About this file
This is a Technical Capability Questionnaire for bare-root and container forest seedling production under a federal contract.
The questionnaire requires respondents to demonstrate adequacy of facilities across three primary areas: facilities for high-quality seedling production, previous experience, and irrigation infrastructure. For facility adequacy, applicants must provide detailed information on nursery soils, including soil series descriptions, classifications per Soil Conservation Service standards, acreage available by soil type, and maps identifying nursery bed locations and drainage characteristics. Applicants must document major equipment for bare-root production (sowing, lifting, cultivation, spraying, wrenching, root pruning, fertilization, tractors, and transplanting equipment) or container production (greenhouse type, heating/cooling systems, container filling equipment, fertilization systems, table types, and monitoring equipment). Cold storage facilities require specification of pre-cooler and 24-hour storage dimensions, temperature maintenance capability between 33-40°F, storage capacity in millions of seedlings, and grading/packing facility specifications including production rates and shipping container types. For bare-root operations, applicants must detail protective fencing or natural barriers against animal damage and annual production capacity across multiple stock types (1+0, 2+0, 1+1, P+1, 2+1, and container types). The irrigation section requires documentation of water sources, quantity available, water rights, irrigation systems, pipe coverage by seedling bed age, and frost protection capabilities. Previous experience documentation must include delivery years, species, number of trees contracted for, number produced/delivered, explanations of any major shortfalls and corrective strategies implemented, and references from firms or individuals receiving trees including contact information.

A. Nursery Soils (type, depth, drainage) Soil Series Description and classifications (as described by Soil Conservation Service Standards and Criteria). List soil types and depth to mottling and glazing, percent sand, clay, silt, and organic matter. Acreage available for this contract by soil type for production of Government requested seedlings. Include a map showing location of nursery beds and soil types and specific location of areas to be used to produce seedlings under this contract. List acreage that has been land leveled and has underground drainage that will be used for this contract. (Bare root only)
B. Nursery buildings, equipment, protective fencing, cold storage. (As applicable to container or bare root production)
