About this file
This document is an asbestos survey report for a single family residence located at Kern National Wildlife Refuge. Regulated asbestos containing materials were found in the joint compound throughout the home totaling approximately 7,000 square feet. Category 1 asbestos was also found in 300 square feet of vinyl flooring located in the kitchen/dining and bathroom areas. All asbestos containing materials will be removed by a California registered asbestos abatement contractor prior to demolition of the structure, as required by applicable regulations. Related federal contract opportunity 140FC323Q0042 is for asbestos and lead removal at the California Kern National Wildlife Refuge quarters located at the same address, indicating the survey report is likely in support of that upcoming abatement project.

Limited Asbestos Survey
4-29-23
Miguel Jimenez, Project Leader Kern National Wildlife Refuge
Site: 10811 Corcoran Rd., Residence 64, Delano, Ca. 93216
Per the request of the above Project Leader, I was asked to determine the presence of asbestos containing materials in this single family residence that will be demolished.
PROCEDURES and TEST METHODS
Following a site inspection, various suspect building materials were selected to be sampled by extracting ‘bulk’ samples. The sampling procedure followed the established protocol from AHERA, 40 CFR Part 763.86. After determining a greater than 1% asbestos content these materials are classified into the EPA NESHAP (40 CFR Part 61, Subpart M) categories that include RACM: Friable, Category One Non-Friable and Category Two Non-Friable materials. The collected bulk samples were delivered to Patriot Labs of Fullerton, Ca., and analyzed by the PLM method 600/R-93-116. The results of the analysis accompany this report. Analytical results identified as less than 2% were further analyzed by the more precise ‘point count’ method to verify greater than one percent asbestos content, greater than .1% asbestos content (ACCM/Cal OSHA), or 1% (NESHAPS/OSHA). If any asbestos content is found in a building material specific OSHA exposure requirements apply. A total of 14 bulk samples including layers were collected. The subsequent results, sketch and reco mmendations comprise this report.
The field activity was conducted by Mr. Richard Freeborn, CSST# 13-5057, with project oversight provided by Mr. Kevin Handy, CAC 09-4516 . The date of sample collection was April 24, 2023.
It must be noted that the materials sampled were based on accessibility to them. There is a possibility that other suspect materials exist but were not evident. If suspect materials become evident during the planned demolition activities, all work must stop and sampling must be conducted to determine asbestos content. If these materials have been disturbed further cleanup operations may need to be conducted to mitigate the resulting contamination.
Conclusion:
Regulated Asbestos Containing Materials were found in the Joint Compound throughout the home and Category 1 Asbestos was found in the Vinyl flooring in the kitchen/dining and bathroom areas. The Joint Compound is estimated to involve approximately 7000 sqft. of sheetrock and the flooring to be removed is estimated to be approximatley300 sqft.
Summary of Not Detected (ND)
Sheetrock and texture Roof penetration mastic
Other various and suspect building materials in this structure were sampled and found to have no asbestos content detected (ND). These are itemized in the Laboratory testing results. All building materials found to have a greater than >.1% asbestos content (ACCM/Cal OSHA), either by PLM analysis or the Point Count Method will be removed by a State of California DOSH Registered Asbestos Removal Contractor prior to demolition activity.
