CONTACTS:
· The Contracting Officer’s (CO) for this contract is: Luke Bowman

I. GENERAL DESCRIPTION OF WORK
This contract will provide native broadcast seeding assistance, as well as non-native plant treatment, to facilitate the restoration of native vegetation along roadsides disturbed by road repair and invasive species along Volcano Road at Capulin Volcano National Monument (CAVO).
II. SCOPE OF SERVICES
TASK 1. Native Seed Broadcast (Item No. 0001)
The work of this task is to assist CAVO staff with hand broadcasting of native seed (purchased by the park) and then hand raking the seed into the top 1/8 to ¼ inch of the topsoil. This work is over 2.7 acres (see Figure 1 for overview map and Figure 2 of seeding areas) and is expected to occur in the fall of 2023 (October/November). NPS shall provide all mulch and equipment to perform hydromulching over the seed. The Contractor shall only be required to assist with seed broadcasting, hand raking, and helping with the hydromulching hose lines (all of which will be performed immediately after each other). All of the seeding locations are adjacent to the paved Volcano Road and are within one mile of each other. Contractor should assume that one person is needed for 3 days or 2 people for 1.5 days of work (not including travel). Contractor personnel shall be knowledgeable of native seed handling and seeding techniques. Campsites with running water and bathrooms will be available for the Contractor to use.

TASK 2. 2024 Spring & Post-Monsoon Non-native Plant Treatment (Item No. 0002) Contractor shall perform invasive plant treatment of the target species listed below in Table 1 at the seeding locations shown in Figure 1 (2.7 acres total) for three rounds of weeding. It is anticipated that one round of weeding will be needed in the early summer (May-June) and two post monsoon (likely August/September, as determined by phenology and requested time by CAVO). Each weeding round is expected to take 2 people 1 day (not including travel). The primary species to treat are anticipated to be Convolvulus arvensis, Kochia scoparia, Marrubium vulgare, Salsola tragus, Setaria viridis, and Verbascum Thapsus, however the contractor is expected to remove all non-natives from the project locations. Treatment may consist of manual and/or herbicide methods, but must result in the effective destruction of the invasive and proper removal of any of its propagative parts. Invasives should be controlled before they reach a flowering stage, so that seedheads do not need to be bagged and removed. Efforts will be made to ensure that seeds and/or vegetative propagule of invasive plants will be removed from clothing and equipment prior to leaving treatment sites. If the contractor determines herbicide control methods are the most effective means of removing invasives the following requirements/protocols shall be implemented:
· Possess a current Qualified Applicator’s license
· Utilize the following herbicides: glyphosate
· Adhere to herbicide label instructions
· Spray only when weather conditions are conducive to effective uptake of the herbicide by the targeted species (e.g., sunny, dry, and when plants are actively growing) and when wind conditions are such that herbicide drift is minimal
· Avoid non-targeted species during herbicide application
· Do not store herbicide on CAVO land without CO approval
· Select existing hardened surfaces or disturbed sites for staging/mixing areas. To reduce the potential for spills, impervious material, such as a bucket or plastic, shall be placed beneath mixing areas in such a manner as to contain any spills associated with mixing/refilling.
· An Emergency Spill Response Plan and spill kit will be on-site when herbicide treatment methods occur. This Plan will include project safety planning, methods of clean-up of accidental spills, and information including a spill kit contents and location.
· Herbicide use reporting logs shall be documented in a table format and provided to the CO by December 2023. Each entry in the table shall include: the date of treatment, amount and type of chemical applied, adjuvants included, target species and estimated number of individuals treated, size of treated area, weather conditions, name and herbicide license, number of applicators, method of application and other vital information.
This task shall also follow all of the Quality Standards listed below in III.
