF USE OF THE SITE
A. General: The project site will be open to the public and/or staff during construction. The contractor shall at all times conduct his operations to ensure the least inconvenience to the public and staff. Temporary closures may be permitted upon specific written approval of the Contracting Officer’s Representative (COR).
1.5 CONTRACTOR USE OF SITE
A. General: Limit use of the site during the construction period to the project area limits as outlined on the attached site map.
B. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.
C. Park Entry: Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s). Please note that the entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees.
1. Provide the COR with a listing of all contract personnel and their associated vehicles entering the park on a daily basis.
2. Provide the COR with a listing of anticipated deliveries for each week.
D. Site Access: The contractor shall access the project site as outlined on the attached site map.
Do not drive vehicles off road or access non-project areas without permission from the contracting officer or their representative.
E. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until 5:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires prior approval from the contracting officer.
F. Staging and Storage: Confine the storage of equipment and materials to the staging / lay-down / storage areas as established at the preconstruction meeting.

G. Property Damage: The Contractor is required to report missing, lost, stolen, or damaged property occurring within the park. This report must be made to a Law Enforcement Ranger or Park Dispatch at the first available opportunity at (415)561-5505.
H. No Smoking Policy: Smoking is prohibited inside or outside within 25 feet of any buildings in the park. This applies to existing buildings and buildings under construction or renovation.
Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.
PART 2 – WORK RESTRICTIONS (SECTION 01 11 40)
2.1 WORK RESTRICTIONS
A. General: The Contractor must comply with the following work restrictions:
B. Contractor personnel shall comply with all Federal and State law and regulations, including the Golden Gate National Recreation Area Superintendent’s Compendium. Any exception must be specifically justified and approved in writing by the Contracting Officer. The Superintendent’s Compendium can be found at this internet address:

C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.
D. Vehicles / Heavy Equipment:
1. Rules of the Road: All vehicles and heavy equipment will comply with posted traffic regulations, including speed limits and double-yellow center lane markings. Vehicles and heavy equipment shall take every safe opportunity to use paved roadside pullouts in order to allow faster moving traffic to pass. Failure to comply with traffic regulations will result in a citation being issued to the driver.
2. Vehicle Parking: The contractor shall park vehicles and heavy equipment in designated areas as established at the preconstruction meeting. Vehicles are not permitted within long-term or overnight parking along park roads or in associated overlooks / pullouts.
3. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.
4. Vehicle Exhaust: All vehicles will be properly maintained to ensure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.
5. Spills: The Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous / industrial wastes. Contractor must immediately notify the Contracting Officer of spills.

6. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying three (3) triangles or three (3) flares, mounted fire extinguisher, and valid DOT safety sticker.
7. Slow Vehicles: The Contractor is to notify the COR of slow vehicles that may cause traffic delays or extended traffic lines. Vehicles that are slow are requested to enter the Park AFTER 2:00 p.m. and exit the Park BEFORE sunset.
8. Oversized Vehicles: Oversized vehicles are defined as vehicles where the width of the vehicle or load exceeds one lane (i.e., beyond the center line of the paved road).
Oversized vehicles must not exceed the clearances along the Park road corridor.
Oversized vehicles will require an escort and drivers must avoid driving on the edges of the Park road. The Contractor is to notify the COR of oversized vehicles, scheduled dates, and estimated arrival times at the park entrance; and the identity of who is escorting the vehicle (e.g., police, contractor, etc.). Vehicles that are oversized are requested to enter the Park AFTER 2:00 p.m. and exit the Park BEFORE sunset.
9. Road & Weight Restrictions: All vehicle load, weight, and size limitations, as established by State law, apply to vehicles operated on the Park road (36 CFR § 4.11).
No loads heavier than the current load rating for park roads and bridges will be permitted.
10. Water and Wastewater Systems: The Contractor is not authorized to open/close valves, operate pumps and/or de-energize the water or wastewater system; An NPS USRO must do or be onsite to observe
11. Water: Contractor to install NPS approved backflow preventer and meter at NPS specified location. Contractor will be billed monthly at rate of $65 per 1,000 gallons not to exceed 10,000 gallons per day. Prior to using water, agreement between NPS and contractor must be signed. Billings are sent electronically via email, thus additional information from contractor is point of contact information to send billings and finally company tax ID number.
E. Resource Protection:
1. General: The Park is committed to protecting natural and cultural resources found within the park and adjacent lands. The Contractor must comply with the following rules and conditions:
2. Preservation of Natural Features: Prevent damage to natural surroundings. Do not attach ropes, wires, guy lines, cables, or chains to trees or vegetation. Restore damaged areas and replace damaged trees, vegetation, and grass at no expense to the government.
3. Invasive Species: The introduction of non-native invasive species can threaten rare and endangered species or can create new populations of non-native species not traditionally found in the park. The contractor is required to inform personnel, subcontractors, and vendors to thoroughly clean all vehicles (especially the tires), equipment, tools, supplies, and materials prior to packing / loading. The Park requires and will perform inspections
GOGA - 253284 Section 01 - 5 to prevent transport of non-native species PRIOR to arriving at the park entrance.
Contact the Equipment Inspector at least (3) three days in advance of park entry to arrange for inspection(s) at the loading dock or point of origin.
4. Endangered Species: Endangered species are protected by Federal law. Obey all park regulations. Drivers must obey all traffic laws and watch for animals on or alongside road or at the jobsite. Contact Park Dispatch at (415) 561-4700 immediately if animal is hit or injured or will not move off the road.
The following measures are required to minimize disturbance to endangered wildlife:
a. Work shall be conducted to ensure the work area is cleaned up at the end of each work shift so that loose tools, debris, and materials are not left out in a manner that could present a hazard to a listed species.
b. Noise and vibrations of equipment shall be kept to a minimum when working in the vicinity of a listed species.
c. Hazmat spill prevention protocols shall be employed when using gas-powered equipment.
d. Tarps shall be used to contain all paint chips and building debris from exterior surfaces that may fall to the ground.
e. Ensure loose nails and screws do not make it to the ground when working on exterior surfaces as these can be detrimental to listed species.
5. Archaeological Resources: Archaeological resources are physical evidence of past human activity, including evidence of the effects of that activity on the environment.
Archaeological resources are found above and below ground and underwater. The Contractor’s Project Superintendent, or designee, will observe all ground-disturbing activities in archaeological sensitive areas. If the Contractor discovers resources, the Contractor shall stop work or relocate to a non-sensitive area and contact the Contracting Officer immediately. The Park may also have an Archaeological Monitor at the jobsite who is authorized to stop work upon discovery of archaeological resources.
Archaeological resources typically found in the park or at the project site will be discussed further at the preconstruction meeting.
6. Soundscape / Noise: The contractor shall minimize noise levels at the project site to protect the soundscape of the park. Perform noise-producing work in less sensitive hours of the day or week or as directed by the COR.
PART 3 – PROJECT MANAGEMENT (SECTION 01 31 00)
3.1 SUBMITTALS
A. Division 01 Submittal Documents: The following documents shall be submitted a minimum of one week prior to the Preconstruction Meeting. If all these documents have not been received one week prior to the scheduled Preconstruction Meeting date, the meeting will be
GOGA - 253284 Section 01 - 6 cancelled and the Notice to Proceed (NTP) will not be issued. Work shall not commence until written Notice to Proceed has been issued.
1. Letter designating the Project Superintendent.
2. Construction Schedule - Submit a baseline schedule with start date, end date, major work activities and durations, estimated pre-final inspection date, and other major milestones.
Provide updates to baseline schedule as needed / requested during construction.
3. Schedule of Values (SOV) – Submit a schedule of values with a breakdown of component work activities for which progress payments will be requested. The total costs for the component work activities shall equal the total contract price.
4. Accident Prevention Plan (APP) – Submit an accident prevention plan with the name of the supervisor responsible for executing the plan, a job hazard analysis for each major work activity, first aid procedures, and planning for potential emergency situations.
5. Storm Water Pollution Prevention Plan (SWPPP) – For projects with ground disturbance estimated to be greater than 1-acre, complete and submit a SWPPP to the Authority Having Jurisdiction that satisfies all Federal and State permit requirements under the National Pollution Discharge Elimination System (NPDES) prior to NTP. For projects with ground disturbance estimated to be less than 1-acre, complete and submit a SWPPP to the NPS with best management practices to prevent the discharges of pollutants.
6. A list of Subcontractors for this project.
7. Written statements from subcontractors certifying compliance with applicable labor standard clauses.
8. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
B. Division 02-49 Submittal Documents: The following documents shall be submitted to the COR prior to construction start. If these documents have not been received and approved by the NPS prior to construction, the construction start date may be delayed.
1. Required contractor’s licenses – Plumber (Section 22 00 00.1.1.A)
2. Product Data – Submit product cut sheets / material data on all products to be used for approval. Indicate the size, model, or type of each recommended product.
3. Samples – When requested, submit a physical sample of a product or an array of color choices for approval.
4. Shop Drawings - Submit shop drawings that embody all major elements of the work.
a. Drawings shall be developed in AutoCAD or similar drafting software.
b. Drawings shall include details, dimensions, notational information and other data to ensure the contractor has a complete understanding of the work.
c. Drawings shall be submitted to the COR in PDF format. Allow 2 weeks for the drawings to be reviewed by NPS staff. The Contractor shall incorporate review comments into the shop drawings and resubmit for final approval.

3.2 PRECONSTRUCTION MEETING
A. Preconstruction Meeting: Before the start of construction, the Contracting Officer will arrange for a preconstruction meeting either on site or via teleconference. The meeting agenda will include the following topics:

3.3 REQUESTS FOR INFORMATION (RFIs)
A. General: On discovery of the need for additional information or interpretation of the Contract Documents, the Contractor shall prepare and submit a RFI utilizing the form attached.
1. Contracting Officer will only respond to RFIs submitted by the Contractor.
2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.

B. RFI Form: Include a detailed, legible description of the subject or item needing information or interpretation on the RFI Form with:
1. RFI number, numbered sequentially.
2. Date.
3. RFI subject.
4. Specification Section number and title and related paragraphs, as appropriate.
5. Drawing number and detail references, if applicable.
6. Photographs or sketches if applicable.
7. Contractor's suggested resolution. If the Contractor's suggested resolution impacts the contract time or the contract sum, Contractor shall state impact in the RFI.
C. Response to the RFI: The Contracting Officer will review each RFI, determine the action required, and respond accordingly.
PART 4 – SUBMITTAL PROCEDURES (SECTION 01 33 23)
4.1 SUBMITTAL PROCEDURES
A. CM-16 Transmittal Form: All submittals shall be transmitted using National Park Service CM- 16 form attached to the end of this specification section. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Complete all applicable fields, sign the form, and attach all supporting documentation.
PART 5 – SAFETY REQUIREMENTS (SECTION 01 35 23)
1.1 SAFETY REQUIREMENTS
1. First Aid Equipment: Provide adequate first aid equipment for all contract employees and the hazards associated with the types of ongoing construction work at the site.
2. First Aid Training: Provide adequate training to all Contractor personnel to ensure prompt and efficient application of first aid.
3. Personal Protective Equipment (PPE): Provide personal protective equipment (PPE) that meets applicable OSHA and ANSI standards for all contract employees.
4. Hazardous Materials: Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury. Store hazardous materials in accordance with manufacturers and OSHA recommendations. Maintain MSDS onsite for each chemical used on the jobsite.
Immediately report all spills of hazardous materials to the contracting officer.
5. Safety Meetings: At a minimum, conduct weekly "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the week.
6. Emergency Contacts: Post telephone numbers and reporting instructions for ambulance, hospital, fire department, police, and park dispatch in conspicuous locations at the site.

7. Emergency Reporting: In the event of an emergency medical incident, the Contractor shall Dial 911 as needed. The Contractor shall also contact Park Dispatch at (415) 561-4700 for any medical emergency, traffic accident, or personal injury occurring within the Park. Park Dispatch is called so that the entrance station will be prepared should any emergency vehicles need to enter the Park and so that any available Emergency Medical Services personnel in the Park might respond until such time as the ambulance arrives.
PART 6 – QUALITY REQUIREMENTS (SECTION 01 40 00)
6.1 QUALITY REQUIREMENTS
A. General: The Contractor is responsible for all quality control to guard against defects and deficiencies in the work. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finishes, and functional performance are in compliance with applicable specifications, drawings, building codes and standards.
B. Quality Control (QC) Daily Reports: Submit quality control daily reports documenting the progress and quality of the work. The Contractor’s Quality Control Supervisor shall utilize the forms attached at the end of this Section. The submission frequency of the QC Daily Report to the contracting officer will be determined at the preconstruction meeting.
PART 7 – TEMPORARY FACILITIES & CONTROLS (SECTION 01 50 00)
7.1 TEMPORARY FACILITIES & CONTROLS
A. General: The contractor will be allowed to set up temporary facilities and controls as outlined. All temporary facilities and controls shall be removed from the site before final acceptance of the work.
B. Temporary Utilities: The following utilities / services are available for use at the project site:
1. Electrical Power Service: Electrical power is not available at the site. The contractor shall use battery powered tools or furnish portable generators with proper fuel containment and emergency spill kits.
2. Water Service: Non-potable water service is not available at the site. The contractor shall furnish all non-potable water required for construction and cleanup.
3. Sanitary Facilities: Restrooms are not available at the site. The contractor shall supply properly ventilated, weather-proof, lockable, portable toilets. The contractor shall properly pump / empty these toilets on a regular basis and keep toilet clean so as not to attract insects / animals.
4. Telephone Cellular Service: The project site does have cellular service.
C. Temporary Office: The construction of temporary office buildings or installation of trailers will not be allowed in the park. If the contractor requires office space, the park will attempt to accommodate the contractor with an existing space for administrative work.
D. Temporary Enclosures: The contractor shall construct an enclosure fence, barrier, or partition to prevent people and animals from entering the project site except by gates / doors.

E. Temporary Traffic Controls: The contractor shall erect and maintain barricades, danger signals, and warning signs in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), 2009 edition. The contractor shall provide adequate traffic control, including flaggers on either side of any work performed in the road. Any workers on or near the road must wear highly visible, bright clothing.
PART 8 – EXECUTION (SECTION 01 73 40)
8.1 EXECUTION
A. Examination: Examine the project area and site facilities and verify compatibility between existing conditions and the scope of work.
B. Preparation: Take field measurements or conduct surveys to verify dimensions before fabrication or installation.
C. Installation: Install all systems or components according to the specifications, manufacturer’s recommendations, permit conditions (where applicable), and local, State, and Federal codes, standards, and regulations.
D. Correction of the Work: Upon discovery of defects or damage of new work or to existing facilities damaged by new work, repair or replace damaged systems or components and restore substrates and finishes.
E. Progress Cleaning: Clean the project site and work area daily. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite.
F. Final Cleaning & Waste Disposal: At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items. Remove all temporary barriers and remove from the site.
PART 9 – CLOSEOUT PROCEDURES (SECTION 01 77 00)
9.1 SUBSTANTIAL COMPLETION AND FINAL INSPECTION
A. When the project, or a designated portion of the project, is substantially complete, the Contractor shall request a final inspection in writing. Upon receipt of the written request that the project is substantially complete, the COR will proceed with a final inspection within ten
(10) days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.
B. If the work is determined to be substantially complete at the final inspection, the Contracting Officer will prepare a Letter of Substantial Completion with a Punch List of deficiencies to be corrected before final acceptance. The Contractor shall complete the work described in the Punch List within thirty (30) calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Construction clause of the contract.

C. If the work is determined to be not substantially complete, the Contracting Officer will notify the Contractor in writing. The Contractor may request a new final inspection. All re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction clause of the contract.
D. After all deficiencies have been corrected and the project is complete, a Letter of Final Acceptance will be issued by the Contracting Officer.
9.2 CLOSEOUT SUBMITTALS
A. Operation & Maintenance (O&M) Manual: Submit three (3) hard copies (in D-ring binders) and three (3) thumb drives with all operation and maintenance information including but not limited to a preventative maintenance schedule, operating instructions, product / material cut sheets, system diagrams, as-built drawings, progress photos, product warranties, and a one (1) year Contractor-issued warranty on all workmanship starting from the date of final acceptance.
9.3 DEMONSTRATION & TRAINING
A. Demonstration & Training: Provide onsite demonstration and training to NPS operators and staff on the proper, safe operation of all new systems and components.

3.1 EXAMINATION
A. Site Verification of Conditions
1. Existing Utilities: USA Notification & Utility Field Meeting
a. The Contractor shall contact Underground Service Alert (USA) (1-800-642-2444) seven (7) calendar days prior to start of each ground disturbing phase and shall be responsible for maintaining a valid USA location tag through renewal during the construction. The Contractor shall schedule a utility field meeting prior to any excavation. This shall be so stated in the USA notification. The Contractor shall be responsible to coordinate the utility field meeting at which time he shall explain the limits and impacts to USA member utilities.
b. Most of the utilities within Fort Baker are owned by NPS. As such, very few utilities will be marked out by USA. It is the Contractor's responsibility to field locate & mark all utilities within the project work area. Field location and marking shall be performed a minimum of three (3) days prior to ground disturbance; notify CO upon completion of field location and marking for CO review and approval. No trenching shall be performed prior to CO approval.
2. Contractor shall perform necessary potholing or locating of underground utilities and services. Perform minor, investigative excavations to verify location of various existing underground facilities at enough locations to assure that no conflict with the proposed work exists and adequate clearance is available to avoid damage to existing facilities.
3. Upon discovery of conflicts or problems with existing facilities or construction documents, notify Contracting Officer within twenty-four (24) hours.
4. Existing mapping may be used to approximate locations of existing utilities. Contractor is responsible for determining actual locations of all utilities.
3.2 PREPARATION
A. Protection
1. Spillage -
a. Avoid spillage by covering and securing loads when hauling on or adjacent to public streets or highways.

5. Temporary barrier: Construct a temporary barrier around the site to prevent unauthorized access to the construction site. The temporary barrier shall be a chain link style fence with signs designating the area as a construction area.

3.4 FIELD QUALITY CONTROL
A. Notify COR forty-eight (48) hours before performing excavation or fill work.
B. If work has been interrupted by weather, scheduling, or other reason, notify COR twenty-four
(24) hours minimum prior to intended resumption of grading or compacting.
C. NPS reserves right to require additional testing to re-affirm suitability of completed work including compacted soils which have been exposed to adverse weather conditions.

DEMOLITION & ABANDONMENT
A. The work of this Section includes all demolition, removal, salvage and disposal of existing structures, piping, and materials.
1.2 SUBMITTALS
A. As specified in Division 01 Section 01 33 23 Submittal Procedures.
B. Certifications and Testing consistent with Division 01 Section 01 33 23 - Submittal Procedures and including:
1. Permit for transport and disposal of debris.
2. Proposed method of demolition, proposed schedule, sequence of work, and proposed method and schedule for removing, maintaining, and re-establishing facilities and utilities prior to scheduling the preconstruction meeting.
1.3 SITE CONDITIONS
1. Erect barriers, fences, guardrails, enclosures, chutes, and shoring around all construction activities to protect personnel, structures, and utilities remaining intact.
2. Protect designated trees and plants from damage.
B. Maintaining Traffic
1. Assure minimum interference with roads, streets, driveways, sidewalks, and adjacent facilities.
C. Utility Lines and Services
1. Keep existing structures to remain and adjacent structures intact and in operation.
2. Obtain permission to disrupt any utilities or services temporarily or permanently.
3. Coordinate with utility company for disconnecting existing service on structures to be demolished.
4. Coordinate with Park for services to be disconnected and schedule with utility company.
Schedule and coordinate with Park and utility company far enough in advance to avoid delays in work.
D. Prior to demolishing a utility or facility, notify the COR three (3) days in advance, and plan the demolition such that the demolition will not create an unsafe condition or interfere with ongoing operations.

E. Where demolition must occur in such a sequence that a portion of this facility must remain operational, coordinate this aspect with the COR.
F. Do not burn waste material. All organic material removed from the construction area must be properly chipped and recycled or removed from the Park and properly disposed.
G. Provide adequate fire protection. Keep area clear of hazardous substances and debris.
H. Maintain access to exist at all times.
I. Provide temporary weather protection as needed to prevent damage to exposed areas.
J. Explosives are not permitted.
PART 2 - PRODUCTS
2.1 BACKFILL MATERIALS
A. Native soils, stone, gravel, or sand, free from debris, frozen materials, and roots and other organic matter may be used for backfilling.
A. Verify that areas to be demolished are discontinued in use.
B. Do not commence work until conditions are acceptable to COR
A. Arrange for and verify termination of utility services to include capping lines.
B. Remove items scheduled to be salvaged and place in designated storage area.
3.3 DEMOLITION/ABANDONMENT
A. All debris from demolition and abandonment shall be removed off the Park and disposed of in a legal manner. Any material which the COR may wish to save or reuse shall be stored per the COR’s direction.
B. General
1. Dampen debris and use temporary enclosures as necessary to control dust.
2. Do not use water to the extent it causes flooding, contaminated runoff, or icing.
3. Break concrete and masonry into sections less than three (3) feet in any dimension and dispose of off-site.
4. Repair damage to adjacent structures.
5. Make neat saw cuts around areas of concrete to be removed, where remaining concrete is to be incorporated into new work.
6. Remove existing exposed piping to the extent shown on the Drawings.

7. Remove buried piping to the extent shown on the Drawings.
8. All equipment to be removed or replaced shall be done so in a safe manner and such that the equipment and any associated piping or wiring is not damaged.
3.4 HAZARDOUS MATERIALS
A. If suspected that hazardous materials are encountered during demolition of existing facilities, all work is to be stopped immediately and the Contracting Officer is to be immediately notified.
3.5 DISPOSAL
A. Demolition debris may be placed in debris boxes onsite for weekly removal.
B. Dispose of unsuitable and excess material off-site. Contractor shall recycle all recyclable demolished materials. Contractor shall submit names and contact information for proposed recyclers to the COR prior to beginning demolition. Only materials not suitable for recycling shall be disposed of in a land fill.
C. Disposal of demolition material shall be in accordance with all EPA, OSHA, California, and local requirements for materials disposal.
3.6 SALVAGE
A. The manhole covers are to be salvaged for use on the new manholes.
B. Carefully remove items to be salvaged and delivered to COR’s designated storage area.
1. Store and protect items indicated to be salvaged.
2. Replace any items damaged through carelessness in removal, storage, or handling with new items of same type.
3. Do not reuse materials or equipment not specifically indicated or specified to be reused.
C. Preparation of Equipment for Storage
1. Identify each component with markings or tags to show its position in the assembly and the assembly of which it belongs.
2. Place small parts in wooden boxes and clearly mark contents on the outside.
3. Thoroughly clean and dry equipment.
4. Coat unpainted surfaces with two (2) coats of rust-preventive compound.
5. Attach unit to suitable crate bottom.
6. Enclose unit in polyethylene film and seal all seams and the film to the base of the unit with tape.
7. Construct crate of wooden slats around top and sides of unit.
8. Attach permanent instruction tag to outside of crate stating, "This unit has been prepared for storage.”

G. Provide temporary weather protection as needed, during interval between selective demolition of existing construction and new construction.
H. Provide and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished.
3.3 DEMOLITION
A. The existing sewer system shall remain in service until a temporary bypass or new system has been installed tested and determined to be fully operational, then demolished.
B. If necessary, concrete shall be demolished in small sections. Using power-driven saw, cut concrete to a depth of at least three-fourths (3/4) inch at junctures with construction to remain.
Dislodge concrete from reinforcement at perimeter of areas being demolished, cut reinforcement, and then remove remainder of concrete.
3.4 SALVAGE
