REQUIREMENT

Grand Teton National Park needs to purchase approximately 17,610 tons of ¾ inch GRADE W Road Base Gravel for the 2021 construction season. The material must be available for pick up between May 23, 2021 and September 25, 2021.

Specifications:

This is a supply requirement for gravel cover material which shall meet the requirements of the following table of gradations as determined by Wyoming specification: 801.4.4-1 Subbase and Base Grading “W”. Furnish crushed top surfacing Type “W”, including added binder or blending material, meeting Table 803.4.4-1 gradation requirements. Copies of the referenced Wyoming Specifications may be obtained from the Wyoming Department of Transportation 2010 Standard Specifications handbook.

Meet the following requirements for crushed top surfacing Type “W”, including added binder or blending material:

A. Dust Ratio: the portion passing the No. 200 sieve cannot exceed two-thirds of the portion passing the No. 30 sieve;

B. The maximum liquid limit and plasticity index for the material passing the No. 30 sieve is 30 and 4-12 respectively;

C. The composite aggregate does not contain adherent films of clay and other matter that prevents thorough coating with bituminous material. Bituminous material must remain adhered to the material upon contact with water;

D. When the aggregate is to be bituminized, both the material source and the composite aggregate must have a volume swell not exceeding 10 percent, and not show cracking or disintegration;

E. Do not remove intermediate sizes from the material during production, unless authorized in writing;

F. Have a wear factor not exceeding 50 percent at 500 revolutions; and G. At least 35 percent by weight of the aggregate retained on the No. 4 sieve must have at least one mechanically-fractured face.

The Contractor shall provide all equipment, operating supplies, operators, supervision, and support functions necessary in order to furnish the gravel to the Government. NPS trucks and personnel and/or contract trucks will complete the pickup and transportation to the site. The Contractor will load trucks.

Period of Performance:

The period of performance is from May 23, 2021 through September 25, 2021.

Scheduling:

The gravel shall be readily available for pick-up during the period of performance, 05/23/2021 – 09/25/2021, Monday through Friday, from 7:00am to 5:30 pm: approximate quantities will range between 6 yards and 500 yards per scheduled pick-up. Park point of contact identified at contract award will contact Contractor 24 hours in advance to confirm pickup.

Note: The pick-up quantity variation is due in part to uncertainty in weather conditions and availability of equipment (e.g., a change in weather conditions may only allow work for ½ day and/or equipment failures/availability may result in fewer yards of gravel being transported in a day).

The Government will provide a minimum of 24 hours’ notice prior to pick-up. Should the Government give less than 24 hours’ notice, the Contractor may elect either to load the trucks as requested or to schedule an alternate day. Pick-up days will be scheduled when conditions are favorable and are weather dependent.

Inspection, Testing, &Acceptance:

The Contractor shall have test samples submitted to the Government for suitability evaluation at least two (2) weeks prior to the actual delivery or acceptance of the material. The Government may require additional material testing if specifications are suspect. Material that does not meet contract specifications and requirements following test sample evaluation and Government inspection shall be rejected. The Contractor shall be notified in writing to correct the deficiencies and must produce and acceptable product within five business days. Failure to furnish an acceptable product within five business days may result in the termination of the Contractor’s right to proceed.

Vegetation Management: The control of noxious weeds shall be achieved through a weed management plan. All parties submitting offers for gravel must have a current weed management plan that has been approved by the local county weed board and Grand Teton National Park. All plans require one annual inspection by Park staff during the growing season (June – August) prior to sale of material. Parties submitting offers must provide proof of the most recent weed inspection by Park staff. The weed inspection will designate a pit in one of three rating categories: acceptable, conditionally acceptable, or unacceptable. Gravel from a pit designated as unacceptable can be used if the material is heat treated to 300 degrees Fahrenheit and promptly transported from the quarry to the Park or a pre-approved weed free storage area to prevent possible weed contamination. A list of weeds of concern can be obtained from Grand Teton National Park. The control of noxious weeds shall be achieved by a method approved by the Contracting Officer.

Submittals: At the time of loading the trucks, and with each invoice, the Contractor shall provide truck scale weight tickets to the Government, which shall serve as contractor certification as to the number of tons picked up.

Measurement and Payment/Method of Measurement:

The contractor shall furnish truck scale weight tickets from state certified scales for each pickup made to the Government. Payment will be made on actual quantities picked up and shall not exceed 17,610 tons.
