About this file
This is a Sources Sought notice issued by the Joint Personal Property Shipping Office (JPPSO) for a Personal Property Movement Blanket Purchase Agreement (BPA). The Air Force is conducting market research to identify potential contractors capable of providing personal property movement services and to determine acquisition strategy.
Respondents must provide company information including name, physical mailing address, point of contact details, ownership status (domestic or foreign), socio-economic classification, DUNS/CAGE code, website URL, and manufacturer information. Additional required information includes statements regarding proprietary data release, standard warranty details, and recent commercial sales history to demonstrate commerciality. Small business respondents interested in serving as prime contractors must demonstrate how they would comply with FAR clause 52.219-14 (Limitations on Subcontracting) by ensuring at least 50% of the entire scope can be performed by small business prime contractors, with detailed explanation of teaming arrangements and subcontracting percentages. Capability questions address manufacturing location, facility capabilities and staff composition, relevant past project experience with contract numbers and references, any requirement documentation that would preclude the company as a viable solution, and established market pricing. The Air Force is considering setting this acquisition aside for small businesses if sufficient demonstrated interest and capability exists, or may require small business subcontracting utilization if not set aside for small business.

however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with
FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
