About this file

This is a Statement of Requirements for sand material delivery to support Off Road Vehicle (ORV) ramp maintenance at Cape Hatteras National Seashore on Ocracoke Island, North Carolina.

The National Park Service requires delivery of sand material to Ocracoke Ramp 72, located approximately 500 feet east of the town of Ocracoke (coordinates: 35.1063° N, 75.9698° W). The ramp is approximately 20 feet wide and 1.75 miles long, accessible only by four-wheel drive vehicles or heavy construction equipment; tractor trailers cannot traverse the unpaved surface. The contractor must provide submittal documents within 30 days of award, with project deliveries beginning within 60 days of award. The base bid includes Task 1—providing product data and sieve analysis from samples of actual material prior to delivery start and after approximately half the material has been delivered—and Task 2—delivering 2,000 cubic yards of sand material. Option 1 consists of Task 3 providing an additional 2,000 cubic yards, and Option 2 consists of Task 4 providing 1,500 additional cubic yards.

Sand material must meet strict specifications: it must be sourced locally to the Outer Banks with zero invasive species or organic content, delivered in vehicles capable of traversing the unpaved ramp, and dumped approximately one-quarter mile down Ramp 72 without blocking traffic or adjacent wetlands. The contractor is responsible for obtaining independent laboratory test results demonstrating soil sieve analysis showing particle distribution across multiple sieve sizes, with sand meeting a medium grade/building specification including 95-100 percent passing the #4 sieve, 85-100 percent passing the #8 sieve, and 8-15 percent passing the #200 sieve (minimum 8 percent clay content required; higher content up to 15 percent acceptable). The NPS reserves the right to sample and test any deliveries and may reject material that does not meet specifications; rejected material must be removed by the contractor at its own expense. Delivery is accepted Monday through Friday from 7:00 a.m. to 3:30 p.m., and the contractor must coordinate with the NPS point of contact for exact delivery locations, maintain delivery records for payment verification, and utilize priority ferry lanes between Hatteras and Ocracoke Islands. Each vehicle must provide a receipt documenting volume, weight, and dimensions of materials delivered.

1.0 INTRODUCTION

The National Park Service (NPS) Outer Banks Group (OBG) has a requirement for sand material to be provided for Off Road Vehicle (ORV) ramp maintenance on Ocracoke Island, NC.

1.1 OBJECTIVE

The purpose of this scope is to provide unpaved roadway building materials for the Off Road Vehicle (ORV) program.

1.2 LOCATION

The site location is Ocracoke Ramp 72, approximately 500 ft east of the town of Ocracoke.

Coordinates are: 35.1063o N, 75.9698o W.

1.3 BACKGROUND AND EXISTING CONDITIONS

FY 26 Off Road Vehicle Ramp P a g e | 3

The NPS maintains vehicle access ways to Cape Hatteras National Seashore using sand for the surface. Sand, per the instructions of the North Carolina Coastal Area Management Agency (CAMA) can be used for repairs and maintenance to the access ways. NC Highway 12 runs from Bodie Island south to Ocracoke Island. The NPS has sand ramps at various locations along Highway 12, including Ramp 72. Ramp 72 is approximately 20 ft wide and 1.75 miles long.

Ramp 72 begins along Highway 12 on Ocracoke Island (Irvin Garrish Highway) just outside of the town of Ocracoke, emptying to the beach facing the Atlantic Ocean. Figure 1 below shows the entrance to Ramp 72. The sand along ramp 72 can form ruts, become uncompacted, and otherwise be displaced from vehicle traffic use and weather events causing depressions and potholes within the driving lanes.

Most ORV sand ramps and access routes are accessible only by four wheel drive passenger vehicles or heavy construction equipment suitable for off road purposes.

Tractor trailers are unable to traverse the unpaved ramps either forwards or backwards. There is insufficient room for tractor trailers to turn around on the unpaved surfaces.

2.0 PERIOD OF PERFORMACE

FY 26 Off Road Vehicle Ramp P a g e | 4

The Contractor shall provide submittal documents within 30 days of award. Project deliveries shall begin within 60 days of award. Contractor shall provide a schedule of deliveries which meets the performance period.

3.0 MATERIAL SPECIFICATIONS

Sand material must meet the following specifications:

a. The sand must be obtained from a source considered to be local to the Outer Banks. Local material is considered to be material having zero content of invasive species of plants or any organic material. Topsoil will not be accepted.

High silt content will not be accepted. Waste Dredge material will not be acceptable. Unsuitable material will be rejected and removed by the vendor at the vendor’s expense and will not be dumped on site.

b. Material shall be delivered in vehicles (4 wheel drive or equivalent) which can exit the paved surface and traverse Ramp 72 to the location needed. Materials shall be delivered and dumped along one side of Ramp 72 approximately ¼ mile down Ramp 72. No material shall be dumped into adjacent wetlands, and material shall not be dumped in a fashion so as to block the width of Ramp 72 from on going traffic.

c. The vendor supplying the sand is responsible for obtaining test results of the content of the material. The test results must be submitted to the NPS prior to delivery. Test results must be performed by an independent lab. The test requirement is for each supply location if more than one vendor is used. The soil sieve analysis must show the particle distribution including at a minimum:

i. Sieve size

ii. Percent passing each sieve.

iii. Total percent gravel/coarse grains

iv. Total percent sand

v. Total percent silt

vi. Total percent clay

vii. Soil group classification

d. Sand must be a medium grade/ building or fine sand material that meets the following gradation:

Sand Gradation

Sieve Size Percent Passing #4 95-100 #8 85-100 #10 #16 50-85 #30 25-60 #40 #50 15-30 #60 #80 #100 10-15 #200* 8-15

Although silt material is undesirable, a minimum of 8% clay material is required in Sand. A higher content of clay material than 15% may be submitted for approval by the NPS.

The NPS reserves the right to take samples of any or all deliveries to be tested for consistency and material distribution. The NPS reserves the right to withhold payment for any delivery that does not meet expectations as agreed upon between the NPS and the contractor providing the material. If the material is deemed inadequate the NPS may reject the delivery and the contractor must provide additional material until the full amount of acceptable material is received. The contractor may obtain additional samples and test above the required number at his own expense to verify overall consistency of the deliveries.

4.0 MATERIAL QUANTITIES

BASE BID:

Task 1: Provide product data (Gradation/Sieve Analysis) and one sample submittal for the material to be provided. The product data must be for the actual material intended to be provided and for material taken from the same quarry/location. Two sieve analyses are required: One from a sample prior to delivery start and the second after approximately half of the material has been delivered.

Task 2: Provide 2,000 cy of sand material to Ocracoke Ramp 72.

OPTION 1:

Task 3: Provide 2,000 cy of additional sand material to Ocracoke Ramp 72.

OPTION 2:

Task 4: Provide 1,500 cy of additional sand material to Ocracoke Ramp 72.

ADDITIONAL REQUIREMENTS:

1) The vendor will be required to call the NPS point of contact (POC) for exact location on the day of delivery. The NPS POC will be available to escort delivery trucks to the point of delivery.

2) The Contractor must abide by the conditions listed in the Deliverables section below.

3) The Contractor is responsible for all drivers and vehicles used for deliveries. These sites are considered off road and may require backing, turning, dumping, etc. on or near unpaved areas. The Contractor is responsible for verifying existing conditions prior to and at time of delivery.

4) The Contractor is required for scheduling deliveries to meet ferry routes to and from Ocracoke Island. Contractor vehicles are authorized to utilize the priority lane for ferry routes between Hatteras Island and Ocracoke Island.

5) Each vehicle/truck providing a delivery must also provide a receipt showing the materials being delivered to include volume, weight, dimensions, etc.

6) The Contractor must keep his own record/receipts of delivery in order to request payment. Accumulated totals of each type of material must be provided to the POC prior to submitting an invoice for payment.

5.0 DELIVERABLES

The Contractor will be required to submit electronic copies of testing reports to the NPS prior to delivery.

Delivery of material on site will only be accepted from 7:00 am through 3:30 pm Monday through Friday. Other arrangements must be requested in writing through the Contracting Officer and may be accommodated depending upon the location and request. Due to the high volume of expected deliveries, and Ocracoke Ferry schedule, the contractor will be required to contact the POC to assure proper receipt of the materials at the delivery location.

The contractor is highly encouraged to contact the POC prior to shipment to gain an understanding of the vicinity of the delivery sites. Vehicles which can perform the required turn-around, such as tandem dump truck, may be advantageous.
