ROMO Feed Hay IDIQ
Description: Provide feed hay for the stock owned by the Rocky Mountain National Park Barn and Animal Packing Program. Up to 12 bales a day are fed from May through October in Rocky Mountain National Park (Estes Park and Grand Lake, Colorado) and up to 9 bales a day are fed from October through May at Fort Laramie National Historic Site in Torrington, Wyoming.
Item: Certified Weed-Free Hay; Grass/Alfalfa mix (approx. 50/50)
Specifications:
1. Certified Weed-Free Hay; Grass/Alfalfa mix (approx. 50/50)
2. Hay should be free of Timothy and any weed recognized as a noxious weed species by the Colorado Department of Agriculture
3. Hay should be baled at 12-15% moisture content.
4. Small square bales (approximately 70-75 lbs. average weight)
5. Protein content 9-12%
6. Quality: horse quality hay with less than 1% of bales with mold or other imperfections
7. Bales should be approximately 70-80 lbs with dimensions no larger than 36”x18”x16”
8. A nutritional analysis of the hay shall be provided to determine the nutritional value of the hay which will help the park in determining if a nutritional supplement is needed.
Barn Locations: Hay will be delivered to 3 different locations for the park’s stock operations: Estes Park, CO (ESD or east side operations for RMNP), Grand Lake, CO (CRD or west side operations of RMNP) and Fort Laramie National Historic Site (FOLA) which is the winter pasture location of the stock.

2. CRD Barn – 211 Country Rd 491, Grand Lake, CO 80447
3. FOLA – 965 Gray Rocks Rd, Fort Laramie, WY 82212
Quantity: This is an indefinite delivery indefinite quantity (IDIQ) order, with a guaranteed minimum quantity to be purchased listed below:
· 1920 bales for the East Barn (anticipated delivery of mid-May thru September)
· 1080 bales for FOLA (anticipated delivery months of September thru March)
The maximum that may be purchased under this order is 3,640 bales with the following schedule:
· Additional 640 bales delivered to the ESD Barn
2026-2029 (each year)
· 1280 bales for the East Barn (anticipated delivery of mid-May thru September)
· 640 bales for the CRD Barn (anticipated delivery June thru September)
· 1080 bales for FOLA (anticipated delivery months September thru March
The maximum that may be purchased each year under this order is 3,640 bales with the following schedule:
· Additional 640 bales delivered to the ESD Barn

All quantities ordered under this IDIQ shall be delivered at the original quoted price.
The hay storage locations have capacities to how much can be stored per delivery. Due to this up to 640 bales can be delivered at one time, but no more than that amount.
Delivery: Delivery will be coordinated through the vendor and either the Lead Packer or Facility Manager for the Trails Program of Rocky Mountain National Park.
Hay deliveries shall arrive no later than 2:00pm MST on the day of delivery.
Hay vendor shall arrive to drop off location and offload the hay by either a hydraulic front to back square bale push trailer or a forklift. If using a forklift, any attachment needed will be supplied onsite by the hay vendor. National Park Service employees will not offload hay that is on a standard flatbed trailer upon arrival.
Barn Operations:

· RMNP: 6:30am-5:00pm M-TH from May through October
· FOLA: 7:00am-3:30pm M-F from September through March
· No deliveries outside of Barn Operations.
Quotation for Bid: Quotes shall be submitted as a firm fixed price per bale, all costs inclusive, including delivery.
Additional: References, proof of product and nutritional analysis may be required prior to award. To travel over state lines with product, bidder must have a valid Department of Transportation number and, if deliverer is not the owner of the product, have a valid Operating Authority (MC) number to haul for hire. There are two weigh stations on the way to FOLA.
Bidder be registered at the following website before an award can be made: www.SAM.gov. This procurement is set aside for a small business; NAICS code 111940, $750,000 annual sales. Award will be based on lowest price/bale.
