This is a Statement of Work for the replacement of an HVAC automation controller at the Necedah National Wildlife Refuge Visitor Center and Headquarters Building. The work falls under NAICS 238210 (Electrical Contractors and Other Wiring Contractors). The contractor must demolish the existing obsolete Honeywell Jace controller—which operates on outdated Java programming and is no longer manufacturer-supported—and install a new Honeywell Jace 9050 HVAC controller unit. All work must be completed within 30 calendar days of contract award at the facility located at N11385 Headquarters Road, Necedah, Wisconsin 54646. Normal work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays.
The contractor shall provide all labor, materials, equipment, wiring, programming, software updates, functional testing, project management, mobilization/demobilization, quality control, and waste removal on a firm fixed price lump sum basis. Deliverables include the completed controller installation accomplished in a single site visit with no allowance for multiple visits due to missing materials unless equipment is found faulty upon installation. The contractor must also provide user training for refuge staff, an 18-month software maintenance agreement, controller operations and maintenance manuals, one-year parts and labor installation warranty, and password/access information for future programming needs. The government will furnish a new laptop already in possession to run Niagara programming on the new system. The Honeywell Jace 9050 installation must comply with manufacturer specifications, and the contractor shall perform functional testing to verify proper operation of the Visitor Center and Headquarters Building HVAC system.

STATEMENT OF WORK
(NAICS 238210 Electrical Contractors and Other Wiring Contractors)
Visitor Center and Headquarters Building Replacement of HVAC Automation Controller/Program
1. General:
1.1 General Description: The existing Honeywell Jace heating, ventilating, and air conditioning (HVAC) controller no longer communicates with the Visitor Center and Headquarters Building HVAC system. The controller is outdated, operates off an obsolete Java program, and is no longer supported by the manufacturer. For these reasons, the existing controller cannot be repaired and needs to be replaced with a new Honeywell Jace 9050 HVAC controller.
1.2 Purpose/End Application: The project is necessary due to the inability of refuge staff to access the Niagara platform that operates within the existing Honeywell Jace controller. The Niagara platform allows refuge staff to access the Visitor Center and Headquarters Building HVAC system to monitor/address system alarms, adjust temperatures, and open/close air intake units. This statement of work is to remove the existing Honeywell Jace controller and replace with a new fully programmed and operating Honeywell Jace 9050 controller.
2. Place of Performance and Period of Performance:
2.1 Place of Performance: Work will be performed within the IT operations center of the Necedah National Wildlife Refuge Visitor Center and Headquarters Building, N11385 Headquarters Road, Necedah, WI 54646.
2.2 Period of Performance: All work shall be completed within 30 calendar days after contract award. As this scope of work is to upgrade outdated equipment/software that controls the Visitor Center and Headquarters Building HVAC systems, completion of the work needs to happen in a short period of time. Given the cold temperatures winter brings to central Wisconsin, the work needs to be sequenced to prevent heat outages that may damage the building.
2.2 Normal duty hours are Monday through Friday 8:00 a.m. - 4:30 p.m., except during federal holidays. In the event of emergencies, Contractor shall provide contact information.
2.3 Non-duty hours include weeknights, weekends, and Government holidays (New Year's Day, Martin Luther King JR.s's Birthday, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veteran's Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 Scope: The contractor shall provide all labor, materials, equipment, and superintendence for the work described below. The work includes but is not limited to; project mobilization and demobilization, project management and oversite, demolition and construction of items described below, quality control, cleanup, and removal of all waste generated during performance of the work.
The contractor shall demolish the existing Honeywell Jace controller that controls the Visitor Center and Headquarters HVAC system and install a new Honeywell Jace 9050 controller unit.
The contractor shall provide all parts and pieces necessary to install and operate the new controller including but not limited to wiring, programming, software updates, and functional testing. The contractor shall also provide user training for refuge staff, an 18 month software maintenance agreement, and password/access information necessary to access the new controller for programing purposes if future programming may be necessary. Refuge staff will utilize this access while in contact with service technicians to avoid the need for service call outs. The contractor shall provide all controller service manuals to refuge staff so they may continue to learn the system as well as to communicate effectively with service technicians when the need arises.
All work items that are not specifically called out are considered incidental and no direct compensation will be provided. This work shall be performed on a firm fixed price lump sum basis.
4. Deliverables and/or Delivery Schedule:
4.1 Deliverables: Demolition of existing Honeywell Jace HVAC controller and installation of new Honeywell Jace 9050 HVAC controller. Delivery of materials shall be to contractor. Contractor shall establish an installation date upon receipt of required materials and shall arrive fully ready to remove and install HVAC controllers in one visit. Multiple visits for lack of needed materials to complete the project shall not be accepted, unless it is found that the newly installed equipment is found to be faulty upon installation and testing.
4.2 Close-out Documents: Contractor shall provide controller operations and maintenance manuals, a one year parts and labor installation warranty, and an 18 month software maintenance agreement.
5. Data Management Plan (DMP): N/A.
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI):
6.1 Government-furnished equipment (GFE): Includes a new laptop (already in possession) to run the Niagara programming through the new Honeywell Jace 9050 system to monitor/adjust the Visitor Center and Headquarters HVAC system. The new laptop will replace the existing obsolete laptop currently using Windows 7 to run the existing HVAC controls system.
7. Evaluation and Acceptance:
7.1 See attached sole source justification.
8. Quality Control/Quality Assurance:
8.1 The new Honeywell Jace 9050 HVAC controller shall be installed per the manufacturer’s installation instructions. Functional testing shall be performed by the contractor to verify controller installation and programming necessary to operate the Visitor Center and Headquarters Building HVAC system.
