STATEMENT OF WORK
Rocky Mountain National Park Purchase and Delivery of Road Base Base year with three (3), one (1) year option years 05/01/2025
1.0 INTRODUCTION
Contract Term and Type:
The government is awarding a firm fixed commercial services contract. The period of performance for this contract includes a base year with three (3), one (1) year option periods, not to exceed a total of four (4) years.
Purpose:
Rocky Mountain National Park is located on the west side of Estes Park, CO. The address is 1000 Hwy 36 Estes Park, CO 80517.
This is a supply and delivery contract for 3/4” CDOT Class 6 Native Road Base delivered annually to Rocky Mountain National Park maintenance pit.
Description of Purchase:
This is a purchase of road base material to be used for shoulder stabilization and repairs to gravel roads. The park reserves the right to reject any material that is not suitable for the use of road base. The vendor will supply and deliver the material to Rocky Mountain National Park as designated by park representative/Contracting Officer Representative (COR). Delivery of the material must be completed from the first week of May to the first week of June, with delivery able to be extended to September 1st at the discretion of the NPS depending on the date of approvals and award. The material must be approved by the COR upon delivery.
2.0 KEY ASSUMPTIONS
The contractor shall deliver material during regular business hours as indicated in section 3.0.
Contractor shall submit a physical sample of material to COR for approval before making any deliveries, photographs of material are not suitable substitutes.
Material shall meet the description stated under 3.4 of this specifications document. To be eligible for award, the address location for sourcing of quoted material must be provided with the quote package. Prior to award, the CO may request a physical sample of the road base aggregate to be delivered to the park for pre-award inspection.
The COR or their designee must be present at time of delivery to approve and accept all deliveries. The NPS will reserve the right to reject any material that is deemed unsuitable for use.
3.0 SELLER RESPONSIBILITIES
THE CONTRACTOR WILL REQUIRE THEIR DRIVERS TO OBEY ALL SPEED
LIMITS, ALL LOCAL LAWS DICTATING LOAD CAPACITIES, AND DRIVE IN A
SAFE DEFENSIVE MANNER AT ALL TIMES.
No deliveries will be allowed on weekends or holidays due to heavy visitation. Location hours of operation are 0630-1630 Tuesday through Friday from May through October.
3.1 Locations:
The contractor shall deliver the material to Rocky Mountain National Park Maintenance yard pit area 1000 Hwy 36, Estes Park, CO 80517. Location inside Rocky Mountain National Park shall be designated by the COR.
3.2 Task to Be Performed:
The contractor will provide the trucks, equipment, and drivers necessary to deliver material addressed in this scope.
The contractor will deliver material to location designated by COR inside Rocky Mountain National Parks East Maintenance Yard pit area.
The contractor will dump each load on site in the area as directed by the government.
The contractor will have each load weighed and will leave each loads weight ticket in on site in the area directed by the COR.
3.3 Task to Perform by Buyer
The government will provide suitable area that includes ample space for turnaround and solid base for dumping.
3.4 Descriptions of Materials
The material shall be 3/4" CDOT Class 6 Road Base material suitable to stabilize shoulders and rebuild roadways.
Material shall be native material. NO crushed concrete, and NO recycled asphalt shall be accepted.
Material shall be brown in color. NO shades of red, pink, or grey color material will be accepted.
Material shall be free of weeds and organic materials. The government reserves the right to inspect the stockpiled material in place prior to delivery to ensure this requirement is met.

NOTE: Class 3 material shall consist of bank or pit run material.
The contractor shall provide COR with documentation of sieve analysis before any material is delivered.
3.5 Quantities
This is an indefinite delivery indefinite quantity (IDIQ) order, with a guaranteed minimum quantity to be purchased listed below:
· A minimum of 1500 tons up to a maximum of 3500 tons to be delivered to Rocky Mountain National Park Maintenance yard pit area (anticipated delivery of early May to be completed by early June). Later option year quantities to be determined on an annual basis, with any additional option quantities being ordered at the same time as the order for initial option quantities.
All quantities ordered under this IDIQ shall be delivered at the original quoted price.
3.6 Period of Performance
Delivery shall be made between the First week of May through the First week of June. Base year delivery may be extended to as late as September 1st at the discretion of the NPS, depending on the date of approvals and award, and any extension will be indicated at time of award.
4.0 Responsibilities of the Government
Designate location for material location upon delivery.
Stockpile management will be provided by the Government when necessary.
5.0 Project Completion Criteria
The purchase will be complete when all material is delivered and accepted by the Government.
6.0 Additional Terms and Conditions
A physical sample of the road base aggregate, no photographs, must be provided and approved by the COR prior to acceptance and approval of delivery. The COR reserves the right to reject any subsequent delivery of product that does not meet this specification or is otherwise unsuitable for use. The supplier will be responsible for completely removing from the project site any product that is rejected by the COR.
The contractor shall adhere to all park requirements, rules, and regulations and posted speed limits within all park boundaries.
Clean vehicles and construction equipment prior to entry into the Park to minimize the potential for introduction and/or proliferation of invasive non-native weeds through project actions. All vehicles will be inspected and approved by NPS prior to entering the park. Equipment not deemed clean by the COR will not be allowed to enter the park. The contractor remains liable for additional transportation costs incurred if equipment fails inspection.
