About this file

This document is a Questions and Answers (Q&A) amendment to the Statement of Work (SOW) for the Salem Maritime National Historic Site Central Wharf Dock and Boarding Facility project. The amendment addresses three key areas: (1) confirmation that existing pipe guide piles do not appear to be concrete-filled, based on a lead line test indicating silt near the mudline, (2) crane usage permissions allowing contractors to set up a land-based crane up to 40 tons with advance approval, and (3) period of performance guidelines that prioritize maintaining visitor access during the project. During active work on Central Wharf, contractors must minimize and adjust work and staging areas to keep visitor access open, with only minimal restrictions permitted when work is not ongoing, specifically a small 10' x 50' area near the fixed gangway and continuous access to the south end of Central Wharf's main path and lawn area.

-SOW ammendment 120524

1. Please confirm if the existing pipe guide piles are concrete filled or not?

o Piles do not appear to be concrete filled. Park does not have clear record of this, but a lead line dropped into the top of the NW pipe guide pile came to rest on silt approx. 40' below the top of the pile when tested, which is within 2' of the mudline outside of the pile.

2. Are contactors allowed to set up a land based crane on Central Wharf ?

o Yes, up to a 40 ton crane is approved in advance, larger cranes will be considered if requested.

3. Period of Performance o Applicable to base award POP and any extensions if awarded: While work is ongoing on Central Wharf visitor access will be maintained to the greatest extent possible by minimizing and adjusting the size and layout of work and staging areas. Between the start and end of work under this contract, while work is not ongoing on Central Wharf, only very minimal visitor use restrictions will be permitted at the park, approx. 1 10' x 50' area just west of the fixed gangway access point, and visitor access will be kept open to the south end of Central Wharf on the main path and the lawn area to the west of the path.
