CANY 2024 LE Vehicle Upfi ng
Statement of Work
Purpose
Canyonlands Na onal Park, Island in the Sky District, Visitor and Resource Protec on Division is replacing
1 GSA leased vehicle in 2024. The new leased vehicle will need upfi ng of police equipment as outlined below. This statement of work contains a detailed descrip on of the labor tasks required and the equipment to be installed, the vendor will upfit as described.
Timeline
This vehicle upfi ng will occur between April 21st 2025 and October 31st 2025, based upon the availability of equipment. The GSA vehicles will be ready for pickup and installa on at an unknown me during this period of performance. Vendor should have all equipment to be installed on hand at the me the vehicle is made available for installa on.
Loca on
Vehicle will be delivered and picked up by the government to and from the vendor’s loca on, within a 300 mile radius of Moab , UT. Vendor doesn't pay anything for delivery. Vendor can contact Devin Phillips Devin_Phillips@nps.gov or 435‐260‐9231 to answer ques ons.
The government will receive, inspect, and transport all vehicles from the vendor’s facility a er comple on of the work.
USE OF QUALITY MATERIALS
Contractors must u lize quality wiring, equipment, metal material and custom fabrica on when integra ng law enforcement packages into vehicles. Contractors must be able to provide the most technologically advanced and safe emergency equipment.
All work performed will be in accordance with the standards established by the Consumer Electronics
Associa on (CEA), Mobile Electronics Cer fied Professional (MECP) and the Na onal Ins tute for
Automo ve Service Excellence (ASE).
Each install will be held to the following standards. This is not all inclusive of every quality measure that will be checked for but should be used as a guideline of the quality expected.
Light Bar flash pa erns and color must be programed to Agency standards. For reliability, safety and uniformity the light bars and controllers must be of the same manufacture (when possible). Program configura on must be accomplished using a Windows based computer program. Controller must be equipped with a USB port to allow transfer of programs from computer to controller.
lhbowman Cross-Out
a) All grounding loca ons are required to use “star washers” under the ring terminal. All grounds will be checked for ghtness and correct crimping as per MECP best prac ces for making low and high current connec ons.
b) Do not share factory grounding points with a ermarket equipment to minimize the risk of damage to OEM and a ermarket equipment. If an open or unused grounding point is unavailable, please use a nut and bolt as opposed to using self‐tapping screws into metal. Also you will need to sand or scuff the paint at the grounding points to ensure a good connec on.
c) There will be minimum use of wire extensions and bu splices. We need to minimize the fail points of the install wherever possible. So the extension of light bar control cables is unacceptable as is the extension of wires that were cut too short off the spool.
d) All crimp points need to be checked for proper crimps. The seam of the connector cannot be spread apart a er the crimp. Also the dimple of the crimp needs to be 180 degrees offset from the connector seam.
e) Any and all outside wire connec ons made (i.e. siren speaker, grille lights, inserts, wig wag, etc.)
will need to be made with weather proof connectors or heat shrink used ½” on either side of the connec on.
f) All wire runs that are out in the open and not tucked away under or behind a panel will need to be placed inside of black wire loom, zip ed to a factory wire harness (where applicable) or the framing to keep wires runs in a neat and consistent fashion.
g) Any pass through wiring (wires that pass through a hole in metal) will need to have a rubber grommet installed at the pass through to prevent wire chaffing and accidental grounding as well as silicone used to prevent water intrusion.
h) All wire termina on points will need 6” of extra wire or slack for any repairs that need to be made to equipment. The extra wiring will need to be neatly secured near the connec on point to provide a clean install. All wiring runs will need to be zip ed, electrical taped, or loomed together where applicable. “Rats nest” wiring is not acceptable.
i) All equipment installed will be inspected for func onality and security. All parts need to be secured properly with the appropriate hardware that is in compliance with the part manufacturer and standards set by MECCP best prac ces.
j) All wires and cabling will need to be run in a way that is free from pinch points, retaining clips.
Sharp objects including metal edges, tucked away so the wires are not seen, and checked for any cuts in the wire insula on where grounding can cause performance issues.
k) Every wire connec on needs to be checked for proper sea ng and correct wiring.
l) Light lenses must be cleaned and debris removed from the holes that were drilled for ligh ng inserts.
m) Factory lights will be plugged in and checked for proper func onality a er installing a ermarket lights
n) All trim screws need to be replaced when removed for installa on of equipment. If any retaining clips, trim or interior panels, or dash panels are damaged and /or broken during the removal process, they will need to be replaced with an OEM equivalent or be er.
o) All panels and interior trim need to be fi ed properly and correctly seated in posi on.
p) No carpet bulges. All carpe ng must be flush and no wires run under or around vehicle pedals or moving components where vehicle operator is seated. If wire or cabling needs to be run in this area, please run and use mul ple secured on all wires above drivers feet, behind knee bolster as far away as you can get it from moving parts.
q) All dash pieces need to be properly seated and free of damage. If installa on requires modifica on or hole’s drilled in the dash the contractor will need to get prior approval from the contrac ng office. All OEM components will need to be checked for func onality prior to and a er the installa on has taken place. Please note any warning lights on the instrument cluster that may be on prior to the install. Do not perform the install if any warning light stays lit 10 seconds a er the vehicle is started (with the excep on of the TPMS light). Inform the agency of the light and have them make the necessary repairs prior to the install
r) The vehicle cannot have any warning lights illuminated on the instrument cluster a er the install
(again with the accepta on of the TPMS light).
s) Seal all holes and grommets when moun ng or where a pass through was made to prevent water intrusion with a urethane sealant.
t) All antenna coax ends will need to be properly crimped as per MECP best prac ces. There will need to be 6” of extra coax in addi on to strain relief for repairs. Strain reliefs must be used on all microphone cables to prevent damage to cable ends.
u) Check weather stripping for proper sea ng if removed
v) Vehicle will be checked for any exterior and interior damage before and a er installa on. If you no ce any damage, please inform the agency before performing the install. The installer will be held liable for any damage that occurs to the vehicle while it is in their possession.
w) All areas where fasteners are used to mount equipment will need to be checked on both sides of the moun ng surface prior to drilling to prevent accidentally running into a wire harness or
OEM/ a ermarket components.
x) Vehicle must be completely cleaned inside where the installa on has taken place. All metal shavings must be removed from carpet areas, drip trays, and other surfaces
y) An An rust inhibitor must be used where pass through holes are drilled through metal (i.e. light bar cabling hole, firewall pass through, and NMO coax holes).
z) No splicing of vehicle factory wiring will be an acceptable prac ce of installa on.
aa) Vinyl vehicle markings will be installed in a climate controlled facility and be bubble free.
bb) Vinyl vehicle markings will wrap all seems of doors, panels and ligh ng housings.
cc) Vinyl markings will be applied according to agency supplied instruc ons as shown below:
dd) Window nt will be installed bubble free
ee) Police radio will be installed with wire connec ons that can be disconnected and connected without tools for maintenance and removal/install of the radio. The screw a achment for the antenna wire in the back of the radio will suffice.
