About this file

This document is a Questions and Answers (Q&A) attachment for the Salem Maritime National Historic Site Central Wharf Dock Repair project. The solicitation covers dock and float repairs at the Salem Maritime National Historic Site in Massachusetts, with a contract period from September 1st, 2025 through May 1st, 2026. Key project components include disconnecting and reconnecting, transporting and repairing steel dock and aluminum gangway sections, applying paint/coatings, and repairing the fixed timber pier and decking. Optional work includes adding an external pile guide and modifying piling lengths and gangway.

The Q&A provides detailed technical clarifications, including specifics on laydown areas (approximately 200 square feet when not actively working), float ballasting requirements, surface preparation methods (near-white or water blasting acceptable), and confirmation of mandatory base scope items like installing a 12" x 12" concrete footing. The solicitation involves pulling and transporting two 50' pilings for repair, and the float must remain water-accessible with minimal disruption to public operations until November 1st, 2025. The contract includes 5 gangway sections (23'-30' long), 4 towers, and 1 set of steps.

Questions and amendments

Q: Who fabricated the float and how much does it weigh?

A: The float was built by Mass Fabricating & Welding, Inc. The NPS does not have records that indicate the weight of the float.

Q: Would you be able to provide drawings of the barge with bulkhead locations, thicknesses and a weight of the barge?

A: The document “A06_Attachment_2_Drawings.pdf” has drawings detailing the construction, materials and condition of the barges, as well as areas identified for repair. Specifically, sub sheets S5 and S3. The light colored lines are the scantlings (24” spacing, typ.) and frames (5’ spacing, typ.) Additional details can be found in “B08_Attachment_7_Central_Wharf_Dock_Condition_Report_(2).pdf” Additional drawings are being provided, with the title “CW Dock Procurement Plans.” Although these drawings provide some additional detail, please be aware that THEY ARE NOT AS BUILT DRAWINGS. There may be differences between these and actual. Details should be confirmed through other materials previously provided. The site/dock is public, so bidders are welcome to confirm any details as needed. If additional internal inspection is required, this request can be made by contacting Samuel McKenzie, contract specialist at samuel_mckenzie@nps.gov. Please see the first question for weight information.

Q: Is it required to pull and transport the pilings?

A: Yes. As part of the base SOW for this project, the two 50’ pilings will be pulled and transported off site for repair, painting (base) and minor modification (option) as described.

Q: Will the contractor be permitted to store the guide piles on the Central Wharf after they are removed, while the NPS float is offsite undergoing repairs?

A: Please see the questions above and below. It is expected that the guide piles will accompany the barge off site for repair, recoating and possible modification. If additional laydown area is needed (other than what is detailed below and in the Project Specifications), a request may be made to the COR post award. Approval for this request would be likely as long as access to stone dust path and grass areas remains available to site visitors.

Q: What is the laydown area?

A: As detailed in the Project Specifications (01 11 00-2, 1.5A): When construction operations are ongoing work/staging area may be full width of the wharf from east to west and from south end of the dock to a line drawn east to west across the wharf and approximately 30 feet north of the north piling. When construction operations are not ongoing (for mor than 2 weeks) the lay down area will be reduced to approximately 200 square feet and located just west of the prior dock and fixed ramp entry location. In all cases the Contractor must safely secure and prohibit access to the fixed ramp entry point during all phases of the work. Modifications to the approved staging area boundaries are to be approved by the Contracting Officer.

Q: What is the ideal or correct freeboard for the float? Is it ballasted?

A: The float uses fresh water for ballast; it is thought that the current quantity contained in it is within close range of what is required for the float to sit in the water with the correct freeboard.

However, the float is not currently sitting at the correct height in the water due to recent changes and events; which include the addition of the dinghy dock and associated ramp, as well as the removal of one gangway section that was damaged in a recent storm. The correct freeboard will be determined in cooperation with COR using a variety of methods and information possibly including, but not limited to, temporarily replacing the damaged section of gangway, observing and measuring placement of anodes, growth and corrosion both in and out of the water, as well as measuring, adding or removing ballast water. These observations, measurements and their documentation will be done prior to commencement of work and/or in the first phases. Correct freeboard will be confirmed and any necessary adjustments made in cooperation with COR when work is completed.

Q: Is the installation of the concrete pad under the timber and composite decking ramp a required component of the base SOW?

A: Yes. A 12” x 12”, full length concrete footing is to be installed against the existing granite block. See drawing S4, detail B PLATFORM SECTION.

Q: Which bid items are options not included in the base SOW?

A: The optional items not included in the base SOW are add external pile guide and add length to pilings and modify gangway. These items will remain as options in this solicitation.

Q: The specs call for near-white blasting prior to re-coating, but later state that water blasting would also be allowed for preparation for coating. Please clarify.

A: Near white blasting refers to the standard of surface preparation and defines the amount of previously applied surface coating and rust, etc. that must be removed before applying the new coating. It is acceptable to achieve this either with abrasive or water blasting.

Q: What is the period of performance for this contract?

A: The period of performance for this contract is from September 1st, 2025 through May 1st, 2026. The float must remain in the water and fully accessible to vessels, with limited impact to public visitation and operations until November 1st, 2025. Initial award period is intended for planning, mobilization and other preparatory actions.

Q: What changes were made to the Bid Schedule?

A: CLIN 00010 has been broken down to request itemization of the major project components in the base SOW (General Requirements / Disconnect and Reconnect, Transport; Steel Dock and Aluminum Gangway, Repair and Replacement; Paint / Coatings; Fixed Timber Pier and Decking Repairs.) Please refer to page 7 of the newest version of the solicitation for details.

Q: What corrections were made to the Specifications / Drawings summary?

A: On page 8, in the newest version of the solicitation see SECTION C - SPECIFICATIONS / DRAWINGS where the description of the dock and associated gangways was updated to 5 23' - 30' sections, 4 towers, 1 steps.
