About this file

This document is an asbestos and lead-based paint inspection report for the US Fish and Wildlife Service Fog Signal building on Plum Island, Wisconsin. On May 17, 2023, TriMedia Environmental & Engineering conducted a comprehensive hazardous materials survey of the approximately 1,000 square foot two-story brick building. The asbestos survey identified several materials containing asbestos, including brown and red floor tiles (3-9% Chrysotile), transite siding (10% Chrysotile), and white caulk (4% Chrysotile) surrounding windows and doors. Additionally, the lead inspection using X-ray fluorescence (XRF) detected lead-containing paint on multiple exterior and interior components, including trim, soffits, door frames, and sign posts.

The report recommends managing asbestos-containing materials according to OSHA and EPA regulations, and notes that all paint on the building is in damaged condition with significant peeling and chipping. TriMedia suggests repairing lead-containing painted surfaces through enclosure, encapsulation, or abatement before the building is accessible to the public. The inspection also identified potential health hazards such as animal feces and mold, recommending proper clean-up protocols and addressing water infiltration. The building's poor condition and the presence of hazardous materials necessitate careful remediation before any future use or public access.

US Fish and Wildlife – Plum Island, WI Fog Signal

TriMedia was on-site on May 17, 2023 to conduct sampling to identify the presence of asbestos-containing materials (ACM), lead-containing paint and other hazardous materials within the identified building. The property was in poor condition; however, safe entry was possible to all desired areas.

The site is approximately 1,000 sq. ft. two-story property. The property is constructed of brick with wood framing and metal supports. The shingled roof appears to be less than 10 years of age;

however, remnants of the former roof remain. The assessment is intended to identify building contaminants that, if mismanaged during demolition or alteration activities, could pose an environmental or health and safety concern.

ASBESTOS SURVEY

TriMedia collected a total of 25 samples (consisting of 37 sample layers) of suspect asbestos-containing materials to be submitted for laboratory analysis. Sample Locations for Asbestos can be found in Figure 1: Asbestos Sample Locations.

ASBESTOS RESULTS

Asbestos was detected in the following materials;

• Samples 001a through 001c brown floor tile and mastic are between 3% and 8% Chrysotile and is found within the watch room.

• Samples 002a through 002c red floor tile and mastic range from 5% and 9% Chrysotile and is found within the watch room.

• Samples 005a through 005c transite siding are 10% Chrysotile and is found surrounding the watch room.

• Samples 008a through 008c white caulk are 4% Chrysotile and is found surrounding all exterior windows and doors.

The shingled roof and other roofing materials were not sampled as part of the assessment and should be treated as presumed asbestos containing materials and must be sampled prior to replacement or disturbance.

Complete analytical laboratory results have been enclosed for your records. Sampled materials, locations, and analytical results have been summarized in Table 1: Materials Sampled and Found to Not Contain Asbestos and Table 2: Materials Sampled and Found to Contain Asbestos.

LEAD INSPECTION

▪ TriMedia utilized an XRF to perform a lead inspection collecting 26 unique readings of different building components as required per EPA/HUD inspection protocols. The inspection was limited to the exterior of the building and one interior reading to confirm it being of high lead content. Sample Locations for Lead can be found in Figure 2: Lead Sample Locations.

Inspection Report

LEAD CONTAINING PAINT RESULTS

XRF readings detected the presence of lead equal to or above EPA/HUD regulation of 1 mg/cm2 in 18 readings. A full summary of building component readings and estimated quantities can be found in Table 3: Lead Inspection

OTHER HAZARDOUS MATERIALS

Animal feces can be a serious indoor air quality concern based on the presence of fungus and yeast capable of infecting humans through inhalation and can also contain Escherichia Coli SP. (E. Coli).

While there are no current regulatory guidelines for feces disposal or remediation, it is recommended that personnel receive training on proper clean up methods, personal protection, and potential health hazards prior to clean up.

The building has the potential for elevated levels of mold. It is important to note that all individuals respond differently to their environments, and some individuals may be sensitive to airborne mold spores even at lower spore counts. There is no regulatory limit for disposal or established threshold levels at which adverse health effects are documented. TriMedia recommends stopping water infiltration into the building and cleaning the building with a bleach based cleaner to remediate any historical mold growth.

SUMMARY OF FINDINGS AND RECOMMENDATIONS

▪ Asbestos containing material must be managed in accordance with provisions stipulated in States Occupational Safety and Health Administration (US OSHA) Safety and Health Regulations for Construction, Part 29 Code of Federal Regulations 1926.1101 and in accordance with applicable provisions in Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61, Subpart M.

▪ It is TriMedia’s opinion that all paint on the Fog Signal building is in damaged or significantly damaged condition with peeling and chipping occurring on all lead containing paints. The window and components, door and components, soffit and fascia, sign and signposts, sump pit doors, and all interior surfaces should be treated as lead containing paint. It is TriMedia’s opinion that lead-containing painted surfaces be repaired by enclosure, encapsulation, or abatement prior to the building being open to the general public. In addition, TriMedia recommends that items currently stored within the building be covered to prevent chipping paint from falling on them.

▪ Information regarding painted surfaces must be provided to contractors who may be performing paint-disturbing activities and to scrap metal dealers or other entities who may take possession of the materials. Applicable state, federal and local regulations for worker and environmental protection must be met when impacting lead-containing paint during paint-disturbing activities. Additional requirements may be enforced based on owning agency policies and procedures, up to Housing and Urban Development (HUD) requirements.

TriMedia made every reasonable attempt to access all areas of the building. However, as with all hazardous material assessments, there exists the potential for discovering additional suspect materials not addressed by this report during demolition activities. In the event suspect materials are identified during on-site activities, they must be sampled before being disturbed.

EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
