STATEMENT OF WORK for Gravel Delivery on Stillwater National Wildlife Refuge November 18, 2025

1. GENERAL:

The US Fish and Wildlife Service, Stillwater National Wildlife Refuge (NWR) Complex, 3175 Freeman Lane, Fallon, NV 89406 has a requirement to resurface 6.25 miles of Hunter Road progressing from the south to the north until contracted amount of material is delivered. (See Attachment A for a map of the course). The road will be a maximum 24-foot-wide roadway constructed of a 6-inch lift gravel surface.

2. SCOPE:

2.1 Deliver specified quantity of aggregate (approximately 16,000 tons) to Hunter Road. Exact placement to be determined by USFWS Project Manager. The project includes furnishing all supervision, management, labor, materials, and equipment required to ensure deliveries. Deliveries will be dumped directly onto the roadway by tailgate, belly dump or other appropriate delivery method. Final road shaping and grading will be the responsibility of the refuge staff.

2.1.1 Quote shall specify the all in price per ton. Price per ton shall include cost of material, delivery, fuel, placement, and any associated fees or costs. Cost per yard/ton based on the assumption of a full load per truck. Quote shall indicate total deliverable yards/tons in relation to the estimated contracted amount of 16,000 tons. Final contracted amount may vary slightly based on the final quote and total available funding. The government reserves the right to reduce or increase quantity to fit the funding available.

2.2 Each delivery is to be accompanied by a bill of lading. Bill of lading is to be verified and signed by the on-site Project Manager upon delivery, with one copy going to the delivering operator, and one copy going to the USFWS Project Manager. Contractor will be able to bill as service is rendered for the amount delivered preferably on a weekly schedule.

2.3 Aggregate specifications are to conform to the specifications listed in this Statement of Work (SOW). Project Manager has the right to refuse any delivery that does not conform to the specifications listed in this SOW.

2.3.1 Engineer Materials Technical Specifications: All materials used in this project shall meet the product specification of the SOW. All deliveries shall be free of trash, debris, and other unsuitable materials that do not comply with the aggregate specifications.

2.3.2 Aggregate: Shall be Type 2 Class B base course. Shall consist of crushed stone containing angular shapes and surfaces with no rounded surfaces. Plasticity shall be 6 or less.

2.3.2.1 Acceptable specifications are as indicated in the tables below:

PLASTIC LIMIT REQUIREMENTS. When specified, aggregates shall conform to the applicable requirements of the Table 200.01.02-I.

CRUSHED AGGREGATE BASE. Crushed aggregate base shall conform to the applicable requirements of Tables 200.01.03-I and 200.01.03-II.

3. PLACE AND PERIOD OF PERFORMANCE:

The entire 6.25-mile length of Hunter Road on the Stillwater National Wildlife Refuge, Fallon NV 89406 (See attachment A). The contractor must be prepared to mobilize for a performance start within 30 days from the date of the award and work will be completed within 90 days of award with no provision for extensions. Earliest date of performance can be no earlier than 1 March 2026 but must be completed prior to June 30th, 2026.

4. EVALUATION AND ACCEPTANCE:

The Project Manager will monitor gravel deliveries for both quantity and quality of material delivered, adherence to standards, etc… and will confirm with contractor when all requirements have been met.

5. GOVERNMENT FURNISHED EQUIPMENT/MATERIALS:

None

6. AVAILABILITY:

Deliveries are to be Tuesday through Friday unless coordinated in advance. Delivery time is to be from 07:00 to 15:00. Deliveries are to be staggered throughout the day. Minimum interval between loads shall be 15 minutes. Maximum interval between loads shall not exceed 30 minutes. Minimum deliveries per day are to be 580 cubic yards. Weekend/afterhours work can be negotiated but will be subject to advance notification and approval by the project manager.
