KILAUEA VISITOR CENTER
HAWAI’I VOLCANOES NATIONAL PARK
Theater Seating, Carpet, and Aisle Light Installation to Include Incidental Removal and Installation
PART 1 – SUMMARY OF WORK
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. General: The work consists of procuring approximately 207 floor-mounted, vinyl upholstered wooden theater seats, approximately 6,000 sq ft of new commercial grade carpet, and 500 ft of new baseboard. All will require removal of existing and installation of new. In addition, 200’ of LED Aisle lights will need to be purchased and installed to include all supporting electrical and controls installation. All work outlined below will be performed under a single contract
B. Project Location: This project is located at Hawai’i Volcanoes National Park, Hawaii.
C. Project Background: The seat fabric is worn, stained, moldy, damaged, and the mechanisms are failing. The carpet has stains, water damage, threads pulled/failing, and chewing gum fused into it. The condition of both the seating and flooring has become a safety hazard.
D. Project Specifications/Project Elements:
1. Contractor shall procure approximately 207 fixed theater seats. Solicitation attachment shows current layout. New layout will closely mimic this set up.
i. Requirements of seating
i. Seat width to be as wide as possible while satisfying all ADA and egress clearance requirements, 2010 ADA Standards for Accessible Design or “2010 Standards”
ii. Seats shall of commercial quality and be certified to withstand min. 350,000 lifting cycles and a min. 600lb static load without failure.
iii. Backs, seats, and arm rests shall be comprised of finished class A face grade veneer in maple or oak finish at at least 7/16” thick.
iv. Seat assembly shall consist of a padded and upholstered top surface, an ABS bottom with an external wood panel, and a dual sprung lifting mechanism. Seat shall have the ability to achieve a full fold position when rearward pressure is applied.
v. Vinyl Upholstery material used shall not only be durable for theater and performing arts commercial use but, also water repellant and stain resistant. Contractor will provide color samples, but should be earth tone in gray, green, or brown.
vi. Armrests shall be solid hardwood without defects. All edges shall be eased for comfort.
vii. Existing layout shall be used for installation. Installation will comply with all manufacturer’s standards.
2. There is approximately 6,000 sf of carpet that needs replacement. The color shall be selected by the Contracting Officer's Representative. A selection of earth toned green samples should be submitted for approval. Carpet shall be free from blemishes, streaks, poorly dyed areas, and other defects. Minimum specifications are as follows:
i. Construction: Tufted loop. 43% recycled content
ii. Face Yarn: 100% solution dyed nylon.
iii. Gauge: 1/10 in
iv. Stitches: 9.0 per inch.
v. Pile Density: 7373 oz/yd³
vi. Pile Thickness: 0.083 in.
vii. Yarn Weight: 17 ounces per square yard.
viii. Total Thickness: 0.23”
ix. Performance Certification: Lifetime limited warranty.
x. Flammability: Passes the following: ASTM E648 (Flooring Radiant Panel Test & Class I, Institutions, Health & Commercial Occupancies); Critical Radiant Flux 1.04 w/cm2; NFPA 258-1976 (NBS Amino Smoke Chamber); ASTM C2859 (Pill Test DOC).
xi. Utilize a latex type leveling compound as recommended by carpet tile manufacturer; compatible with carpet adhesive and curing/sealing compound used on concrete.
xii. Use certified Low VOC Releasable Pressure-Sensitive Type Adhesives: Low VOC (no solvents) type releasable carpet tile adhesive as recommended by carpet manufacturer; comply with CRI Green Label Certification Program; permit removal of carpet tile at any time without damage or adhesion to carpet.
3. Adhesive mounted LED aisle lights with carpet-to-carpet transitions for a flush installation. Lights will meet the follow specifications:
i. Finish in black
ii. 0.24W per lamp, at 6” spacing (minimum)
iii. 50,000 hour lamp life (or higher)
iv. Dimmable with control
v. 3000k Warm White
vi. Clear lens
vii. Provide luminaires new and complete with mounting accessories, junction boxes, trims, lamps, controls, and other supporting appurtenances to function with the current system.
viii. Finished aisle lighting must meet ABAAS regulation regarding mobility
4. Baseboard
i. 500 ft to match existing baseboard.
5. Items to be removed include the current seats, carpet, trim, and electrical associated with current seat lighting.
6. Prior to installation of the seating, a layout, carpet, seat, and aisle lighting, and electrical installation plan must be submitted to for approval.
7. All items removed must also be disposed of.
1.2 Quality Assurance: The Government will evaluate the contractor’s performance in accordance with the PWS and Quality Assurance Surveillance Plan (QASP) to monitor performance and ensure services are received. The Contracting Officer (CO) will follow FAR 52.214-4 Contract Terms and Conditions-Commercial Items, for the contractor’s failure to perform satisfactory services or failure to correct non-conforming services
1.3 Quality Control: The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective
1.4 CONTRACTOR USE OF SITE
A. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.
B. Site Access: Do not drive vehicles off road or access non-project areas without permission from the contracting officer or their representative. Note the entry gates to the project site have a width of 11’-6”, so all equipment used on this project must be able to fit through the gates and have rubber tires so as not to mark up the existing concrete or walking surfaces. Any damage caused by equipment shall be repaired at no additional cost to the government.
C. Vehicles / Heavy Equipment:
1. Vehicle Parking: The contractor shall park vehicles and heavy equipment in designated areas as established at the kick-off meeting.
3. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.
4. Spills: The Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous / industrial wastes. Contractor must immediately notify the Contracting Officer of spills.
D. Working Hours: Regular work hours shall be limited to start no earlier than 0700 (7:00 a.m.) until shift completion no later than 1700 (5:00 p.m.) Monday through Friday, excluding government holidays. Work outside these hours requires prior approval from the Contracting Officer.
E. Staging and Storage: Confine the storage of equipment and materials to the staging / laydown / storage areas as established at the pre-work meeting.
1.5 TEMPORARY FACILITIES
| A. | General: The contractor will be allowed to set up temporary facilities and controls as outlined. All temporary facilities and controls shall be removed from the site at completion of the work. |
| B. | Temporary Utilities: The following utilities / services are available for use at the project site: |
Electrical Power Service: Electrical power service is available from facilities at the project site for use on the contract without charge.
Sanitary Facilities: Restrooms are available at or near the project site for use on the contract without charge.

| A. | Inspection: Upon completion of the work, notify the Contracting Officer and Contracting Officer’s Representative for final inspection. |
| B. | Warranty: Provide all manufacturer’s product, care instructions and warranty information to the Contracting Officer’s Representative. |
