About this file
This Performance Work Statement (PWS) outlines requirements for environmental site assessment support at the Scammon Bay old school site in Alaska. The Bureau of Indian Affairs (BIA) seeks a contractor to conduct a tank farm survey and detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure, as well as a preliminary site assessment to characterize petroleum soil contamination at the site (Haz ID: 26268).
The work involves four main tasks: 1) Planning and project management including kick-off meetings within 28 days of award; 2) Field work to survey tank farm infrastructure and conduct soil sampling (up to 24 soil lab samples) to assess DRO, PAH and VOC contamination; 3) Interviews and records review with tribal, federal, state and local officials; and 4) Production of a comprehensive report detailing infrastructure assessment, contamination characterization, and itemized costs for abatement/demolition. The site currently contains three ASTs with 24,000 gallon capacity and known DRO contamination. Draft report is due 45 days after field work completion, with final report due 75 days after field work. Field work is scheduled for spring, conditional on site accessibility.

Performance Work Statement Scammon Bay Environmental Site Assessment Support – Alaska Region
Introduction
This RFQ is for a tank farm survey and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old school site within the Village of Scammon Bay in accordance with the tasks identified within this solicitation. In addition, BIA seeks a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum soil contamination at the old school site. The purpose of this contract is to conduct a preliminary investigation/ site assessment, tank farm survey and cost analysis for decommissioning the old school tank farm (Haz ID: 26268) within the Village of Scammon Bay to characterize the contamination and design a remediation plan.
The work to be performed includes research of documents, site reconnaissance, identification of contamination, risk evaluation, field work, sampling, analysis, data evaluation and additional activities to determine the scope of tank farm infrastructure present at the site and a detailed, itemized cost analysis for removal and disposal. The scope of the investigation shall provide information sufficient to identify potential liability and risk associated with environmental and public health considerations concerning the tank farm. In addition, the site characterization will allow managers to plan further remediation and investigations, if required, to determine cleanup requirements and design a cleanup action in accordance with the Alaska Department of Environmental Conservation (DEC), federal and tribal laws and regulations.
Background
Scammon Bay is located on the south bank of the Kun River, within the lower Yukon and 525 miles west of Anchorage, Alaska. The old school is located approximately 2,000 feet south of the Kun River. The geographic description for the Scammon Bay school is: Seward Meridian, Township 20 North, Range 90W, Section 10, of the United States Geological Survey. In 2014 there were three ASTs with an approximate capacity of 24,000 gallons associated with the site.
Previous reports have documented DRO contamination in the vicinity of the school fuel storage area and the associated pipeline, with unknown extent or concentrations.
The Environmental program ensures BIA’s compliance with environmental laws and regulations related to Native Allotments, Trust properties and BIA-funded projects. Among the support provided are contaminated site characterizations, remediation, groundwater sampling and laboratory analysis. The intent of the project is to characterize tank farm infrastructure at the sites and determine abatement, demolition and disposal costs sufficient to plan and execute remediation.
Work to be Performed
Conduct a tank farm survey and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old school site within the Village of Scammon Bay.
In addition, BIA seeks a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum soil contamination at the old school site. The Contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities to perform the work for successful completion of the following project objectives:
1. Planning and Project Management: Conduct project kick-off meeting and a planning meeting with BIA; develop work plan, schedule for the tasks and interim milestones.
2. Field Work: Conduct survey of tank farm infrastructure at the site and determine detailed abatement, demolition and disposal costs. Conduct a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum contamination of soil above regulatory clean up levels at the old school site.
3. Interviews and Records Review: Obtain information from past and present investigations along with tribal, state and/or local government records to characterize tank farm infrastructure; and obtain and review records and documents for the property that may identify associated recognized environmental conditions.
4. Report: Comprehensive description of tank farm infrastructure and detailed itemized abatement, demolition and disposal cost analysis. Detailed characterization of the extent and magnitude of petroleum contamination at the old school site. The report must identify the environmental professional and others conducting steps 2 and 3 listed above, support findings and ensuing opinions with documentation, and use enough detail to allow another party to reconstruct the work that was performed and come to the same conclusions.
Task 1: Planning and Project Management
The contractor(s) will lead a project kick-off meeting with BIA within two weeks of the contract award to introduce the Contractor's Project Manager and key BIA personnel (Project Manager, Contracting Officer). Within one month after the award, a planning meeting will occur where the work plan, including schedule for the task elements will be identified, and interim milestones will be agreed upon and accepted by BIA and DEC. Key Contactor personnel/subcontractors will participate in the planning meeting. The Contractor will prepare materials and minutes for these two meetings. Minutes are due one week from the date of the meeting for review and comments and finalized 10-days after meeting dates. The Contractor should plan for one additional meeting during the period of performance following submittal of the draft final report.
In preparation for the planning meeting, the Contractor shall:
• Collect and review existing data and files located on the DEC’s Contaminated Sites website
• Prepare a draft work plan, including sampling plan and submit to BIA and DEC for review and approval
• Prepare a draft health and safety plan (HASP) in accordance with 29 CFR 1910.120 to ensure worker protection
• Prepare a draft notice to Native Corporation/Village advising them of the proposed site visit and sampling
Task 2: Field Work
The Contractor will plan field work with BIA personnel to document current site conditions, conduct a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum (DRO, PAH and VOC) soil contamination (up to 24 soil lab samples) above regulatory clean up levels at the school site, conduct tank farm survey and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old school within the Village of Scammon Bay. The field work will be coordinated with the local tribal council to ensure adherence to any restrictions.
Task 3: Interviews and Records Review
The contractor shall contact and interview tribal, federal, state and/or local government officials to determine and document any contaminants issues associated with the property. Public files are reviewed for information on the subject property. Environmental regulatory agency files are reviewed for documentation of hazardous substance contamination and/or regulation of the subject property.
Task 4: Reporting
Based on the site inspection, field work, interviews, historic records and public agency file review; a report is prepared that summarizes the findings and presents recommendations for further field and laboratory remediation work, if required. A draft report will be submitted for review by BIA and DEC within 45 days following completion of the field work and laboratory analysis. The contractor shall schedule a joint work session to review the draft report and note comments for incorporation into the 90% submittal to expedite the review process. Following the final review and approval of the draft document by BIA and DEC, the contractor shall prepare the final report at 100% completion. This should include an electronic *.pdf version and three hard copies; contractor will provide all electronic files in an editable format to include, Word, Excel, photos, etc.
