About this file
This Statement of Work (SOW) details lead paint and asbestos abatement for the Fog Signal Building on Plum Island, located within the Green Bay National Wildlife Refuge in Wisconsin. The project involves removing lead-based paint and asbestos from exterior surfaces, with optional interior remediation, of a historic building. The base bid includes lead paint abatement using the gentlest possible removal methods to preserve the building's historic integrity, proper disposal of lead-based painted items, and removal of paint from brick, windows, and doors with strict adherence to preservation guidelines.
The project requires specialized contractors with Wisconsin lead renovator and asbestos abatement certifications, comprehensive safety protocols, and environmental compliance. The work site is on an uninhabited 325-acre island accessible only by boat, with no potable water or electricity. Contractors must provide their own transportation, facilities, and equipment. The scope includes removing 147 sq ft of transite siding, 150 linear feet of asbestos caulk, and optional interior remediation of 165 sq ft of floor tile. Additional work involves replacing damaged exterior trim, painting the building white, and ensuring all work meets federal, state, and historic preservation standards.
